LEGAL NOTICE The Athens County Commissioners will receive sealed Unit Price Bids for ROAD SALT FOR 2014-2015 ICE CONTROL at the Athens County Commissioners Office, 15 S. Court Street, Athens Ohio until 10:00 A.M., Tuesday, August 5, 2014, at which time they will be publicly opened and read aloud. Plans, specifications, proposals, and estimated quantities may be obtained or examined at the office of Jeff Maiden, P.E., P.S., Athens County Engineer, 16000 Canaanville Rd, Athens, Ohio on weekdays, excluding holidays, between the hours of 7:00 A.M. and 3:30 P.M. local time. Legal notice and bid documents are also posted on the internet at www.athenscountyengineer.org under the Bids/RFPs heading. Bids shall be secured by submitting a bid bond or certified check, cashier s check or money order on a solvent bank or savings and loan association equal to 5% of the bid (based on furnishing 2,000 tons). The bid bond or certified check, cashier s check or money order shall be held as security by the contracting authority until a contract is entered into, delivery is made and the service, supplies, equipment or material is accepted by the contracting authority. Bids must be submitted in a sealed envelope with the name of the Bidder and the name of the Proposal written on the outside of the envelope. INSTRUCTION TO BIDDERS I. All Proposals must be in a sealed envelope and marked on the outside as "Bid for Rock Salt", along with the name and address of the bidder. II. The bidder is required to fill in all blank spaces in ink and shall indicate a unit price bid for each item of the proposal. The unit price will be used to determine the low bidder. It is estimated that approximately 2,000 tons may be required for the season. One thousand (1,000) tons shall be expected for delivery in November 2014 and one thousand (1,000) tons shall be expected for delivery in January 2015. III. The contracting authority reserves the right to waive any irregularities in the bidding procedure that are not in conflict with the Revised Code of Ohio. IV. Bids shall be secured by submitting a Bid Bond or Certified Check, Cashier's Check or Money Order on a solvent bank or savings and loan association equal to 5% of the bid (based on furnishing 2,000 tons). The Bid Bond or Certified Check, Cashier's Check or Money Order shall be held as security by the contracting authority until a contract is entered into, delivery is made and the service, supplies, equipment or material is accepted by the contracting authority. SPECIFICATIONS Material shall consist of bulk highway deicing rock salt, treated with anti-caking agent and conforming to State of Ohio, Department of Transportation Specifications for Sodium Chloride, Item 712.03. Sodium Chloride rock salt shall meet the following gradation requirements: Sieve Percent Passing ½ inch 100 3/8 inch 95-100 No. 4 15-95 No.8 5-65 No. 30 0-15 Delivery will be made to the Athens County Garage at 16000 Canaanville Road, Athens, Ohio. The bid price shall also be honored for delivery to the villages and townships within Athens County. It is estimated that approximately two thousand (2,000) tons of salt could be purchased under this contract, with the exact amount determined by weather conditions. Orders will be made in 100 ton lots. Unit prices shall remain firm until March 31, 2015 and payment for delivered material will be made within 30 days after receipt of statement. 2
