Mr. GERRARD moved: THAT Bill (No. 215) The Prevention of Interpersonal and Family Violence Through Education Act (Public Schools Act and Education Administration Act Amended)/Loi sur la prévention de la violence familiale et interpersonnelle grâce à l'éducation (modification de la Loi sur les écoles publiques et de la Loi sur l'administration scolaire), be now read a Second Time and be referred to a Committee of this House. And a debate arising, And Hon. Mr. GERRARD having spoken, And Messrs. EWASKO and GAUDREAU, Hon. Mr. SARAN and Mr. SWAN having questioned the Member, And the debate continuing, And Hon. Mr. ALLUM, Mr. EWASKO and Ms. ALLAN having spoken, And Mr. GAUDREAU speaking at 11:00 a.m. The debate was allowed to remain in his name. Mrs. STEFANSON moved: Resolution No. 17: Provincial Government Stifling Winnipeg Economy WHEREAS historically, Winnipeg s economy has been a major economic driver for the province of Manitoba; and WHEREAS under the current Premier, Winnipeg s economic growth record has fallen to the bottom of the pack out of Canada s ten largest cities; and and WHEREAS under the current Premier, unemployment in Winnipeg has increased by over 3,000; 299

WHEREAS since 2009, Winnipeg is one of only two cities among Canada s largest to see its unemployment rate increase; and WHEREAS since 2009, Winnipeg has the second worst full time employment record among Canada s largest cities; and WHEREAS the tax hikes and economic mismanagement from this Premier are keeping Winnipeg from reaching its full potential. THEREFORE BE IT RESOLVED that the Legislative Assembly of Manitoba urge the Provincial Government to admit that it has failed to grow the economy of Manitoba s metropolis; and BE IT FURTHER RESOLVED that the Legislative Assembly of Manitoba urge the Provincial Government to reduce their job-killing taxes and create an environment where Winnipeg s economy can thrive once again. Ms. IRVIN-ROSS presented: Report of the Public Service Group Insurance Fund for the fiscal year ending April 30, 2015. (Sessional Paper No. 88) 2014. Actuarial Report of the Civil Service Superannuation Fund for the year ending December 31, (Sessional Paper No. 89) Pursuant to Rule 26(1), Hon. Ms. IRVIN-ROSS, Mrs. MITCHELSON and Messrs. JHA, CULLEN and MARCELINO (Tyndall Park) made Members' Statements. By leave, Ms. OSWALD, Mrs. DRIEDGER, Hon. Mr. GERRARD and Hon. Mr. REID commented on the October, 28, 2015 ceremony marking the 100 th Anniversary of women getting the right to vote in Manitoba. The following petitions were presented and read: Mr. SCHULER Legislative Assembly of Manitoba to urge that the Provincial Government improve the safety at the pedestrian corridor at the intersection of PTH# 206 and Cedar Avenue in Oak Bank by considering such steps as highlighting pavement markings to better indicate the location of the shoulders and crosswalk, as well as installing a lighted crosswalk structure. (P. Raitt, E. McLeod, R. McLeod and others) Mr. EWASKO Legislative Assembly of Manitoba to urge the Provincial Government and the Minister of Health to ensure that the Beausejour District Hospital and Primary Care Centre have a primary care physician available on weekends and holidays to better provide area residents with this essential service. (I. Mostowy, B. Mozel, E. Kleinsassen and others) In accordance with Rule 31(9), the Opposition House Leader announced that the Manitoba Hydro Rate Hikes Harming Manitoba Families Resolution will be considered next Thursday, November 5, 2015. 303

By unanimous consent, the sequence for consideration of estimates, as outlined in Sessional Paper No. 27 tabled on May 7, 2015, was amended in order that the estimates of Education and Advanced Learning be considered in the Chamber for Thursday afternoon, October 29, 2015, only.
