EXECUTIVE BOARD EB132/1 (annotated) 132nd session 16 November 2012 Geneva, 21 29 January 2013 Provisional agenda (annotated) 1. Opening of the session and adoption of the agenda 2. Report by the Director-General 3. Reports of the Programme, Budget and Administration Committee of the Executive Board The Board will receive at the opening of its session the report of the second extraordinary meeting of the Programme, Budget and Administration Committee, which will be held on 6 and 7 December 2012 and the seventeenth meeting of the Programme, Budget and Administration Committee, which is scheduled to be held on 17 and 18 January 2013. 4. Report of the regional committees to the Executive Board In order to enhance alignment between the regional committees and the Executive Board, the Health Assembly, in decision WHA65(9) on WHO reform, requested the chairpersons of the regional committees to prepare summary reports to the Board on the committees deliberations. The Board is invited to consider the recommendations of the regional committees. 5. WHO reform Following the requirements of decisions WHA65(9) and EB131(10), and the proposals for reporting made in document A65/5, the Secretariat has prepared reports covering the several topics requested by Member States, including: WHO s hosting arrangement of health partnerships; considerations for draft policy on WHO s engagement with nongovernmental organizations; methodologies of work of the governing bodies; scheduling of governing body meetings; shifting the financing year; streamlining national reporting; global health governance and alignment between global, regional and country offices; external evaluation; a report of the extraordinary meeting of the Programme, Budget and Administration Committee on financing; and the implementation of WHO reform. Discussion of the draft general programme of work and the Proposed programme budget 2014 2015 will take place under the relevant items. 6. Noncommunicable diseases 6.1 Draft comprehensive global monitoring framework and targets for the prevention and control of noncommunicable diseases In response to subparagraph (8)(5) of decision WHA65(8) and in fulfilment of the recommendations relating to paragraphs 61 and 62 of the Political Declaration of the High-level Meeting of the General Assembly on the Prevention and Control of Non-communicable Diseases, a formal meeting of Member States was held between 5 and 7 November 2012 in order to conclude the work on the draft comprehensive global monitoring framework, including indicators, and a set of global voluntary targets for the prevention and control of noncommunicable diseases. The report of the outcomes of the meeting is transmitted by the Director-General to the Board for its consideration.

6.2 Draft action plan for the prevention and control of noncommunicable diseases 2013 2020 In response to subparagraphs 2(4) and 2(6) of resolution EB130.R7 and subparagraph 3(4) of resolution WHA64.11, the Secretariat has prepared a draft action plan for the prevention and control of noncommunicable diseases for 2013 2020 for consideration by Member States. The draft action plan was developed taking into account the outcomes of informal and formal consultations with Member States and United Nations bodies which took place in August 2012 and November 2012, as well as the views received from relevant nongovernmental organizations and selected private sector entities during a web-based consultation. The Board is invited to note the work under way to develop the action plan, and to provide guidance on a number of strategic issues listed as decision points. 6.3 Draft comprehensive mental health action plan 2013 2020 In resolution WHA65.4 the Health Assembly requested the Director-General to strengthen advocacy and develop a comprehensive mental health action plan with measurable outcomes. A draft action plan covering the period 2013 2020 is presented for consideration by the Board, following close consultation on the development of the draft with Member States, United Nations agencies, funds and programmes and civil society. 6.4 Draft action plan for the prevention of avoidable blindness and visual impairment 2014 2019 In decision EB130(1), the Executive Board requested the Director-General to develop a new action plan for the prevention of avoidable blindness and visual impairment for the period 2014 2019. The draft action plan was developed in close consultation with Member States, United Nations agencies, funds and programmes and international partners. The Board is invited to consider the draft action plan. 6.5 Disability At the request of a Member State, this report describes several important developments since the last resolution on disability was adopted in 2005 (WHA58.23) and the current health sector response. The Board is invited to note the report and consider a draft resolution. 7. Promoting health through the life course 7.1 Monitoring the achievement of the health-related Millennium Development Goals The annual report by the Secretariat on the status of progress made in the achievement of the health-related Millennium Development Goals (requested in resolution WHA63.15) is supplemented by information on prevention and treatment of pneumonia and the work towards universal coverage of reproductive, maternal, newborn and child health care, as requested in resolutions WHA63.24 and WHA58.31. Health in the post-2015 development agenda At the request of a Member State the Secretariat will report on application of the Rio+20 outcome document: health and sustainable development objectives, in conjunction with an account of work being undertaken to develop the new generation of health-related development goals. 7.2 Follow-up actions to recommendations of the high-level commissions convened to advance women s and children s health At the request of a Member State, the regular annual report on progress achieved in the follow-up of the recommendations of the Commission on Information and Accountability for Women s and Children s Health (requested in resolution WHA65.7), is supplemented by a report by the Secretariat on the work done to follow up the recommendations and implementation plan of the United Nations Commission on Life-Saving Commodities for Women and Children. The Board is invited to note the report. 2

7.3 Social determinants of health This report describes the progress in implementing resolution WHA65.8, including the support provided to Member States in implementing the Rio Political Declaration on Social Determinants of Health. The Board is invited to note the report. 8. Preparedness, surveillance and response 8.1 Implementation of the International Health Regulations (2005) The primary focus of this report is to provide an update on progress made in taking forward the recommendations of the Review Committee on the Functioning of the International Health Regulations (2005) in relation to Pandemic (H1N1) 2009, as requested in resolution WHA64.1. This report also takes into account information provided by States Parties on IHR (2005) implementation and the Secretariat s related support activities, in line with the annual reporting mechanism established under resolution WHA61.2. It further serves as an interim progress report by the Secretariat on the implementation of resolution WHA65.23 regarding IHR (2005) capacities and discusses the criteria and process to be used for the granting of further extensions to the national core capacity target date in 2014. The Secretariat will make proposals for the criteria themselves in an addendum to this report. 8.2 Pandemic influenza preparedness: sharing of influenza viruses and access to vaccines and other benefits In accordance with the Pandemic Influenza Preparedness Framework for the sharing of influenza viruses and access to vaccines and other benefits (section 7.4.1), the Director-General biennially informs the World Health Assembly, through the Executive Board, on the status of, and progress on the implementation of the Framework, including laboratory and surveillance capacity, global influenza vaccine production capacity, status of agreements entered into with industry, use of the partnership contribution and the experience arising from the use of the definition of PIP biological materials. The Board is invited to note the report, and the annexed detailed information prepared by the Pandemic Influenza Preparedness Framework Advisory Group. 8.3 Poliomyelitis: intensification of the global eradication initiative In resolution WHA65.5, the Health Assembly declared the completion of poliovirus eradication a programmatic emergency for global public health and requested the development and rapid finalization of a comprehensive polio eradication and endgame strategy through 2018. This paper reports on progress in, and challenges with, implementing national polio emergency action plans, and introduces the new six-year polio eradication and endgame strategic plan, including a planning process for ensuring the broader legacy of the Global Polio Eradication Initiative. The Board is invited to note the report and the new polio eradication and endgame strategic plan 2013 2018. 9. Communicable diseases 9.1 Global vaccine action plan The report will outline the process and the content of the proposed Monitoring and Accountability Framework for the Global Vaccine Action Plan. The Monitoring Framework will include baseline data on the indicators for which data sources currently exist. The Board is invited to note the Monitoring Framework and provide further guidance. 3

9.2 Neglected tropical diseases This Secretariat report outlines the work being done to sustain the drive to overcome the global impact of neglected tropical diseases. As requested by Member States participating in the technical briefing on neglected tropical diseases during the Health Assembly in 2012, a draft resolution has been prepared for consideration by the Board. 10. Health systems 10.1 Substandard/spurious/falsely-labelled/falsified/counterfeit medical products The first meeting of the new Member State mechanism for Substandard/spurious/falsely-labelled/falsified/ counterfeit medical products is scheduled to be held 19 21 November 2012, in Buenos Aires, Argentina. The Director-General will transmit the report of the meeting to the Board. 10.2 Follow-up of the report of the Consultative Expert Working Group on Research and Development: Financing and Coordination This report will summarize the proceedings of the Open Ended Member State meeting to take place 26 28 November 2012 including recommendations for further action. The Director-General will transmit the report of the meeting to the Board. 10.3 Universal health coverage Resolution WHA64.9 requested the Director-General to provide a report on measures taken and progress made in the implementation of resolution WHA58.33, especially in regard to equitable and sustainable health financing and social protection of health in Member States. The Board is invited to note the report. 10.4 The health workforce: advances in responding to shortages and migration, and in preparing for emerging needs The report combines several requested elements: a Member State request for information on the development of the health workforce to support universal health coverage; the report required under Article 9.2 of the WHO Global Code of Practice on the International Recruitment of Health Personnel, in conjunction with the requirements of Article 7.2(c); and report on progress made in implementation of resolutions WHA64.6 and WHA64.7 on health workforce strengthening, and strengthening nursing and midwifery respectively. The Board is invited to note the report. 10.5 ehealth and health Internet domain names The Secretariat has prepared a document for consideration by the Board in response to requests by Member States for information on progress in implementation of resolution WHA58.28, in conjunction with information on standardization and interoperability in e-health, on the exchange of health data; and on evaluation and impact assessment of e-health, and in combination with an analysis of the public health challenges associated with the establishment of the dot health domain name. The Secretariat will also report on current initiatives to strengthen the protection of the name of WHO on the Internet. 11. Programme and budget matters 11.1 Implementation of Programme budget 2012 2013: update The report provides an account of progress in implementation of the Programme budget 2012 2013. 4

11.2 Draft twelfth general programme of work A revised draft of the twelfth general programme of work has been prepared, following review and discussion by the regional committees, for consideration by the Board. 11.3 Proposed programme budget 2014 2015 A revised draft of the Proposed programme budget 2014 2015 has been prepared, following review and discussion by the regional committees, for consideration by the Board. 12. Financial matters 12.1 Scale of assessments for 2014 2015 The Board is invited to consider the scale of assessments for 2014 2015 and a draft resolution recommending its adoption by the Sixty-sixth World Health Assembly. 12.2 Amendments to the Financial Regulations and Financial Rules [if any] 13. Management matters 13.1 Follow-up of the report of the Working Group on the Election of the Director-General of the World Health Organization In response to the Health Assembly s requests in resolution WHA65.15, a report is being prepared for the consideration of the Board, and subsequently the Health Assembly, on the development of a code of conduct; the modalities of the candidates forum; and appropriate tools to enhance the Executive Board s effective application of the revised list of criteria; as well as proposed amendments to the Rules of Procedure of the Executive Board that will enable implementation of the changes. 13.2 Evaluation: update, and proposed workplan for 2013 The first report by the Office of Internal Oversight Services following approval of the policy by the Board at its 131st session is a transition arrangement, providing both an update on what has been accomplished to date to implement the policy and a list of the planned evaluations to be conducted across the Organization in 2013. 13.3 Independent Expert Oversight Advisory Committee Membership A document on membership of the Independent Expert Oversight Advisory Committee is to be rediscussed by the Board due to the fact that one recently selected member has declined membership of the Committee. Terms of reference The Secretariat presents for the approval of the Board the changes to the terms of reference of the Independent Expert Oversight Advisory Committee that were discussed at the sixteenth meeting of the Programme, Budget and Administration Committee, 16 18 May 2012. 5

13.4 Real estate In accordance with resolution WHA23.14, the document provides a progress report on implementation of the Capital Master Plan, the status of the Real Estate Fund and requests approval from the Executive Board for the construction of a new WHO Country office in Garowe Puntland, Somalia. 13.5 Reports of committees of the Executive Board Standing Committee on Nongovernmental Organizations During its session the Board will receive the report of the Standing Committee on Nongovernmental Organizations, which contains, inter alia, the Committee s recommendations on requests from organizations for admission into official relations with WHO, and the review of collaboration between WHO and one third of the organizations in official relations during the period 2010 2012. Foundations and awards The Board will consider the reports of the selection panels for the following prizes to be awarded in 2013: the Léon Bernard Foundation, the Sasakawa Memorial Health Foundation, the United Arab Emirates Health Foundation, the State of Kuwait Prize for Research in Health Promotion, the Jacques Parisot Foundation Fellowship, and the Dr Lee Jong-wook Memorial Prize for Public Health. The Board is invited to approve the report of the Dr A.T. Shousha Foundation Committee. 13.6 Provisional agenda of the Sixty-sixth World Health Assembly and date and place of the 133rd session of the Executive Board 14. Staffing matters 14.1 Appointment of the Regional Director for the Americas The document contains the Regional Committee s proposal to the Board for the appointment of the Regional Director. 14.2 Statement by the representative of the WHO staff associations 14.3 Human resources: annual report The report describes the latest developments and achievements concerning human resources at WHO. Additionally, statistics are provided on the staffing situation as at 31 July 2012 as a preview to the final report presented to the Sixty-sixth World Health Assembly. 14.4 Report of the International Civil Service Commission The report contains relevant amendments following the United Nations General Assembly s consideration of International Civil Service Commission recommendations. 14.5 Amendments to the Staff Regulations and Staff Rules Amendments to the Staff Rules made by the Director-General are submitted for confirmation by the Board in accordance with Staff Regulation 12.2. Proposed amendments to the Staff Regulations are presented for consideration by the Board for submission to the Sixty-sixth World Health Assembly. 6

15. Matters for information 15.1 Reports of advisory bodies Expert committees and study groups In compliance with Regulation 4.23 of the Regulations for Expert Advisory Panels and Committees, the Director-General submits to the Board for its consideration a report on meetings of expert committees and study groups, including a summary of the recommendations contained in the reports of expert committees and observations on their significance for public health policies and implications for the Organization s programmes. Advisory Committee on Health Research No meetings were held in the period 2011 2012. 15.2 Progress reports The various reports responding to requests for information on progress made in the implementation of resolutions previously adopted are grouped for consideration by category: noncommunicable diseases; preparedness, surveillance and response; communicable diseases; and health systems. In addition, at the request of Member States, an additional report on progress in patient safety is included, as well as a new item for information on health policy and systems research strategy. 16. Closure of the session Note: 1. At their consultation with the Director-General on 28 September 2012, convened in accordance with Rule 8 of the Rules of Procedure of the Executive Board, the Officers of the Board made the following recommendations on the draft provisional agenda that had been transmitted to Member States for comment on 26 June 2012. Based on the proposals received from Member States, to include items in the provisional agenda for the 132nd session of the Board in January 2013 as follows: Under the category noncommunicable diseases, an item on Disability. Under the category promoting health through the lifecourse, a new item on application of the Rio+20 outcome document (The Future We Want): health and sustainable development objectives. The Officers of the Board decided that the latter proposal should be combined with a Secretariat update on work to develop the new generation of health-related development goals. In addition the Officers decided that a new item on the United Nations Commission on life-saving commodities for women and children would be accommodated within the reporting on the implementation of the recommendations of the Commission on Information and Accountability for Women s and Children s Health. Under the category health systems, a new item on the global health workforce combining information on the development of the health workforce to support universal health coverage with Secretariat reporting on the implementation of the WHO Global Code of Practice on the International Recruitment of Health Personnel and related aspects of health workforce strengthening. In addition, to combine a new item on e-health, with one on public health challenges associated with the establishment of the dot health domain name. 7

Under the progress reports, two new reports: on patient safety; and on health policy and systems research strategy. 2. The Officers of the Board, in accordance with Rule 8 of the Rules of Procedure of the Executive Board, also made the following recommendations: To defer to the 133rd session of the Executive Board two new items proposed by Member States on: comprehensive and coordinated efforts for the management of autism spectrum disorders; and improving the health and well-being of lesbian, gay, bisexual and transgender persons. To defer to the 134th session of the Board two new items proposed by Member States on: strengthening of palliative care as a component of integrated treatment throughout the life course; and multisectoral action for life course health care. = = = 8
