Emergency Financial Manager Law As you may know, state law allows the governor to appoint emergency financial managers to take control of local governments and school districts in severe financial difficulty. These managers have the power to void union contracts and collective bargaining agreements; dissolve or merge municipalities; and mandate millage elections in order to avoid bankruptcy and maintain vital public services. Six such managers have been appointed so far --- in Flint, Benton Harbor, Ecorse, Pontiac, and the Detroit and Highland Park school districts.
