Planning Commission Functions: The Planning Commission has authority over planning and zoning matters as set forth by City Code and State law. The Planning Commission makes recommendations to the City Council regarding general plan amendments, zone changes, planned developments, and amendments to the Zoning and Subdivision Ordinances. The Commission may approve, conditionally approve, or deny applications for tentative subdivision maps, development plans, architectural plans, conditional use permits, and variances. The latter items are reviewed by the City Council only on appeal. The Commission also performs environmental review in accordance with the California Environmental Quality Act in conjunction with review of applications. The Planning Commission works with the City Planning Division staff to identify methods to improve the development review process and clarify City Codes. The Commission also provides interpretation and policy guidance to the Planning staff to achieve fair, consistent application of zoning and architectural review ordinances. FY 2012/2013 Major Projects Reviewed by the Commission Include: Pre-annexation request by Summit View Homes; New Chrysler dealership; The Planning Commission held five (5) meetings to consider the proposed revisions to the Zoning Ordinance Parking Regulations; The Planning Commission held three (3) meetings to consider the proposed revisions to the Old Town Specific Plan (OTSP); Campbell Farms vegetable and berry storage facility; Mini Storage facility at Seabreeze; and Compressed Natural Gas (CNG) facility for Lompoc Unified School District (LUSD). FY 2012/2013 Appeal of Planning Commission Decision to the City Council: Lompoc Unified School District Compressed Natural Gas (CNG) Facility Dec 18, 2012 appeal of Planning Commission approval of CUP 12-07 for the construction an CNG fueling station located at D street and Central Avenue. New Life Christian Center Homeless Shelter May 8, 2013 appeal of Planning Commission non action of CUP 12-10 for the operation of a homeless shelter in the existing church multipurpose room. The City Council voted to uphold the Planning Commission decision to allow CUP 12-07 for the construction an CNG fueling station located at D street and Central Avenue. The City Council voted to uphold the appeal and allow CUP 12-10 for the operation of a homeless shelter in the existing church multipurpose room. FY 2012/2013 Special Meeting: March 13, 2013 joint workshop with the Economic Development Committee to discuss the Old Town Specific Plan (OTSP). Anticipated Activities for FY 2013/2014: The Planning Commission anticipates: Public hearings and workshops on the General Plan Update (Phase 1 and 2) as directed by Council; Public hearings and workshops on proposed revisions to the Zoning Ordinance and Architectural Review Guidelines (ARG); Review of a development plan and tentative map request for the Summit View Homes on the 10-acre parcel at the Wye intersection north east section; Review of revisions to architecture for the Courtyards at Briar Creek; Review of a development plan for an industrial park at Central Avenue and North V Street; Amendment to the Burton Ranch Specific Plan (BRSP) EIR Addendum; Review of EIR for Motorsports park at Airport; Review of the Old Town Specific Plan (OTSP); and Review of possible pre-annexation requests for individual Bailey Avenue Corridor property owners. Summary of Planning Commission Agenda Items: JULY 11, 2012 CUP 12-05 Conditional Use Permit Consideration of a request by Robert Almanza of Victory Outreach, for a Conditional Use Permit for operation of a church in an existing building located at 1641 West Central Avenue. The Commission voted to approve the Conditional Use Permit (CUP 12-05) on a roll call vote of 4-1, with Commission Hammons absent. ZC 12-01 CC Convenience Center Continued from June 27, 2012 meeting Consideration of a recommendation to the City Council regarding a change in Zoning District Designation for parcels located on West Ocean Avenue between K Street and N Street currently zoned CC Convenience Center for a change to C-2 General Commercial. The Commission denied Zone Change (ZC 12-01) on a voice vote of 4-1, with Commission Hammons absent. The Commission also voted to continue the concept indefinitely until review of the Commercial Use Lists is completed on a voice vote of 4-1, with Commission Hammons absent. TA 12-05 Text Amendment Parking Regulations Continued from June 13, 2012 meeting At the direction of the City Council, the Planning Commission reviewed the Zoning Ordinance Chapter 17.112 Parking Regulations to prepare a recommendation to the City Council. The Commission reached a consensus to recommend removal of the in-lieu Section with the recommendation to the City Council for commercial offsite parking. JULY 25, 2012 TA 12-04 Text Amendment Industrial Zoning District Consideration of Zoning Ordinance Section 17.064 Industrial Zone. In addition to review of the existing Ordinance, the Planning Commission may consider the proposed Industrial Success zoning designation reviewed by City Council. The Planning Commission will formulate a recommendation to the City Council regarding any changes to the Industrial zoning designation. The Commission generally concurred with the retention of both zoning designations and directed staff to return with suggestions for revising the development standards, splitting the zoning and/or overlay of the development standards at a future date. TA 12-08 Text Amendment Definitions And Standards Review of updates and additions to Zoning Ordinance Section 17.008.020 Definitions and Standards to formulate a recommendation to the City Council. The Commission concurred Definitions would be considered periodically during the review of Zoning Ordinance Sections prior to a final recommendation to City Council. The Staff will return at a future meeting with revised language as directed by the Planning Commission. August 08, 2012 TA 12-10 Text Amendment Consideration of a recommendation to the City Council regarding a change to Section 17.052030 Permitted Uses in the Old Town Commercial District (OTC) to address professional offices on Ocean Avenue and H Street. The Commission voted to recommend City Council adoption of the Text Amendment (TA 12-10) on a 4-0-1 roll call vote, with Commissioner Gonzales not participating. August 22, 2012 TA 12-05 Text Amendment Parking Regulations Continued from July 11, 2012 meeting At the direction of the City Council, the Planning Commission reviewed Zoning Ordinance Chapter 17.112 Parking Regulations. September 12, 2012 DR 11-02 Development Plan, LOM 590-P Tentative Parcel Map Consideration of a request by Richard Brown, representing Habitat for Humanity, for a Development Plan for the construction of two (2) new residential units attached to an existing dwelling, and a Tentative Parcel Map requesting subdivision to create three (3) residential condominiums and common open space at 308 North K Street. The Commission approved the Development Plan (DR 12-10) and Tentative Parcel Map (LOM 590-P) on a 5-0 roll call vote. DR 12-05 Development Plan Consideration of a request by Mike Rote of Rote Brothers Construction Partnership, representing the property owner, for a proposal to construct an approximately 16,625 square foot Radiation Oncology Center at 1213 East Ocean Avenue. The Commission approved the Development Plan (DR 12-05) on a 5-0 roll call vote. DR 12-06 Development Plan, CUP 12-06 Conditional Use Permit Consideration of a request by Bruce Roberts of Lompoc Mini-Storage, LLC, for the construction of a 72,067 square foot mini-storage facility within the Briar Creek development, formerly known as Seabreeze Estates North and a Conditional Use Permit for a 600 square foot caretaker s unit above the mini-storage facility office at 2225 Briar Creek Way. The Commission approved the Development Plan (DR 12-06) and Conditional Use Permit (CUP 12-06) on a 5-0 roll call vote. DR 12-07 Development Plan Amendment To DR 89-57 Consideration of a request by Nick Salvesen of 7-Eleven Inc., for an amendment to the original conditions of approval imposed by Planning Commission Resolution No. 90-07 prohibiting outdoor vending machines at 1337 North H Street. October 12, 2012 CUP 12-07 Conditional Use Permit Consideration of a request by Frances Lemons of the Lompoc Unified School District, for consideration of a Conditional Use Permit for the construction and operation of a public compressed natural gas (CNG) fueling facility located on Central Avenue between A and D Streets. The Commission approved the Conditional Use Permit (CUP 12-07) on a 3-0-1-1 roll call vote with Commissioner Hammons absent and Commissioner Fink not participating. TA 12-05 Text Amendment Parking Regulations Continued from August 22, 2012 meeting Consideration of a recommendation to the City Council regarding changes to Zoning Ordinance Chapter 17.112 Parking Regulations. The Commission approved the Text Amendment (TA 12-05) on a 4-0 roll call vote with Commissioner Hammons absent. November 14, 2012 DR 12-10 Development Plan Review Consideration of a request by Mark Hayden of Capstone Advisors for a proposal to construct an approximately 8,116 square foot automobile dealership in two (2) phases located at 1221 North H Street. The Commission approved the Development Plan (DR 12-10) on a 5-0 roll call vote. CUP 12-08 Conditional Use Permit Consideration of a request by Richard Longoria to construct and operate a winery in two (2) phases located at 415 East Chestnut Avenue. The Commission approved the Conditional Use Permit (CUP 12-08) on a 5-0 roll call vote. DR 12-11 Sign Program Consideration of a request by Mary Sharp, property manager, for a Sign Program for the Northside Shopping Center located at 1002 North H Street. December 14, 2012 LOM 595-P Tentative Parcel Map Consideration of a request by Joseph Barto for a proposal to subdivide an approximately 1.12 acre parcel of land into two (2) parcels at 300 North G Street. The Commission approved the Tentative Parcel Map (LOM 595-P) on a 4-0-1 roll call vote, with Commissioner Leach absent. LOM 596-P Tentative Parcel Map Consideration of a request by Don Slattery of Pacific West Communities, Inc for a proposal to subdivide two (2) existing parcels into three (3) parcels for financial purposes at 125 South Seventh Street. The Commission approved the Tentative Parcel Map (LOM 596-P) on a 3-0-1-1 roll call vote, with Commissioner Leach absent and Commissioner Fink not participating. CUP 12-09 Conditional Use Permit Consideration of a request by Jerry Ambrose, representing Metro PCS, LLC, for construction and operation of an unmanned wireless telecommunication facility at 922 North I Street. The Commission approved the Conditional Use Permit (CUP 12-09) on a 4-0-1 roll call vote, with Commissioner Leach absent. DR 12-08 Development Plan, CUP 12-11 Conditional Use Permit Consideration of a request by Mike Peachey of MW Architects, representing Campbell Ranches, for the construction of a berry and vegetable cooling facility, warehouse, and administrative office in four (4) phases. Conditional Use Permit to allow construction of an eight (8) foot chain link fence in the (BP) - Business Park Zoning District at 1600 North L Street. The Commission approved the Development Plan (DR 12-08) and the Conditional Use Permit (CUP 12-08) on a 4-0-1 roll call vote, with Commissioner Leach absent. January 09, 2013 CUP 12-10 Conditional Use Permit Consideration of a request by Pastor Doug Conley of New Life Christian Center for an amendment to Conditional Use Permit (CUP 80-26) for the operation of a homeless shelter in the existing church multipurpose room at 816 North C Street. It was moved that the public hearing be continued for 90 days to allow the church and the neighbors to meet and discuss the issues. Staff was also directed to extend the Temporary Use Permit, allowing operation of the shelter for 90 days. The motion passed on a 4-0-1 roll call vote, with Commissioner Leach not participating. TA 12-05 Text Amendment Consideration of a recommendation to the City Council regarding changes to City of Lompoc Zoning Ordinance Chapter 17.112 Parking Regulations. The Commission approved a recommendation to City Council (TA 12-05) on a 5-0 roll call vote. January 23, 2013 TA 12-07 Old Town Specific Plan The Planning Commission began a comprehensive review the City of Lompoc Old Town Specific Plan (OTSP) and preparing a recommendation to the City Council for possible updates. February 13, 2013 CUP 12-12 Conditional Use Permit Consideration of a request by Sandra Knight of Valley Haven, Inc. for the operation of a senior adult daycare facility at 502 North Third Street. The Commission approved the Conditional Use Permit (CUP 12-12) on a 5-0 roll call vote. TA 12-05 Text Amendment Consideration of a recommendation to the City Council regarding changes to City of Lompoc Zoning Ordinance Chapter 17.112 Parking Regulations. The Commission adopted Resolution No. 748 (13) recommending the City Council adopt changes (TA 12-05) to the Zoning Ordinance Parking Regulations. The motion passed on a 5-0 roll call vote. April 10, 2013 CUP 12-10 Conditional Use Permit Continued from January 9, 2013 Consideration of a request by Pastor Doug Conley of New Life Christian Center, the applicant, for an amendment to Conditional Use Permit (CUP 80-26) for the operation of a homeless shelter located at 816 North C Street. The Commission took no action on the Conditional Use Permit (CUP 13-01) on a 2-2-1 roll call vote, with Commissioner Leach not participating. Annexation No. 78, EIR 12-01 Summit View Homes Consideration of a request by Whitt Hollis of West Coast Housing Partners, LLC, on behalf of Townsgate Summit, LLC and the other members of Summit View Homes LLC for review of an Environmental Impact Report (EIR 12-01), a request for Annexation No. 78 to the City of Lompoc, and a recommendation regarding a Fiscal Analysis Study prepared for the project and a pre-zoning request. The site is located outside the City Urban Limit Line and Sphere of Influence Line in the unincorporated area of Santa Barbara County. The site is approximately 10- acres located along the northern boundary of the City at the intersection of Highway 1, H Street, Harris Grade Road, and Purisima Road. (Assessor Parcel Number: 97-250-034). The Commission approved recommendations to City Council (ANX 78) and ( ZC 12-01) on a 5-0 roll call vote.
