Agenda Topic: Behavioral Health Presenter: Pam Meunier Stakeholders Consortium Update Discussion Pam Meunier provided an update on the Behavioral Health Stakeholders Consortium. Main highlights included: Addiction 101 Forum (Part II) Flyer. Forum will be held on June 15 th in North Port at North Port City Hall At the Behavioral Health Stakeholder s Consortium meeting on April 20, 2012, Central Florida Behavioral Health Network (CFBHN) informed the group that they are not renewing funding for Coastal Behavioral Healthcare for the 2012-2013 fiscal year. Meetings are currently taking place with community partners in regards to the funding and transition of the clientele. CFBHN is releasing an Invitation to Negotiate (ITN) on 4/27/12 for the Acute Care Services (Crisis Stabilization Unit, Family Emergency Treatment Center, and Crisis Support). Additional behavioral health services will be handled at a later date (FACT Teams, Out Patient Services, Case Management Services, Residential Services, Out Patient Intensive Substance Abuse Treatment Program-Journeys, In Home onsite Services, Mental Health and Substance Abuse Services.) There are many different components that will need to be addressed. There is going to be a clear communication strategy and plan to communicate to all users of the systems on July 1 where services will be delivered. Handout N/A Agenda Topic: Review of Risk Assessment Presenter: Wayne Applebee/ Instruments Brooke Baker Discussion Wayne Applebee and Brooke Baker reported on the Risk Assessment Instruments (RAI). Main highlights included: Dr. Brooke Baker, Behavioral Health Planning Coordinator, presented on the Risk and Needs Assessment tool for Sarasota County s Criminal Justice System. PowerPoint highlights included exploring best practices that provide a foundation for looking at changes to the criminal justice system, understanding risk assessment tools and validation methodologies, and looking at why risk assessment instrument use should be considered in systems and how beneficial they can be. Wayne Applebee, Criminal Justice Policy Coordinator, presented on Examples of Risk and Needs Assessment Tools. PowerPoint highlights included sample risk assessment tools, with specific tools that have many components to address various levels and entry points of the criminal justice system, information about a previously done Sarasota Pilot Risk Study, and the overall limitations and challenges of risk assessment instruments. Staff recommends the CJC re-explore the use of Risk and Needs Assessment 2
Tools at different points within the system. Staff recommends the re-creation of the Assessment Tool Work Group to provided the following recommendations: 1. Whether to implement a RAI. 2. If yes, determine where the RAI would be used. 3. What specific tool would be used. Motion Handout: Christine Robinson moved, Bill Little seconded to authorize the Assessment Tool Work Group to begin to examine all the aspects of implementing validated risk and needs assessments as discussed without making any commitments and report any recommendations back to CJC. The motion passed unanimously. Risk and Needs Assessment Power Point Agenda Topic: Review of 2011 Court Filings Presenters: Wayne Applebee Discussion Wayne Applebee provided a review of 2011 court filings. Main highlights included: 2010 was the last time court filings where reviewed by the Criminal Justice Commission. Information from each division and north and south county filings were reviewed. In May, Sarasota County Facilities Department will present to the BCC on a large scale about county facilities, including criminal justice facilities. The need for additional courthouses, courtrooms etc. is based on court filings. South County Judicial District, known as the South County Court, is established by an Administrative Order 2008-13.2. o All cases, except felonies and juveniles, may be filed in south county as long as: 1. Defendant/respondent resides in South County Judicial District. 2. Cause/action occurred in South County Judicial District. 3. Property in litigation is in South County Judicial District. Probate, traffic and circuit civil cases (?)will be held at the Silvertooth Judicial Center. The data was provided by the Clerk of Court staff. Circuit Civil without Family, County Criminal, Juvenile and Circuit Criminal divisions all realized a decrease in filings. Traffic and Probate Courts realized a moderate increase in filings. Family and County Civil filings remained consistant from previous years (?). Collectively, over the four year period across the entire division there was a 14% decline in court filings. Agenda Topic: Justice Assistance Grant Presenter: Wayne Applebee Funding Recommendations Discussion Wayne Applebee provided a report on the Justice Assistance Grant Funding. Main highlights included: Staff provided history behind the Justice Assistance Grant funding. The Justice Assistance Grant funding requires recommendations from the CJC. Wayne Applebee reviewed the Criminal Justice Program Review Non General Revenue Justice Assistance Grant Funding Recommendation hand-out. Staff recommended that the JAG Direct and JAG Countywide support the Juvenile Assessment Center. Staff asked whether the CJC will manage the process to spend the balance of the Article V funding or does the CJC want recommendations from the Juvenile Justice Council. Motion Larry Eger moved, Ed Brodsky seconded, to approve the grant funding proposal for the Juvenile Assessment Center as recommended by staff. The motion passed unanimously Larry Eger moved, Bill Little seconded, to ask the Juvenile Justice Council to provide some recommendations on where to spend the additional County funds in the amount of $65,000. The motion passed unanimously. Handout Criminal Justice Program Review Non-General Revenue Justice Assistance Grant Funding Recommendation Agenda Topic: Staff Updates Presenter: Wayne Applebee Discussion Law Library Presentation to BCC Update in regards to the Law Library will be presented to the BCC on April 24, 2012. C.I.T Twenty law enforcement officers graduated from the last C.I.T. class. Facility at the Sarasota Police Department was superb. Would like to have future C.I.T. classes at that facility. Ringling Master Planning Report to BCC The BCC will hear a presentation May 7, 2012 in regards to facilities for Sarasota County in general. Monthly Jail Report (March) Average daily jail population is increasing compared to the same time period last year. Supervised release plus bond is down 2%, with a 3 month average of 4%.
