The Clerk of Circuit Court is an elected position with an 8 year term. The Chief Deputy Clerk serves as second in command in our fast paced office. The Chief Deputy should be comfortable serving and communicating with all members of our community without bias. The Chief Deputy frequently interacts with elected officials, judges, lawyers, other legal professionals and the public at large. Our ideal candidate possesses superior written and verbal communications skills, has experience managing paraprofessional staff and is a resident of the jurisdiction that we serve. GENERAL DEFINITION OF WORK: Performs complex professional and administrative work assisting the Clerk of the Court in management, policy making, and day-to-day operations of the Office of the Clerk of the Circuit Court. Work involves planning, organizing and supervising the administration of the daily operation of the department; assuming all the duties and responsibilities of the Clerk of the Court in his absence, and serves as second in command. Work is performed under general supervision of the Clerk of the Court. Supervision is exercised over subordinate personnel of the Court Administration, Clerk of the Court's Finance and Accounting Division, Land Records and Public Services.
TYPICAL TASKS: Plans, organizes and supervises the management staff of the Clerk of the Circuit Court's Office; Directs and oversees the compiling and maintaining of statistical data for reports from all divisions of the Circuit Court, the preparation of both Local and State budgets; Directs and oversees the receipting, accounting for, and investment of all funds under the control of the Court; Coordinates all resources within the Clerk's Office to maintain the highest degree of efficiency and service; Communicates on a regular basis with the Judges of the Circuit Court to ensure efficient due process according to statutory and constitutional requirements; Develops and directs implementation of new plans, programs, policies, and procedures; and reviews all ongoing procedures to ensure compliance with existing requirements, policies, procedures, State and Federal laws; Maintains the continuity of operations within the various sections and throughout the department and a constant liaison between the Clerk's Office with attorneys, other professionals and the general public pertaining to legal requirements, policies and procedures; Provides direction and guidance on managerial and technical problems; and counseling, advise or instruction; Conducts performance evaluations of subordinate supervisors; and reviews evaluations conducted by subordinate supervisors of their subordinate personnel; Ensures that legally required election activities are administered and elections records are retained as required by law; and advises the Clerk of problems, as required, and the impact on the department; Recruits, interviews and selects applicants for employment and makes recommendations for appointments; Participates in conferences, seminars, committees and meeting as the representative of the Clerk of the Court; Assists the Clerk of the Court in the discharge of responsibilities and accountabilities as necessary. KNOWLEDGE, SKILLS AND ABILITIES: Comprehensive knowledge of courtroom procedures, operations of the Clerk of the Circuit Court Office, departmental procedures and guidelines; Federal, State, and County laws applicable to the operation of the Clerk; comprehensive knowledge accounting practices and procedures; comprehensive knowledge of the Code of Virginia; thorough knowledge of techniques of management; thorough knowledge of principles, practices, and techniques of supervision; thorough knowledge of standard office procedures; thorough knowledge of the common legal procedures, terminology and instruments; ability to plan, assign and supervise the work of subordinate personnel; ability to conduct performance evaluation; ability to deal with situations requiring tact, diplomacy, fairness and good judgment; ability to identify problem areas and take necessary actions; ability to establish and maintain effective working relationships with the public, officials, judges, attorneys and other agencies; ability to communicate effectively both orally and in writing. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to college graduate with major course work in business and law, and 3-5 years related experience in administration, preferably in a Clerk of the Circuit Court Office and 2-3 years of supervisory experience on a professional level. Residence within the jurisdiction of the court is preffered. Candidates must pass a criminal background check.
