Report on Stakeholder Consultation Workshop on E-waste Management in Phnom Penh Municipality 28 October 2009, Sunway Hotel, Phnom Penh I. Opening Session 1. In October 28,2009, Ministry of Environment in cooperation with UNEP DITE held Stakeholders Consultative Workshop on E-Waste Management in Phnom Penh Municipality. Excellency Mr. Secretary of State Khieu Muth, Dr. Mushtaq Ahmed Memon, UNEP DTIE-IETC, and Mr. Sao Kunchhun, Phnom Penh Waste Management, presided over the workshop. 2. The Consultative Workshop opened at 9.00 am at the Sunway Hotel, Phnom Penh. Dr. Mushtaq Ahmed Memon, spoke on behalf of UNEP DIETE, delivered welcoming remarks and followed by an opening speech given by Mr. Secretary of State Khieu Muth, speaking in the name of Ministry of Environment, Royal Government of Cambodia. 3. Dr. Mushtaq Ahmed Memon, in his welcoming remark, thanked the government supports in particularly Ministry of Environment for implementing the project on E- waste Management Plan for Phnom Penh Municipality. He stated that E-waste issue in Cambodia was not serious at the present compared to other countries in the region but it would be in the future as the trends of country s development and increasing size of electronic and electric utilization. He also said that it was therefore important to have an effective management plan in place of E-waste and it was one of the project s objectives design and develop management plan for Phnom Penh municipality. He then highlighted the output of project included situation report on E-waste Management in Phnom Penh, Pilot Project and Management Plan. Following presenting the project s output, he urged all participants actively participates in a discussion in order to provide feedbacks and comments on the later presented documents. 4. Excellency Mr. Secretary of State Khieu Muth addressed in his opening speech that he thanked UNEP for providing financial and technical supports for implementing a project call E-waste Management Plan in Phnom Penh. He also admired the

international consultant and project team for theirs effort in preparing of situation on E-waste management in Phnom Penh and designing management plan and pilot project. Although the scope of project focused in Phnom Penh, he said, the result could be scaled up in other cities and province across the country in the future. He then stressed that in protection the environment and as signatories to Basel and Stockholm Conventions and other environment related agreements, Cambodia fully committed to follow obligation and strongly supported for activities set in international treaties. He then stated that Royal Government of Cambodia has paid a careful attention on management movement of wastes and minimizing impact of wastes E-waste was among them. He stressed that Premier had stated clearly in his speech at the Annual conference of Environment in 2007 that he would not allow Cambodia becoming a foreign dumping site. He said that numbers of regulations relating to waste management has been developed over the past years, although it was not specifically on E-wastes. However, he would like to have specific guideline or regulation on E-waste to be developed in the near future because without the specific legal instrument would be difficult for management and controlling of E-waste. He then appealed UNEP for support in development of the needed instrument for management of E-waste including guideline/ regulation. Finally, he again thanked Dr. Mushtaq Ahmed Memon, UNEP DIETE, Mr. Amit Janes, International Consultant, participants and project team for their supports and participation and collaboration in the implementing the project and workshop. II. Attendance 5. There are 40 participants representing different governmental institutions, research institutions, Non Governmental Organization were invited to the national workshop. The following government participants were represented: Ministry of Environment, Ministry of Agriculture, Forestry and Fisheries, Ministry of Interior, Ministry of Justice, Ministry of Health, Ministry of Planning, Ministry Labor and Vocational Training, Ministry of Industry, Mines and Energy, Ministry of Commerce (General Department of Camcontrol), Ministry of Economy and Finance (General Department of Custom and Excise), Ministry of Public Works and Transportation, Phnom Penh Waste Management. 6.The following research institution, academy, NGOs participants are represented: Environmental Department of Royal University of Phnom Penh, NGO Forum on Cambodia, and Private sector including electronic and electric material shop owners, junkshops and dismantlers. III. Presentation 7. Before presentations by project s member, Dr. Chrin Sokha, project manager, introduced members of project to the workshop. He then gave a brief background of the project for the participants emphasized that number of stakeholders capacity and knowledge had been increased through training workshop and field visits that were part of the project s activities. He also told the participants that management plan of E- waste for Phnom Penh was developed which was really needed instrument for the city for tackle E-waste issue, added that the management plan was possible to use for other areas through the country. He urged that representatives actively participated in discussions on the draft situation report on E-waste Management in Phnom Penh, Management Plan and Pilot Project.

8. Mr. Chin Sothun, project counterpart, presented the situation report on E-waste management in Phnom Penh, prepared by the project team and international consultant. The report consisted of 4 Chapters (i) Introduction & Background (ii)ewaste Management in P.P.M (iii) E-waste Management & Technology Evaluation, and (iv) E-waste Management Specification & Feasibility Technology. He said that based on the finding in report showed that impacts of hazardous content has been estimated by mapping the possible hazardous content of some of the E-waste items versus their threshold value obtained through literature review and the way of disposal of the E- waste residues both during E-waste repair/ refurbishing and dismantling operations occurring at different locations in PPM. He concluded that based on E-waste inventory is expected to trigger expansion of E-waste collection, transportation, and treatment capacity both in formal and informal sector, added that the capacity and environmentally sound management of E-waste is needed for the city in order to reduce its volume as well as its toxic footprint. 9. Followed by presentation on Pilot project, Mr. Sreng Sophal said that this pilot activity was designed to collection mobile phones through take back system by mobile shop owners. This activity was comprised of following sub-activities including a)awareness-raising of consumers and mobile shop owners b) Installation of take back system for voluntary collection c) Review of the system and d) Recommendations for policy framework on collection of mobile phones through take back system. IV. Closing Session 10. Dr. Mushtaq Ahmed Memon thanked participants for providing inputs in the situation report and pilot project. All comments will be taken and inserted in the documents. Although the discussion was short, he said, results were fruitful. He thanked project team for their hard work in preparation of report and organizing this successful workshop. 11. Dr. Chrin Sokha expressed his appreciation UNEP DIETE, especially Dr. Mushtaq Ahmed Memon for his assistance and support in implementation of the project. He also thanked participants for theirs valuable feedback and comments on the documents. He appreciated line ministries, NGOs, academy and private sectors for their cooperation and assistances, added that without their cooperation project results would be difficult to achieve.
