1 Introduction 1 Introduction 1.1 Purpose and Scope The whole purpose of this document is to provide a list of countries that require special attention regarding some TISAX Assessments. 1.2 Audience This document aims for all TISAX Stakeholders. 1.3 Methodical Approach This list is derived from the Fragile State Index (FSI) 2016 as published by the Fund for Peace based on the following methodical approach: 1. Create the sum of the values of the Aspects UED, SL, and HR: a. UED (Uneven economic development) as an indicator for high criminal potential. b. SL (State legitimacy) as an indicator for limited possibility of enforcement of local laws by public authorities. c. HR (Human Rights and Rule of Law) indicator for state-based surveillance and general threats to humans. 2. Applying the categorization used within the FSI to the sub-sum. a. The sum of three out of twelve categories each assigned to a scale of 1 to 10 leads to a maximum score of 30 instead of originally 120. Accordingly, the thresholds for the categories start at 30/120 = ¼ of the original thresholds. 3. Using the resulting categorized list, this document contains all countries in the category elevated warning or higher (i.e. achieving a score of more than 17.5 points when using the sum of the 3 Aspects described in 1) Activation List Status: Mandatory, Classification: Public, Page 3 of 4
