MINUTES ARCHITECTURAL REVIEW BOARD MEETING Monday, April 10, 2017 6:30 p.m. Forney City Hall Conference Room 101 East Main Street I. CALL TO ORDER The meeting was called to order at 6:31 PM. Present were board members Robert Portillo, Christie Conaway, and Richard Hansen. Also present were Planner Michael Patroski and Board Secretary Gladis Saldana. II. CONSENT AGENDA 1. Consider approval of the minutes from the February 27, 2017, Architectural Review Board Meeting. Planner Michael Patroski introduced the item. Christie Conaway made the motion to approve the minutes. Richard Hansen seconded the motion. The motion passed with 3 ayes and 0 nays. Christie Conaway made a motion to move into public hearing. Richard Hansen seconded the motion. The motion passed by a vote of 3 ayes and 0 nays. III. PUBLIC HEARING 1. Hold a Public Hearing to discuss and consider a request for a certificate of appropriateness, in accordance with the Historical Overlay Zone District Regulations, for a new porch and paint color for the main structure to be completed at 109 E. Church Street, Forney, Texas. Planner Michael Patroski introduced the item. Christie Conaway made a motion to close public hearing. Richard Hansen seconded the motion. ARCHITECTURAL REVIEW BOARD STAFF REPORT September 11, 2017 APPLICATION: Hold a public hearing to discuss and consider a request for a certificate of appropriateness, including variances, in accordance with the Historic Overlay Zone district regulations, for new signage at 215 S. Patroski Discussion Eno s Pizza Tavern requests a certificate of approval for a blade sign, wall signs, information signage, and new paint color at 215 S. Bois D Arc Street. As shown in the attached information, provided by the applicant, two (2) wall signs, four (4) information signs, one (1) blade sign, and new paint color is proposed for the front and side façade of the structure. The proposed front facade wall sign is ten feet (10 ) wide by two-feet nine inches (2 9 ) tall reading ENO S. The sign is made of metal with raised molding and will be eliminated by gooseneck lighting. The side façade wall sign has the same language, materials, and lighting as the front façade wall sign. The side façade wall sign is seven feetfour inches (7 4 ) wide and two feet (2 ) tall. The two informational signs on the front facade will be a sign tag painted onto brick that read PIZZA and TAVERN. The PIZZA sign is five-foot nine inches (5 9 ) wide and two feet (2 ) in height. The TAVERN sign is six feet (6 ) wide and two feet (2 ) tall. The same language and materials appears on the two informational signs on the side façade. The side façade PIZZA sign and side façade TAVERN sign are both four foot-four inches (4 4 ) wide and one and a half feet (1 6 ) tall. According to the city of Forney Comprehensive Zoning Ordinance, Section 48.2.F.63.D, the maximum area of an instructional/informational sign is sixteen (16) square feet. All four proposed informational signs meet this requirement. The proposed blade sign is located on the front corner of the structure. The sign is ten feet (10 ) tall, ten feet (10 ) above ground level, protrudes eighteen inches (18 ) from the corner of the structure, giving the sign a total square footage of fifteen (15) square feet. The blade sign reads ENO S PIZZA TAVERN. According to the city of Forney Comprehensive Zoning Ordinance, Section 48.2.F.12, blade signs shall protrude more than twelve inches (12 ) from the face of the building and have a maximum sign area of six (6) square feet. The sign area size of the proposed blade sign therefore is not in compliance with the city zoning ordinance and would require a variance approval. Section 34e.10.A.9.a.iii provides the following language for approving a request with a variance: Approval with variance- from the strict application of the design guidelines. Prior to approval with variance, the ARB must make a finding that the strict application of the guidelines will create practical difficulties or particular hardship and a finding that the proposal, not in strict adherence to the guidelines, is in the spirit and intent of this Ordinance and the ordinances designating the landmark. The ARB must also consider the sign colors. According to Design Standards for the Central Business District, Section 30.5.D.2, accent colors for signage shall be colors that are complimentary to, and compatible with, the spirit and intent of the downtown streetscape. The paint colors proposed for the structure are Wedding Veil, Balboa Mist, Heritage Red, Mopboard Black, and Sweet Innocence, taken from the Benjamin Moore Collection. According to the Historic Overlay Zone district
regulations, Section 34e.10.A.7(k), it is recommended to use colors that reflect the historic character of the building or structure. The Historic Overlay Zone district regulations provide guidance for the Board to make decisions regarding requests. Section 34e10.A(4) states that: Upon review of the application and consideration of all testimony presented during the public hearing, the ARB shall determine whether the proposed work is of a nature which will adversely affect: (a) Any historical, architectural, archaeological, or cultural feature of the building or structure; or (b) The future preservation, maintenance and use of the HOZ District. Certificate of approval guidelines, noted in Section 34e10.A(7), discuss that the general design, arrangement, texture, material, color, and fenestration of the proposed building or structure should show relation to such factors to similar buildings in the immediate vicinity of the structure in question. Staff recommends approval.
