Tips and Suggestions Payment method: The applicant must pay upon entry to Costa Rica at the Ministry of Foreign Affairs and Worship 1. Renewal of Identity card (cédula de identidad) This has to be requested in person, it has no cost and you have to make an appointment in the Consulate. To renew your identification card you must show up on the day of your appointment with the following documents: 1.Expired identity card (cédula de identidad) or copy of your birth certificate. 2.Two passport size photographs with a light blue background. NOTE: If your ID card (cédula de identidad) has been expired over ten years, it is necessary to come to the Consulate with: Two Costa Rican witnesses with the original and photocopies of their valid identity cards (cédulas de identidad). Processing time: Please take into consideration that the process in the Consulate can last about an hour. Once we receive your application it will be sent to the Civil Registry of Costa Rica for the appropriate action. The identity card may take up to three months to be sent back to the Consulate. 2. New Identity Card (cédula de identidad) This has to be requested in person, it has no cost and you have to make an appointment in the Consulate. To apply for a new identification card you must show up on the day of your appointment with the following documents: 1.Copy of your passport or birth certificate. 2.Two passport size photographs with light blue background

3.The applicant must be accompanied by two Costa Rican witnesses (can be family or friends) with the original and photocopies of their valid identity cards (cédulas). Processing time: Please take into consideration that the process at the Consulate can last about an hour. Once we receive your application it will be sent to the Civil Registry of Costa Rica for the appropriate action. The identity card may take up to three months to be sent back to the Consulate. 3. New Passport You should make an appointment in the Consulate to request your passport. The day of your appointment you must submit to the following documents: 1. Photocopy of the first two pages of the expired passport. 2. Photocopy of both sides of your valid identity card (cédula de identidad). 3."Application for Passport" form signed. 4. Valid identification card (cédula de identidad). 5. Two color passport photos (white background). last up to two weeks. 4. Passport renewal You should make an appointment in the Consulate to request your passport renewal. The day of your appointment you must bring submit us the following documents: 1. "Request for Revalidation of Passport form signed. 2. Photocopy of the first two pages of the expired passport. 3. Photocopy of both sides of your valid identity card (cédula de identidad). 4. Original identity card (cédula de identidad), valid and in good condition. 5. Original expired passport. last up tp two weeks. 5. Passport for minors The renewal of a passport for a minor must be made in person by both parents, and they need to make an appointment in the Consulate for that purpose. If one parent is in Costa Rica, he/she should go to the Immigration Office in La Uruca and follow the corresponding procedure. You must provide the following documentation: 1. Photocopy of the first two pages of the expired passport. 2. Photocopy of both sides of valid identity cards (cédulas) of the parents. 3. Birth certificate of the child with less than two months from being issued by the Civil Registry of Costa Rica.

4. "Application for Passport" form signed. 5. "Parent Declaration" form, which will be handed to you at the Consulate. 6. Two passport photos of the child (white background). last up to two weeks. NOTE: Once you have provided the application, you must schedule a new appointment at the Consulate, to collect your child's passport. It is not necessary for the child to be present in the Consulate to complete this process. 6. Application for new passport due to theft, loss or destruction The new passport application due to theft, loss or destruction may be done in person at the Consulate. You must provide the following documentation: 1. Photocopy of the first two pages of the expired passport 2. Photocopy of both sides of your valid identity card (cédula). 3. "Application for Passport" form signed 4. "Passport Declaration" form signed. Following the submission of your documents you must request an appointment at the Consulate to collect your passport. The day of your appointment you must bring: 1. Valid identity card (cédula). 2. Two color passport photos (white background) 3. Original form signed (previously sent by fax or email) last about two weeks. 7. Exit permits for Costa Rican minors For this procedure, which has no cost, it is necessary to request an appointment at the Consulate of your jurisdiction. Both parents must be present with original and photocopies of their valid identification cards (cédulas de identidad), and they must provide the child's birth certificate within less than two months from having been issued by the Civil Registry of Costa Rica, as well as a passport size photograph. The minor is not required to come to the Consulate. Upon receipt of the documents at the consulate, they will be sent immediately to the Office of Minors at the Immigration Office where the information will be entered into the system. Once this is done, the child will not have any problem exiting Costa Rica. The temporary permit will be valid for 30 days from the time that the Immigration Office receives the documentation.

8. Birth registration for children of Costa Rican citizens Costa Rican parents whose son/daughter was born in Qatar and who wish to apply for their Costa Rican citizenship have two options: 1. If the parent plans to travel to Costa Rica, he/she can make arrangements in person at the Civil Registry for the registration of his son/daughter, which will be much faster. For this, all that is required is a birth certificate authenticated by the Consulate of your jurisdiction, to contact an official translator from the Ministry of Foreign Affairs in Costa Rica to translate the document, to take the original and translated copy of the birth certificate to the Ministry of Foreign Affairs for authentication, and lastly to take the documents to the Civil Registry for registration. This process has no cost. 2. The other option is to get an appointment at the Consulate and provide the following documents: (a) Child's birth certificate, which must have been previously authenticated by the Consular Affairs Department of the Ministry of Foreign Affairs (MOFA) from where the document was issued. (b) The Qatari birth certificate must be officially translated into Spanish and the translation must be legalized by the Consul Affairs Department at MOFA, and then taken to the Consulate for approval. Once the document translation has been authenticated by the corresponding Consular Department at MOFA, the applicant must make an appointment to the Consulate so that the document is authenticated by the Consulate. The day of the appointment, the father or mother must to show up at the Consulate with the original and a photocopy of both sides of his/her valid identity card (cédula de identidad). Take into consideration that it is not necessary to take the child to the Consulate for this procedure unless the child is between 18 and 24 years of age. In this case, the child must bring a valid photo ID. After that, you will lose the option to enroll your child as a Costa Rican citizen and must first apply for residence in order to obtain his/her naturalization. 9. Application for Certificate of Delinquency If you reside outside of Costa Rica and need to get your Certificate of Delinquency, you must make a specific request to the Consulate. The application letter should be sent to the Consulate and must state the following: 1. Full name of the person requiring the certificate.

2. Number of identity card (cédula de identidad) or passport. 3. Date of birth. 4. Full names of both parents. 5. Full name, identity card (cédula de identidad) number and telephone number of the person in Costa Rica who is authorized to pick up the certificate of delinquency. If you have difficulty getting to the Consulate to submit the application, you can send the letter by mail, duly signed and notarized by a Public Notary. This consular process has no cost. 10. Letter of no objection If you require a letter of no objection please contact the Consul. 11. Powers of Attorney There are two different types of procedures, depending on the content of the power of attorney: 1. The authentication of an existent power of attorney 2. The assigning a new power of attorney in the Consul's log book. Please contact your attorney in Costa Rica to help you understand which the applicable procedure in your case is. Processing time: It can take up to a week. Once the power of attorney is issued, it must be taken to the Ministry of Foreign Affairs in Costa Rica to authenticate the signature of the consul and depending on the type of power, it must also be taken to the National Registry. 12. Marriage Certificate Registration In order to register your marriage in Costa Rica please contact the Consul. 13. Death Certificate Registration In order to register the death of a Costa Rican citizen, please contact the Consul. 14. Authentication of Diplomas and Certificates If you have studied in Qatar and require that your documents be recognized by the Costa Rican academic authorities or by a university, school or other institution in Costa Rica, your diplomas and certificates of grades should be authenticated by the Consulate. To authenticate your documents, please follow the following procedure:

1. For certification of grades, the public notary of the school, high school or university must write a note in the back of the document stating: "I certify that this is an official document and that each signature on it is authorized." 2. For diplomas, the public notary of the school, college or university must write a note on the back of the document, stating: "I certify that this document is a true copy of the diploma awarded by the University (or Institute or School) of... and that the signatures that appear in this document have been properly authorized." 3.Once the document has been notarized by the public notary, it must be authenticated by the Supreme Education Council and the Consular Affairs Department off MOFA. 4. Once the previous steps are completed, the document must be sent for authentication to the Consulate of Costa Rica. 5. In Costa Rica the document should be taken to the Ministry of Foreign Affairs and Worship in order to authenticate the signature of the Consular Official. 15.
