P A Resolution to Encourage the Creation of a Federal Shield Law 0 News organizations and reporters in the United States currently do not enjoy Federal protection from unjust record subpoenas and unlawful confiscation of confidential information; and The United States Federal government has, in recent years, both taken and withheld sensitive information from news organizations without due process of law, reasonable suspicion or timely explanation of reason or cause, violating first amendment protection of freedom of speech and press; and The confidentiality and anonymity of sources and individuals who disclose information to the press is threatened by the confiscation of said materials, subsequently damaging the success of free media and greatly limiting information available to the American people, harming democracy in the United States; and states have already passed legislation regarding the protection of reporters and the media, yet the Federal government has taken no such action; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for the creation of a Federal Shield Law to protect both reporters and the media from injustices associated with the forceful disclosure of personal, sensitive or otherwise confidential information; and, be it FURTHER RESOLVED, That this here assembled congress make the recommendation that the United States Federal government discontinue the use of those aforementioned unlawful and damaging practices immediately.

P A Bill to Offer Four- Year College for No Tuition SECTION. Students will receive four years at a public college free of tuition. SECTION. Any student wishing to receive a bachelor degree at a public college may do so without paying tuition. Any student wishing to receive a higher degree, attend classes at a private university, or spend more than the allotted four years in college shall pay the added amount of tuition. A public college refusing to adhere to these standards shall lose any government or public funding. SECTION. This legislation will be overseen by the U.S. Department of Education. All individuals found guilty of committing a violent crime, as defined by the FBI, will be listed and registered in a publicly available online database. The Federal Bureau of Investigation (FBI) defines violent crime as four offenses: murder and non- negligent manslaughter, forcible rape, robbery, and aggravated assault. This database will be regulated by the Department of Justice. A. In order for anyone to receive unemployment benefits, they must first pass a drug test. Passing a drug test means no illegal substances found in said person s system. The Food and Drug Association (FDA) will oversee this law. After the affirmation of this bill all individuals that are already receiving unemployment benefits and new applicants must pass a drug test before they will be eligible to receive benefits. A. After the initial drug test, random drug tests will be given. B. If a failed drug test is presented, then said person that failed will go into a probation period and have to pay for the next drug test. This law will be enforced six months after it passes. The EPA will hereby ban the use of neonicotinoids in all current and future commercial/recreational pesticides in order to inhibit or stop the declination of the bee population in the United States of America.. EPA: Environmental Protection Agency; an agency of the United States federal government.. Neonicotinoids: chemical in pesticides that is linked to cause Colony Collapse Disorder (CCD) in bees. The governmental agency that will oversee this bill will be the EPA. A. The Food and Drug Administration (FDA) will be the primary enforcer of the statute(s) described in this bill. B. After a six () month grace period following the implementation of this bill, manufacturing neonicotinoids is prohibited, and all known pesticide manufacturers will be subject to a thorough inspection in order to insure no neonicotinoids are present. C. After a three () year grace period, usage of neonicotinoids is prohibited, and consumers may be subject to thorough inspections to insure no neonicotinoids are being used. When passed, this bill will be enacted on May, 0. The grace period for manufacturers will end on November, 0 and will end on May, 0 for consumers. Extensions on these periods are prohibited. The Department of Education will run pilot programs in the cities of the top two major cities in each state. b. The United States Federal Government shall allocate humanitarian and military aid to the Ukrainian Government over the course of the year. A.
