Legal Accountability National legislation under Article VII clearly addresses the threat of chemical terrorism Criminalize CWC prohibited activities (i.e. stockpiling, developing, acquiring, etc.) in all 192 States Parties No legal gaps for terrorists to enjoy freedom of impunity 6 of 14
