A A message from the Chief Electoral Officer These directives, used by the returning officer during training sessions, are intended for you. They contain the information required to enable you perform your duties as an Officer assigned to the list of electors (PALE) and explain how to use the material placed at your disposal. When interpreting the law, please refer to the Election Act. The reference EA, when used in these directives, refers to the sections of the Election Act. The PALE works at the polling station where the deputy returning officer is in charge. You are an election officer. Even if you were recommended by a candidate, it is the returning officer who gives you instructions pertaining to your work. You must abide by your oath of office, namely act with total impartiality, comply with the directives given and refrain from engaging in any partisan work on polling day until the close of the polling station. As the PALE on polling day, you come into direct contact with electors who come to exercise their voting rights. Your behaviour influences the opinion that these people have about the electoral process. Be sure to wear in clear view and for the entire polling period the identification card that the returning officer gave you. It indicates your last name, first name and position. Take the time to re-read these directives before polling day. If you have questions, feel free to contact your returning officer. B Polling officers at the polling table Polling officers must be qualified electors on the day of their appointment. These persons must take an oath stipulating that they will perform their duties in accordance with the Act. EA 136 and 308 Officer assigned to the list of electors (PALE) EA 310.1 For every polling station the returning officer appoints a PALE who: o compiles the line numbers of the electors who have voted at the polling station o gives the officer in charge of information and order (PRIMO) or one of his assistants, the copies of compilation statements of electors who have voted DGE-76.6 (appendix 1). The deputy returning officer EA 314 and 337 o sets up the polling station o ensures that the poll unfolds properly and that order is maintained o facilitates the exercise of the right to vote and ensures the secrecy of the vote o asks the elector who is unable to identify himself to proceed to the identity verification panel o counts the votes o transmits the results of the vote to the PRIMO or to another person designated by the returning officer and gives him the ballot box. The poll clerk EA 315 and 344 o enters in the poll book the particulars relating to the conduct of the poll o assists the deputy returning officer o indicates on the list of electors who has voted. 4

C Representatives before the deputy returning officer and poll runners On polling day, a candidate can designate a poll runner as well as a person to represent him before the deputy returning officer or before the PRIMO or before each of them. EA 316 and 318 Although the representative does not take an oath, he must respect the secrecy of voting. EA 355 and 357 1. Representative to the deputy returning officer: The representative before the deputy returning officer may have in his possession a list of electors that is annotated in a discrete manner. He cannot have in his possession numbered sheets used to identify electors who have already voted and to provide this information or documents to poll runners. 2. Poll runner At certain times of the day, the poll runner collects from the PRIMO or from one of his assistants the Compilation statement of electors who have voted DGE-76.6 that the latter obtained from the PALE. The representative assigned to the PRIMO may also be designated as a poll runner. D Before polling day Before polling day, read the directives carefully in order to be able to consult them quickly while you are on duty. As you cannot leave the polling place before the last elector has voted, plan to bring along your meals or have them brought to you. 5

E Preparation before the opening of the polling station 1. Arrive at the polling station to which you are assigned by the returning officer at 8:30 a.m. and identify yourself to the deputy returning officer 2. Receive from the deputy returning officer: o your identification card o the forms Compilation statement of electors who have voted DGE-76.6 o ball point pens. 3. Sit at the table, next to the poll clerk 4. Enter the name of the electoral division and the number of the polling station on the Compilation statement of electors who have voted DGE-76.6. 6

F During the conduct of polling Whenever a ballot paper is deposited in the ballot box the PALE must shade on his form Compilation statement of electors who have voted DGE-76.6, the line number of the elector who has voted. This number is indicated to you by the poll clerk. If the elector's line number exceeds 350, mark it on one of the blank spaces intended for this purpose at the bottom of the statement. Beginning at 11:00 a.m.: o enter the time and write your initials on the form o detach the three copies of your form o when the PRIMO or one of his assistants comes to your polling station, give him your copies. Repeat this operation every 60 minutes until 4 p.m. and every 30 minutes thereafter. Form DGE-76.6 is provided in triplicate. Therefore, you must use two forms (or the number indicated by the returning officer) to obtain six copies of the statement. Two new forms are used in each period to indicate the line numbers of electors who will vote during a given period. Press firmly on the pen to ensure that your mark appears clearly on the 3 copies of the form. 7

G At the close of the polling station o Give to the deputy returning officer: o all unused Compilation statement of electors who have voted DGE-76.6 forms o ballpoint pens o identification cards. o Sign the form Feuille de temps du personnel électoral assigné (appendix 2) The PALE is not authorized to stay for the counting of votes unless he has a power of attorney duly signed, authorizing him to act, after the close of the poll, as a representative to the deputy returning officer. Otherwise, he must quickly leave the polling place to avoid delaying the counting of votes. EA 139 H Remuneration You will receive a cheque from the Chief Electoral Officer four to six weeks after polling day. PALE RATE 8
