Relative to commending and congratulating Mrs. Teresita Mendiola Perez, Planner III, Bureau of Statistics and Plans, on the occasion of her retirement; and to further extending Un Dangkolo ;va Si Yu'os Ma'ase' to her for her thirty (30) years of service to the government of Guam and the people of Guam. 1 BE IT RESOLVED BY THE COMMITTEE ON RULES OF I 2 M/JVA 'TRENTA/ DOS NA LIHESLATURAN GUAHAlV: 3 WHEREAS, Teresita "Terry" M. Perez, Planner III at the Bureau of Statistics 4 and Plans, retires on September 30'h, 2014, after completing thirty (30) years of 5 government of Guam service; and 6 WHEREAS, Mrs. Perez graduated m 1985 from the University of Guam, 7 where she earned a Bachelor of Business Administration Degree in Management; and
1 WHEREAS, Mrs. Perez had worked in the private sector from 1979 through 2 1982 to help fund her college education; and 3 WHEREAS, in 1985, Mrs. Perez began her career with the government of 4 Guam, working as a Municipal Clerk at the Agaiia Heights Commissioner's (now 5 Mayor's) Office; and 6 \VHEREAS, in 1988, Mrs. Perez then began her career in the government 7 classified service working as a Planner [ at the Bureau of Planning; and 8 WHEREAS, through her outstanding performance of job tasks, Terry was 9 promoted to a Planner II position in 1993; and then promoted to a Planner III in 1998; 10 and 11 WHEREAS, Mrs. Perez has diligently served under several Executive Branch 12 Administrations, with three (3) Governors serving two (2) consecutive four (4)-year 13 terms. She has served under nine (9) government of Guam Directors, and she was 14 working at the agency during the time of the merger of the Department of Commerce 15 and the Guam Health Planning Division and the name change from the Bureau of 16 Planning, to the Bureau of Statistics and Plans; and 17 \VHEREAS, Mrs. Perez had served as the Bureau's lead representative for the 18 Application Review Committee, providing position statements for over ten (IO) years; 19 and 20 WHEREAS, Mrs. Perez also served as the lead Planner in the update and 21 development of the "Guidebook to Development Requirements on Guam" and the 22 "North and Central Guam Land Use Plan"; while also providing support and 23 coordination in the drafting of the "Guam Seashore Reserve Plan," the "Guam 24 Compensatory Mitigation Plan," and the "Shoreline Setback Analysis for Guam"; and 2
l WHEREAS, Mrs. Perez took the lead in the development and timely 2 completion of the "Performance Measures System" for the Guam Coastal 3 Management Program; and 4 WHEREAS, Mrs. Perez has been actively involved in public outreach 5 activities, to include: Guam's International Coastal Cleanup; the Man, Land, and Sea 6 television show; and other environmental projects and events; and 7 WHEREAS, during her thirty (30) years of government of Guam service, Mrs. 8 Perez has been involved with complex projects in environmental, social, and 9 economic planning, to include the organization and coordination of President William 10 I. Clinton's visit to Guam in 1988. She received a Governor's commendation for 11 assisting the American Red Cross and the Federal Emergency Management Agency 12 (FEMA) with the disaster relief in the aftermath of Typhoon Russ; and in 2013, Mrs. 13 Perez was a recipient of the MAGPRO Award for "Inspiration and Encouragement" as 14 an employee of the Bureau; and 15 WHEREAS, as a long-time staff member of the Bureau of Statistics and Plans, 16 Mrs. Terry Perez is to be recognized for her outstanding work for the Bureau; and she 17 will be missed for her invaluable and institutional knowledge, and her contributions to 18 Guam's environmental, cultural, social, and economic development; now therefore, be 19 it 20 RESOLVED, that the Committee on Rules of I Mina 'Trentai Dos Na 21 Liheslaturan Guahan does hereby, on behalf of I Liheslaturan Guahan and the people 22 of Guam, commend and congratulate Mrs. Teresita "Terry" Mendiola Perez on the 23 occasion of her retirement from the Bureau of Statistics and Plans of the government 24 of Guam; does express a sincere Un Dangkolo Na Si Yit'os Ma'ase' to Mrs. Perez's 25 family: her husband, Raymond Perez; and her son, Erik Anthony, in recognition of 26 their support for her thirty (30) years of service; and does further extend best wishes to 3
l Mrs. Perez as she enters the ranks of the retired class, although she will not be fully 2 retired, as she will be more actively involved with Our Lady of Blessed Sacrament 3 Church in Agaiia Heights; and be it further 4 RESOLVED, that the Speaker and the Chairperson of the Committee on Rules 5 certify, and the Legislative Secretary attest to, the adoption hereof, and that copies of 6 the same be thereafter be transmitted to Mrs. Teresita 'Terry"M.
