Minutes of the Reorganization Meeting of the Township Council of the Township of East Hanover held on Tuesday, January 3, 2012 at 6:00 P.M. in the Municipal Building, 411 Ridgedale Avenue, East Hanover, New Jersey. The Township Clerk called the meeting to order at 6:00 P.M. and led the audience in the Pledge of Allegiance. Pastor Margaret Crowl of Kitchell Memorial Presbyterian gave the Invocation. The Clerk read the Public Announcement in which she stated that the meeting had been advertised, the press notified, and the notice posted on the bulletin board in the Municipal Building. OATHS OF OFFICE: Senator Richard Codey administered the Oath of Office to re-elected Mayor Joseph ; and Mayor swore in Councilmen-elect Frank DeMaio, Jr. and Michael Martorelli. DISCUSSION: Morris County Community Development Block Grant Administrator Joseph Tempesta announced that the application for the Community Development Block Grant Program would be submitted to the County. Funding would be utilized for two new elevators, one for the Municipal Building and the other for the Senior Citizens Center. He said that the application deadline was January 6, 2012. COUNCIL REMARKS: Councilman Peluso thanked everyone for allowing him to serve on the Council for the past year. He congratulated the new Councilmen and Mayor and was looking forward to working with the Council this year. Councilman DeMaio expressed his sincere thanks to the residents for their support. He promised to work hard with the Mayor and Council and wished everyone a happy, healthy, and prosperous 2012. Councilman Martorelli expressed his gratitude in being elected and was looking forward to working with Mayor and the Council. Council President Jandoli was honored to serve the Township as Council President for an additional year. She reflected on the year of 2011, which was a year of difficulties, challenging 4

financial times, as well as challenges from Mother Nature. She thanked the emergency personnel, Police, Fire, the Office of Emergency Management, and Department of Public Works. Also, from a financial perspective, Council President Jandoli was pleased that because of good planning and excellent financial management, the Township had a zero tax increase. She especially remembered the loss of Fire Chief Ray Serra last year. She welcomed the new Fire Chief Carmine Davino, the new Councilmen, Councilman Peluso for his second year of service, and Mayor for his great leadership. Council President closed her remarks by thanking the residents of East Hanover for giving her the opportunity to serve this great community and will continue to strive towards excellence. MAYOR S ADDRESS: Mayor first thanked everyone for attending the meeting. He personally thanked Gov Codey for taking the time out of his busy schedule to swear him and also thanked Superior Court Judge Phil Maenza for swearing in our new Municipal Judge Bill Rush. The Mayor congratulated Councilmen Frank DeMaio and Michael Martorelli on being sworn in today and said that he looked forward to working with them throughout the year. And especially to Carolyn Jandoli, he congratulated for being selected Council President again for 2012 and looked forward to working with Carolyn in setting the agenda for the people of East Hanover. Mayor continued, I am very humbled by the outpouring of support through this past election. It is truly an honor to serve as your Mayor, and I promise to work even harder over the next four years as you have given me a resounding mandate to continue with the policies and philosophies we have in place and maintaining our services at the least possible cost with minimal or no tax increases. Thank you for re-electing me and thank you for allowing me the privilege to serve you. I also want to thank all of our township employees for the great job they do throughout the year and this past year in particular with three of the worst storms in the history of East Hanover. Together we will continue to make East Hanover a great place to live, work, and raise a family. I have always said that although we may not be related to each other by blood, we are related by community and we are all part of the East Hanover family. Despite the economic conditions this past year, the Township was able to make infrastructure improvements, including our new and safe municipal parking lot, as well as continuing to make technology upgrades in our Town Hall with changes to our financial systems. We improved our water and sewer facilities including sewer pump station #6. We continue to upgrade the tools necessary for our police and fire departments, improve some of our recreation facilities for our children, and provide the necessary services for our senior citizens at the least possible cost. The budget process this year will not be easy, but due to our strong financial condition, I will deliver a responsible budget that minimizes any municipal tax increase. 5

As always, I welcome your input. My door is always open and each and every one of you is encouraged to be a part of the decision making process. The last four years of our administration have been challenging but very rewarding. I have heard from many of you, and I thank you for your input. I pledge to continue to listen to your suggestions. On behalf of the Township Council, we wish all of our residents and businesses a Happy, Healthy, Prosperous New Year, and thank you for being part of such a great community!
