The meeting was called to order by Chair Dudley at 9:32 a.m. with the above members present. In connection with the agenda for the November 8, 2012 meeting, Chair Dudley shared that item three will be addressed first. Committee Member Danner moved approval of the November 8, 2012 agenda as submitted. All were in favor of the motion. Absent. Curran. Kornell. In connection with review of the draft minutes of the October 25, 2012 PSI Meeting, Committee Member Gerdes moved approval of the October 25, 2012 PSI Minutes as submitted. All were in favor of the motion. Absemt. Curran. Kornell. In connection with the agenda item relating to Bar Permitting, Chief Harmon commented briefly on the demand for Police services in the Downtown. He stated there would be a brief slide presentation of things that are happening in the downtown. (Committee Members Leslie Curran and Steve Kornell were reported present at 9:36 a.m.) Information was highlighted on Call for service in 2009 and 2012; number of arrest statistics; Directed Patrol Statistics; and overtime from April 2011 to Oct 2012. Council Member Newton reported present at 9:39 a.m. There was a video shown of the downtown activities of first Friday on November2, 2012 and the type of traffic that was involved. Committee Vice Chair Curran commented briefly that the issue began when we went to closing bars at 3:00 a.m. Chief Harmon commented on the street issue and the illegal things that are going on inside the bar; commented on their resources and stated they can actually use some help. Vice Chair Curran asked how many DUI have they had in the downtown area? It was shared that they mostly approach the individuals and suggest that they use a cab as oppose to driving; however, the DUI Squad is available. Council Member Newton commented that he was in the area where the video was being recorded; was wondering why they had furniture outside; and stated the area was pretty crowded. He commented on the cooperation in terms of contribution to assist. Committee Member Danner commented briefly on the Sidewalk Cafe Ordinance and the noise from the amplified music being played. Chief Assistant City Attorney Mark Winn commented briefly on the requirement for clearance of a walkway so that people can get through. It was shared that the original intent of sidewalk cafes was during the day and not at night. It was suggested that individuals should

Committee Member Danner shared that every other event has to clean up their mess and so should First Friday participants. Council Member Kennedy commented briefly on confusing revenue and services; stated support of the need to look at the issue from a broader standpoint and shared that businesses have increased. He commented that the reason for allowing the extension of time was to keep the young people safe from having to come from Tampa. It was asked how long they had the 545 as the maximum number of officers on the Police Force. It was suggested that Administration perhaps need to increase the number of officers on the force in order to maintain peace. There was discussion regarding whether 200 patrons should require the hiring of two off-duty security officers. Committee Member Gerdes inquired about directed patrol and its meaning which was clarified by Chief Harmon. It was stated that 200 would be the limit and require the hiring of two (2) officers on the exterior of the establishment. It was shared that currently Administration can't afford to hire 30 more officer. Mayor Foster commented that if they have some authority to require security it would be appreciated because they really need help and the area needs to be safe for the patrons. Information was shared on the $14,000 of increase cost to the tax payers since the change of closing to 3:00 a.m. There was discussion on the issue with a license, the termination; and due process. Committee Member Gerdes requested clarification on the hours and the timeframe of which the two off-duty officers would be required. Chief Harmon commented that it would be required on weekend not every day of the week. 11:00 p.m. was suggested as a trigger and the crowd magnets should be responsible for the cost that would be associated. It was suggested that they would be contributing but not covering the total cost associated. Council Member Nurse commented briefly that the authorized strength has been at the 545 for a while. He suggested that since we have more officers that the noise ordinance should be enforced and suggested using the decibel meters again. It was suggested to prohibit outdoor amplified sound so individuals will be able to sleep. Mr. Winn shared that we have had a decrease in the population within the City. Council Member Newton stated that everybody pays for public safety; commented that the red light cameras are considered revenue. He inquired about the ability of patrons to walk and drink. It was shared that they are not supposed to be walking and drinking during first Friday as it relate to open containers and they pay for the Police to be in place. Council Member Newton commented briefly on the Detroit Liquor Store located on the corner of Central and the timeframe that they are allowed to stay open. It was shared that there are 48 bars located within the downtown from Fifth Avenue North to Fifth Avenue South. Committee Member Danner restated the issue with sidewalk cafes and suggested that they lose the ability to do business for 30 days as a first offense and perhaps one year if more than once. It was suggested as an alternative that their license would not be suspended if they hire the off duty officers. It was also discussed on the ability of the Chief to issue warning and the opportunity to hire off-duty officers, etc. Chief Harmon commented on the responsibility of the business and the bars which have sidewalk cafes and the ability to put people on notice. Mr. Winn commented on the requirement of signs which could educate people. He suggested that they limit the use of amplified music on the outside where sidewalk cafes exist. Committee Member Danner suggested moving forward with the permitting only ordinance. Committee Member Gerdes shared that he was in favor of moving forward with the off-duty requirement and he was

Committee Member Kornell commented that they need to take some kind of action; expressed concern regarding the time period of 10:00 p.m.-3:00 a.m. and the 200 occupancy requirement. Chief Harmon commented that if there is a business that has no problems that something else could be implemented. Council Member Newton commented briefly that he is not on the Committee and can't vote but feels that something needs to happen to address safety. He inquired if the owners fail to do anything will the City be liable. Mr. Winn responded that the City would not be liable if they don't go forward with either ordinance. Vice Chair Curran stated her support and asked who would be responsible for monitoring and enforcement. The response was the Police Department. It was reflected that the permit license will be $100 and $50.00 for renewals, it will be applied city-wide and it would cut down on the overtime cost that is current. Chair Dudley inquired if the bar owners would have to come to the Police Department. In connection with the motion to move forward with the permit only requirement, it was asked for Roll call -yes Da. Nays Gerdes, Curran, Dudley. Motion failed. Committee Member Gerdes stated that he is in favor of moving forward with the requirement to hire two off-duty officers. Roll Call on the Motion. Ayes. Gerdes. Dudley. Nays. Curran. Danner. Motion failed. Council Member Kennedy expressed support with the authorization of additional security by the Police Chief. It was suggested to reconsider Committee Member Danner s motion relating to moving forward with the proposed ordinance with the permit only requirement. Roll call on motion. All were in favor of the motion. In connection with the agenda item relating to Cameras for Public Safety, Chief Harmon commented on that it was TASCO who came up with the design. Robert Norton provided the Committee with information on how the Armored Surveillance Vehicle design of the art work was put together. He commented that they were happy to be a part of it. It was shared that the vehicle was parked on the north side of City Hall for display. Chief Harmon encouraged everyone to take a look; stated there are cameras and it is meant to be a crime deterrent. Council Member Nurse commented that he supports the visibility; and inquired about the criteria to be used to deploy the vehicle to locations within the City. Vice Chair Curran suggested that a code be used if they want it at specific location. Council Member Newton stated support of the vehicles use and design. Council Member Kennedy stated kudos to TASCO for the design; and inquired about the area where the vehicle will be utilized. It was shared that they will not use the vehicle to view into anybody s personal home. Mayor Foster shared that this vehicle will not be used for any undercover activity. Committee Member Danner inquired if it can be used in commercial locations or corridors. It was shared that it can be used for street level drug deals and other deterrents of crimes. Administrative Services Bureau Assistant Director Mike McDonald and Chief Communications Officer Muslim Gadiwalla made a presentation on the Cameras for Public Safety deployment. (Kornell was excused at 11:06 a.m.) Chief Harmon commented on the proposed locations and use of the cameras for the RNC. Mr. McDonald commented that most of the cameras have been removed except for a handful where the property owner asked that they remain at their location because they serve as a deterrent. He stated for the ones that were removed, there has been a design strategy with the deployment team downtown to look at areas where they will be able to install them where they are able to get the best coverage and both economically feasible and technically feasible to actually supply power for recording purposes and greater safety for citizens and visitors. He stated further that the green dots on the map being displayed

PSI Committee Meeting Minutes November 8, 2012 Page 4 represented those locations where cameras are and the red dots indicated where they can install additional cameras. Mr. McDonald complimented the Information and Communications Department along with the Police Department Resources for the amount of work that they did during the installation of the cameras for the RNC. Information was shared on the cost to install and the ability to install additional cameras along 34 th Street as well as other locations that Council felt were needed. It was shared that they were proposing to use forfeiture funds to install but are also looking at other options. Vice Chair Curran inquired if the cameras were being monitored and the response was no. She suggested having a camera installed along 15th Street near the Police Department so it could be used as a deterrent on Central Avenue. It was shared that they will be using the cameras to monitor and it will reduce cost that are associated with co-sponsored events. Mr. Gadiwalla commented that anytime you are in the downtown there are cameras already in place. It was shared that there is a cost associated with relocating the cameras to different locations. Mr. McDonald commented on his visit to Orlando where cameras are being used in their downtown and high tourist areas. He stated that only one neighborhood has cameras installed by the Orlando Police Department. There are several cameras in one neighborhood which also paid for the cameras and their maintenance. Committee Member Danner inquired about the distance of the cameras that are already installed. It was shared that there are 22 cameras that can be put up on 34th Street and the cost would be in the range of $22,000. The Committee requested a copy of the Camera Deployment map. It was asked if what was shown on the map was Administration s recommendation. Mayor Foster stated that his recommendation is to utilize the cameras in the downtown and high traffic corridors. Mayor responded that if Council Member Danner would like to have a camera placed on 34th Street that he can make it happen. Committee Member Gerdes inquired about how many of the cameras were left and the response was 25. Council Member Nurse stated that power already exist on 16th Street near Campbell Park which is a location that should have a camera installed. It was shared that Campbell is a location for deployment of a camera. Mr. McDonald commented briefly on the available technology that is available and has the capability to zoom in on monitoring; however, they are very costly. There was discussion on the locations, cost, ability to focus and monitoring of the cameras. Committee Member Curran was excused at 11:40 a.m. Council Member Newton commented that he is looking to use the cameras as a deterrent. Chief Harmon commented briefly call for service. Council Member Newton commented on the relocation of the prostitution from 34th Street to 35th Street. Mayor Foster shared that he is not dictating where the cameras should; stated that he would like for the data to determine where the cameras should be installed for better use. Committee Member Danner commented on the installation of cameras and if they would take away the illegal income and make a difference in the neighborhoods. He commented on his frustration of being told that they can provide input on where the cameras are to be installed and now to find out that s not true. Committee Member Gerdes inquired if there will be any re-occurring cost associated with the installation of the cameras. It was stated that the re-occurring cost would be $40 to $50.00 per month for each camera that is installed. Chair Dudley thanked them for the information. Public Works Administrator Mike Connors commented that this information is schedule for the November 19, 2012 City Council Meeting. There being no further business, the meeting was adjourned at 11:56 a.m.
