Background Information Purpose of this assignment: The objective of this assignment is to contribute towards achieving the migration governance related results in the framework of the European Commission funded REINTEG Project on Facilitating Return trough Laying Foundations for Somalia in the Horn of Africa (FLASH). As part of this assignment the MIDA expert will support the Office of the Special Envoy on Migrants and Children s Rights through facilitating coordination with relevant ministries in order to establish the Inter-Ministerial Taskforces on migration governance. The MIDA expert will support in the organization of trainings, the development of the Terms of References for the Taskforces as well as the development of a strategic plan for a Migration Policy Framework for Somalia, as the key objective under the result area of the FLASH project. About the Office of the Prime Minister: The Office of the Prime Minister (OPM) works for the people of Somalia by supporting the Prime Minister and Cabinet to achieve the Federal Government of Somalia s vision and ensuring a whole-of-government approach to enhancing the economic, environment and social wellbeing of Somalia. The OPM drives the Government s objectives, coordinates policy and services across the whole of government and enables effective stewardship of the civil service. This is achieved through providing leadership across the civil sector. About the Office of the Special Envoy The Office of the Special Envoy for Children s and Migrants Rights include, among others: Advocating for the rights of Somali Children and Migrants at regional and International levels; Developing migration related policies in coordination with the line ministries; Develop a whole of government migration policy framework for Somalia Setting up and operationalizing the Inter-Ministerial High-Level Task Forces on Migration, and their Technical Taskforces on Smuggling of Migrants & Trafficking in Persons and Return and Readmission ; 1

Liaising with regional and international Children s and Migration agencies; Representing the Somali Government at International Migration related meetings. The Somali Focal Point for International Migration Processes at Regional and International levels; Work closely with International Organizations, especially IOM offices worldwide to assist Somali migrants and asylum seekers abroad About MIDA: Migration for Development in Africa (MIDA) is a capacity-development programme, which assists to mobilize competencies acquired by African nationals abroad for the benefit of their countries of origin. MIDA seeks to convert brain-drain across Africa, after the loss of educated and talented individuals, into brain-gain through brain-circulation and transfer of skills and knowledge. In Somalia, IOM/MIDA has been working with Somali authorities in all three regions to build the capacities of their institutions since 2008 in Somaliland and Puntland and since 2009 in South Central Somalia. The beneficiary institution will host the qualified Somali expatriate, and will be responsible to provide a safe and secure work environment. IOM Somalia will monitor the performance of the MIDA expert and the progress of deliverables in accordance with the workplan to be established during the first week of the assignment. III. Activities / Key Results Expected Under the overall supervision of the Special Envoy and IOM, the Senior Programme Manager will be responsible for the following tasks: Coordinate preparations and provide technical policy input for the High-Level Inter-Ministerial Taskforce Meetings on Migration Governance; Draft written accounts on the quarterly Taskforce meetings and facilitate their endorsement by Taskforce Members; Monitor and support implementation of action points identified by Taskforce Members during the quarterly meetings; Formulate a Strategic Plan for the Preparation of a Migration Policy Framework for Somalia in close collaboration with key Federal Government Line Ministries and Federal Member State authorities; Draft and coordinate input for two Terms of References (ToR) for one Technical Taskforce on Return and Re-Admission and one Technical Taskforce on Smuggling of Migrants and Trafficking in Persons with relevant Line Ministries and Federal Member States; Coordinate preparations and provide technical support for organizing two training workshops for the Technical Taskforces. Review and quality control of policy and legal frameworks related to migration governance; Liaise with organizations working in the field of organized crime, border management and the protection of migrants. IV. Target Outputs (Measurable Results) High-Level and Technical Taskforce Meeting and Trainings organized; Written accounts on Taskforce Meetings and Trainings produced; Strategic Plan on the formulation of a Government Policy Framework on Migration developed; Substantial input provided for the two Terms of References for the Technical Taskforces; Existing policy- and legal frameworks with migration related functions reviewed and suggestions 2

for improvements provided. V: MIDA requirements In order to fulfill their contractual requirements, and to facilitate payments, participants will have to deliver the following results in a timely manner. These are standard requirements for all assignments undertaken through this project: 1. Transfer of skills: One of the main responsibilities of the Somali diaspora participant, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution whose staff will have to benefit from these skills transfer schemes. A capacitydevelopment strategy will be develop and embedded by the participants in their Work Plans. It will outline their capacity development approach, including landmark trainings and candidates for mentoring. 2. Work plan: A work plan will have to be developed with the Supervisor during the first month of assignment, which will provide clear and time bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the institution and IOM. This work plan can be revised during the first three months of assignment to reflect new developments or changes in strategy. 3. Interim and Final Reports: Quarterly progress reports will be submitted by the diaspora expert to the Supervisor and to IOM. Thereafter a final report will be provided at the end of assignment; it will contain a specific exit strategy section. V: Qualifications Level of Education: Area of Study: Years of work experience in what area(s): Advanced University Degree (Master or equivalent) International studies, development and migration studies, or equivalent. At least eight years of professional experience on migration governance or other development related areas; Experience working with Somali government institutions, civil society and the private sector in support of institutional capacity development; At least five years of experience in international project management, with strong technical expertise in migration governance in a fragile or recovery context, including strong skills in report writing; Experience of working with the European Union, UN Institutions or other organizations specializing in development related work; Experience in coordination the formulation and 3

implementation of policies related to migration governance; Solid understanding of the migration context in Somalia and the existing institutional frameworks on migration governance as well as community dynamics and conflict resolution mechanism. Strong coordination competence, with the ability to monitor and evaluate progress against set workplan, indicators and project deliverables. Languages needed: General Skills / Other Requirements: Fluency in English and the Somali language is essential. Other UN languages are an asset. Strong communication and drafting skills; Experience in researching and analyzing security, political and social issues in Somalia is an asset; Ability to work under tight schedules, stressful environment and multi cultural context; Ability to monitor and to undertake research in Somalia, in collaboration with other institutions, is required; Highly motivated with a positive attitude and pro active problem solving approach; Proficiency in the use of computer with common software and internet; good knowledge of Microsoft Office Applications; Willingness and ability to work closely with governments, international institutions/agencies and communities; Knowledge of procedures, reporting requirements and ethical practices of IOM; Demonstrated drive for continuous improvement and incorporation of lessons learned and best practices into business process routines; Demonstration of professional behavior and personal ethics, transparency and openness to encourage respect and similar behavior from colleagues in the workplace; Experience of working successfully with a variety of stakeholders, particularly governments, think tanks, media and nongovernmental organizations. 4

VI: Salary Under the direction of the IOM/MIDA and in consultation with the beneficiary institution, it has been determined that the salary level for this position will be defined based on the qualifications and experience of the selected candidate according to the standard IOM/MIDA Somalia salary scale. VII: Security and insurance modalities Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa. Please note that IOM, according to the contract, will not be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual. Before leaving the country of residence and upon arrival in Nairobi, first, and in Somalia, later, the qualified Somali expatriate will receive a pre-assignment briefing including security advice and cultural background.
