Candidate Filing Guide CONSOLIDATED GENERAL ELECTION NOVEMBER 6 TH 2018 Compiled by the Kern County Elections Division This guide was developed in an effort to provide answers to questions frequently asked of the Kern County Elections Division regarding filing for office. It is for general information only and does not have the force and effect of law, regulation or rule. In case of conflict, the law, regulation or rule will apply. Dear Candidate: The Elections Division is dedicated to helping all qualified candidates get their names printed on the ballot and to ensuring that the election is fair and accurate. For the uninitiated, the process can be confusing, with resulting errors and misunderstandings. We hope to make this a positive experience for you. The best advice we can give to all candidates is FILE EARLY. The filing deadlines are rigid and if one waits until the last moment to file a document containing errors or omissions, one's right to appear on the ballot may be lost. Most errors can be corrected given adequate time. Therefore, this guide has been compiled to assist candidates in preparing for the Consolidated General Election to be held on November 6, 2018. Although this handbook is a guide for candidates, it is for general information only and does not have the force and effect of law, regulation, or rule. It is distributed with the understanding that we are not rendering legal advice and therefore, the guide is not to be a substitute for legal counsel for any individual, organization or candidate. In case of conflict, the law, regulation, or rule will apply. Candidates and others using this handbook must bear full responsibility to make their own determinations as to all legal standards and duties. Please note that it is not within the purview of this office to determine whether a candidate meets the requirements for holding office. Candidate filing hours are 8:00 a.m. to 4:30 p.m., Monday through Friday. Due to the length of time required for processing candidate nomination documents, no candidates will be accepted after 4:30 p.m. On the last day of Candidate Filing, all candidates waiting in our office at 5:00 p.m. will be processed. POSITIONS STANDING FOR ELECTION Please note that it is not within the purview of this office to determine whether a candidate meets the requirements for holding office. It is the responsibility of the candidate to ensure that he or she meets all filing requirement deadlines. Candidate Statements It is up to the candidate to contact the shared county/counties about cost and submitting a candidate statement in that county. - 10 -

CITY OFFICES Candidates for city seats must contact their respective City Clerk for candidate filing requirements, see page 8 for contact number. CANDIDATE STATEMENT COST (200 words) Contact your City Clerk for submission of a candidate statement. Each candidate that desires to file a statement will be required to make a deposit at the time of filing their statement, based upon the number of registered voters in the district for the office for which they are filing. If the actual costs are less than the deposit, the overage will be refunded to the candidate, likewise the candidate must sign an agreement to pay any additional billing if the costs exceed the deposit. See pages 41 through 43 of this handbook for further information. If you remain unopposed at the close of nominations, you may either choose to withdraw your candidate statement OR be billed for the cost of its inclusion in the Voter Pamphlet. If withdrawn, the statement will appear on the Elections website but will not be included in materials mailed to voters.

SCHOOL DISTRICT GOVERNING BOARD MEMBERS (4-Year Term for a Full Term Seat or 2-Year Term for a Short Term Seat) Kern County Board of Education Board of Education Qualifications: Registered voter of trustee area.
