P A Bill Allowing Women to Enter the th Ranger Regiment SECTION. SECTION. SECTION. Women completing United States Ranger training shall be allowed to enter the th Ranger regiment. Presently, women who successfully complete Ranger School receive a certificate and are awarded the coveted Ranger tab. They then return to their units and are not be assigned to the th Ranger Regiment, an assignment separate from Ranger School. The United States Department of Defense will oversee enforcement. A. The United States Army will implement a policy allowing women to enter into the th Ranger Regiment. B. This policy is retroactive for women successfully completing a Ranger training course prior to authorization of this bill. SECTION. Policy will go into effect June, 0. SECTION. P A Bill to Restrict Elective Underage Plastic Surgery SECTION. It shall be unlawful for individuals to undergo elective plastic surgery until the age of. SECTION. Elective surgery is deemed as any surgery that not considered a medical emergency and or necessity. SECTION. The American Board of Plastic Surgery in collaboration with the State Medical Board will enact the revoking of medical licensing. SECTION. This bill will take effect on January 0, 0. SECTION. P A Bill to Annex Mexico SECTION. SECTION. SECTION. SECTION. SECTION. The country of Mexico be formerly inducted into the Union of the United States. Upon annexation the country of Mexico will be granted full statehood and be recognized as the st state of the Union. The annexation will be formalized by a majority vote (joint resolution) of the United States Congress as mandated in Article IV, Section of the United States Constitution. This law will take effect immediately upon the signature of said joint resolution by the President of the United States. All laws in conflict with this legislation are hereby declared null and void. P A Resolution to Mandate the Labeling of Genetically Modified Foods RESOLVED, There has been an increasing concern over Genetically Modified Foods; and This concern is spreading throughout the United States; and According to the World Health Organization, genetically modified foods have had their genetic material unnaturally modified, which can potentially cause harm to those who consume it, and consumers are often unaware of the lasting effects it has on their health; and Consumers have a right to know what items they are purchasing in order to make informed decisions about their health; now, therefore, be it, That the UIL Congress here assembled mandate the labeling of genetically modified foods.

P A Resolution to Encourage the Creation of a Federal Shield Law 0 News organizations and reporters in the United States currently do not enjoy Federal protection from unjust record subpoenas and unlawful confiscation of confidential information; and The United States Federal government has, in recent years, both taken and withheld sensitive information from news organizations without due process of law, reasonable suspicion or timely explanation of reason or cause, violating first amendment protection of freedom of speech and press; and The confidentiality and anonymity of sources and individuals who disclose information to the press is threatened by the confiscation of said materials, subsequently damaging the success of free media and greatly limiting information available to the American people, harming democracy in the United States; and states have already passed legislation regarding the protection of reporters and the media, yet the Federal government has taken no such action; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for the creation of a Federal Shield Law to protect both reporters and the media from injustices associated with the forceful disclosure of personal, sensitive or otherwise confidential information; and, be it FURTHER RESOLVED, That this here assembled congress make the recommendation that the United States Federal government discontinue the use of those aforementioned unlawful and damaging practices immediately.

P A Resolution to Urge States to Mandate the Appointment of Special Prosecutors in the Case of Officer- Involved Fatal Shootings RESOLVED, The current process of indictment for state police officers creates a conflict of interest between local prosecution and the officers they are tasked with indicting; and From 00 to 0,, cases of officer- involved fatal shootings were ruled justified homicides in comparison to cases ruled to be criminal homicide; and These statistics, fueled by the conflict of interest between local prosecutors who are tasked to prosecute the officers they work with, has led to an increasingly strong public mistrust for local police actions; and This mistrust of police actions has created an environment that questions the use of force by police officers by the public; now, therefore, be it; That the UIL Congress here assembled that: states be encouraged to establish a dedicated special office of prosecution for the investigation and indictment process.

P A Resolution to Lower the Drinking Age to Raising the drinking age to has failed to reduce drinking of those under ; and Significantly more underage teens consumed alcohol upon raising the drinking age compared to those of legal age; and Those below the legal age have illegally consumed alcohol in a harmful, life- endangering manner; and - year- olds have the right to vote, purchase guns, marry, join the military, and serve on a jury, but they are not permitted to consume alcohol; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to lower the drinking age to.

P A Resolution to Accept Syrian Refugees to Ease the Burden on European Nations WHERAS, RESOLVED, There are currently. million registered Syrian refugees fleeing to European nations; and European countries are currently short on resources and space for refugees to live in; and The large amount of refugees and lack of space is leading to refugees making dangerous choices and dying trying to reach safety; and The US is only currently committed to taking in,000 refugees in the next year; and The US is one of the largest nations with space to provide asylum for Syrian refugees; now, therefore, be it That the UIL Congress here assembled make the following recommendation that US accept 0,000 Syrian refugees by 0.

P A Bill to Offer Four- Year College for No Tuition SECTION. Students will receive four years at a public college free of tuition. SECTION. Any student wishing to receive a bachelor degree at a public college may do so without paying tuition. Any student wishing to receive a higher degree, attend classes at a private university, or spend more than the allotted four years in college shall pay the added amount of tuition. A public college refusing to adhere to these standards shall lose any government or public funding. SECTION. This legislation will be overseen by the U.S. Department of Education. Funds shall come through a slight increase in public taxes and the re- appropriation of current college loan programs. SECTION. This legislation will be brought into effect by June 0, 0. SECTION. All laws in conflict with this legislation are hereby declared null and void.

F A Bill to Create a Violent Offenders Registry SECTION. SECTION. SECTION. SECTION. SECTION. All individuals found guilty of committing a violent crime, as defined by the FBI, will be listed and registered in a publicly available online database. The Federal Bureau of Investigation (FBI) defines violent crime as four offenses: murder and non- negligent manslaughter, forcible rape, robbery, and aggravated assault. This database will be regulated by the Department of Justice. A. As with the Sex Offender Registry, enforcement will be a collaborative effort between High Technology Investigative Unit (HTIU), the Federal Bureau of Investigation (FBI), and United States Attorney s Offices throughout the United States and its territories. B. Failure to register and update registration will result in fines and up to years in prison. This law will take effect within one year of passage. All laws in conflict with this legislation are hereby declared null and void. Introduced for UIL Congressional Debate by ESC.

F A Resolution to Ban the Support of Crisis Pregnancy Centers Crisis Pregnancy Centers are in part funded by state taxes without demand for medical standards or accuracy. Crisis Pregnancy Centers outnumber actual abortion clinics at a ratio of nearly to and may even report to offer abortion services without any available service and registered medical officials. Many states require a referral to a Crisis Pregnancy Center before a legal abortion is allowed. Crisis Pregnancy Centers have been reported to supply numerous inaccurate, medical information to Crisis Pregnancy Center patients. RESOLVED, That the UIL Congress here assembled ban all government requirements to seek council from Crisis Pregnancy Centers. FURTHER RESOLVED, That all government funding for Crisis Pregnancy Centers shall be ceased and further banned. Introduced for UIL Congressional Debate by ESC.

F A Bill to Enforce a Drug Test to be Eligible for Unemployment Benefits SECTION. SECTION. SECTION. SECTION. SECTION. In order for anyone to receive unemployment benefits, they must first pass a drug test. Passing a drug test means no illegal substances found in said person s system. The Food and Drug Association (FDA) will oversee this law. After the affirmation of this bill all individuals that are already receiving unemployment benefits and new applicants must pass a drug test before they will be eligible to receive benefits. A. After the initial drug test, random drug tests will be given. B. If a failed drug test is presented, then said person that failed will go into a probation period and have to pay for the next drug test. This law will be enforced six months after it passes. F A Bill to Ban the Use and Manufacturing of Neonicotinoids 0 SECTION. SECTION. SECTION. SECTION. SECTION. The EPA will hereby ban the use of neonicotinoids in all current and future commercial/recreational pesticides in order to inhibit or stop the declination of the bee population in the United States of America.. EPA: Environmental Protection Agency; an agency of the United States federal government.. Neonicotinoids: chemical in pesticides that is linked to cause Colony Collapse Disorder (CCD) in bees. The governmental agency that will oversee this bill will be the EPA. A. The Food and Drug Administration (FDA) will be the primary enforcer of the statute(s) described in this bill. B. After a six () month grace period following the implementation of this bill, manufacturing neonicotinoids is prohibited, and all known pesticide manufacturers will be subject to a thorough inspection in order to insure no neonicotinoids are present. C. After a three () year grace period, usage of neonicotinoids is prohibited, and consumers may be subject to thorough inspections to insure no neonicotinoids are being used. When passed, this bill will be enacted on May, 0. The grace period for manufacturers will end on November, 0 and will end on May, 0 for consumers. Extensions on these periods are prohibited. All laws in conflict with this legislation are hereby declared null and void. Introduced for UIL Congressional Debate by ESC.

F A Resolution to Amend the Constitution to Grant a Third Presidential Term 0 RESOLVED, By two- thirds of the UIL Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three- fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE XXVIII SECTION : The twenty- second article of amendment to the Constitution of the United States is hereby repealed. SECTION : No person shall be elected to the office of the President more than thrice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than twice. But this article shall not apply to any person holding the office of President when this article was proposed by the Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this article becomes operative from holding the office of President or acting as President during the remainder of such term. SECTION : The UIL Congress shall have power to enforce this article by appropriate legislation. Introduced for UIL Congressional Debate by ESC 0.

F A Bill to Implement a Flat Tax Rate in the United States SECTION. SECTION. SECTION. SECTION. The United States federal government will implement a flat tax rate. The United States federal government will implement tax system which taxes all household income at a uniform rate of % regardless of income level. The uniform tax rate must include and adhere to the following: A. Easy computation by the Internal Revenue Service (IRS) and straightforward payments from taxpayers. B. Taxation of only one income, with ease of understanding and reporting. C. Savings accrued to taxpayers from avoiding current IRS regulations and the associated costs for lawyers, accountants and other resources. The government agencies enforcing this legislation will be the: - U.S. Internal Revenue Service (IRS) SECTION. SECTION. This legislation will be implemented immediately upon passage. All laws in conflict with this legislation are hereby declared null and void.

F A Bill to Lift the Zero Tolerance Policies to Lessen Extreme Punishments for Minor Breaches SECTION. SECTION. SECTION. SECTION. SECTION. All schools, with the exception of private schools, will drop Zero Tolerance Policies to decrease the number of unreasonable suspensions per school year. Zero Tolerance Policies shall be defined as the policy of applying laws or penalties to any infringements of a code in public schools in order to reinforce its overall importance and enhance deterrence. Unreasonable suspension shall be defined as suspension when no danger or other reasonable cause is present. The Department of Education shall oversee the implementation of this bill. a. The Department of Education will run pilot programs in the cities of the top two major cities in each state. b. If pilot programs show positive results, this bill will be implemented in all public schools in America. The implementation of this bill will begin at the beginning of the 0- school year. All laws in conflict with this legislation are hereby declared null and void.

F The Ukraine Support and Security Recovery Act of 0 SECTION. SECTION. SECTION. SECTION. SECTION. The United States Federal Government shall allocate humanitarian and military aid to the Ukrainian Government over the course of the year. A. Humanitarian aid worth of $00 million will be dispersed to devastated communities by US troops. B. $00 million worth of military aid will be supplied to the Ukrainian Government and the Armed Forces of Ukraine. Humanitarian aid is defined as supplies and essentials to alleviate destroyed communities in Ukraine. A. Military aid is defined as the both non- lethal and lethal aid such as radar equipment, anti- tank systems, missiles, etc. The Department of Defense shall be responsible for the transaction of military aid to the Ukrainian government along with the implementation of US troops to disperse aid to regions within Ukraine that are in need. This bill will take effect at the beginning of 0, and aid will continue on an annual basis until 0. All aid will cease if deemed ineffective or unnecessary after the first annual year of passage. All laws in conflict with this legislation are hereby declared null and void.

F A Bill to Require Police Officers to Wear Body Cameras SECTION. SECTION. SECTION. SECTION. SECTION. The United States federal government will require all sworn, uniformed, state, county and municipal officers to wear body cameras while on duty. This requires all officers to activate their cameras when making contact with the public, not limited to traffic stops and radio calls. The Department of Homeland Security will provide a budget of $0 million for equipment and training. A. It is the responsibility of each individual agency to archive the data for at least 0 years. The archives should be placed in a secured area. B. Failure to properly secure data, whether intentional or through negligence, that causes damage to, or loss of, data will result in prosecution. All agencies affected by this statute are required to be in full compliance with this statute within two years of it being signed into law. All laws in conflict with this legislation are hereby null and void.

F A Resolution to Require Military Service RESOLVED, The United States currently does not require military service from its male citizens; and All men in the United States are required to register with Selective Service upon reaching the age of ; and Military service helps to build strong character, develop leadership and technical skills, and instill a sense of national pride; and America, more than ever, needs a strong military to protect our nations interests both domestic and foreign; now, therefore, be it by the UIL Congress here assembled that all male American citizens, upon reaching the age of and completing high school, be required to serve for a minimum of two years in any one of the five branches of the American military.
