California Independent System Operator Corporation February 12, 2015 The Honorable Kimberly D. Bose Secretary Federal Energy Regulatory Commission 888 First Street, NE Washington, DC 20426 Re: California Independent System Operator Corporation Notice of Certificate of Concurrence Regarding Agua Caliente Solar LGIA Docket No. ER15-000 Dear Secretary Bose: The California Independent System Operator Corporation ( CAISO ) submits for filing a certificate of concurrence with respect to Amendment No. 2 to the Large Generator Interconnection Agreement ( LGIA ) among Agua Caliente Solar, LLC, Arizona Public Service Company ( APS ), Imperial Irrigation District ( IID ), San Diego Gas & Electric Company ( SDG&E ), and California Independent System Operator Corporation ( CAISO ) ( Amendment No. 2 ). 1 The CAISO respectfully requests that the Commission accept this certificate of concurrence effective as of October 21, 2014. I. Background On May 28, 2010, APS filed the original LGIA in Docket No. ER10-1376- 000 as APS Service Agreement No. 303, which the Commission accepted in a letter order dated July 7, 2010. Subsequently, on September 29, 2011, APS submitted Amendment No.1 to the LGIA in Docket No. ER11-4708-000, which was accepted by the Commission on November 4, 2011. Most recently APS 1 APS serves as the designated filer of the LGIA pursuant to the Joint Tariff Filing procedures outlined in Order No. 714. See Electronic Tariff Filings, Order No. 714, 124 FERC 61,270, at P 63 (2008) ( Order No. 714 ) (permitting joint filers to designate one entity to file a tariff and requiring non-designated entities to submit a certificate of concurrence).
The Honorable Kimberly D. Bose February 12, 2015 Page 2 submitted Amendment No. 2 to the Commission on November 20, 2014, and it was accepted by the Commission effective October 21, 2014. 2 Rather than filing a duplicate version of the LGIA under the CAISO tariff, the CAISO is submitting a concurrence tariff record. The concurrence tariff record is designated under the CASO tariff as Service Agreement No. 1566. II. Proposed Effective Date and General Request for Waivers The CAISO respectfully requests any waivers of the Commission s filing regulations necessary to establish an effective date of October 21, 2014 for its Certificate of Concurrence for the LGIA, consistent with the October 21, 2014 effective date that APS requested in its November 20, 2014 filing.
