DRAFT MINUTES OF GBPF AGM 23 RD MARCH MOULTON COLLEGE Chairman Fred Sterry welcomed everyone present and opened the meeting. 1. Members Present: Fred Sterry, Richard Parker, Kevin Jane, Carol Parker Matthew Parker, Kevin Green, Arun Singh, Mike Edwards, Geroge Leggett, Craig Wilkins, Adam Reilly, John Halfacre, Dave Kirkland, Tony Hollands, Fred McKenzie, Jim McGill, Dean Bowring, Bill Dodley, Willie Clelland, Marc Giles, Jenny Hunter, Allen Ottolangui, Roger Powell, Doreen Dowsett, Ted Brown, Henry Clark. 2. Apologies: Jas Singh, Rob Thomas, Alan Mathieson, Brian Coombes, Phil Guise, Chris Simmonds, Phil Stringer, Jim Dulling. 3. The meeting commenced with a minutes silence in memory of Peter Fiore and the meeting was also made aware of the passing of Roly Bonner. 4. Minutes of the 2013 AGM Minutes of the 2013 AGM were presented in printed form and available to all at the meeting. The minutes were read out by the Chairman. These were accepted as true and accurate with a proposal from Fred McKenzie and seconded by Mark Giles. 5. Matters Arising - There were no matters arising. 6. Financial Report The Finance report was now presented by the Finance Director. Printed copies were available to all members at the meeting. The GBPF accounts will also be available when signed off as per normal accounting practice. The Finance Director explained some of the main points within the accounts; the main conclusion being that we are in a good financial position. 7. Agreement of Budget for 2014 Printed copies of the 2014 budget plan were available to all members present. This clearly stated the proposed budget for GBPF main business for the next 12 months. Chairman and Secretary explained the reasoning and decisions for the forecasted and planned budget. There was a requirement to purchase a new printer for use by the secretary and a new Webcam. Referee expenses and divisional rebates were discussed. Also coaching course setup costs and bank charges were explained. The General Secretary mentioned that GBPF are looking at the possibility of reducing drug testing fees by using a different, but still IPF preferred testing house. 1

Question from the floor Squad fees (from the accounts sheet not the budget sheet) these were 1100 in 2012 and 457 in 2013, why so low? Treasurer explained that the 2012 higher amount was due to an outstanding bill that needed to be paid. These expenses were for refreshments etc. and were low due to a carry-over of GBPF necessary austerity measures from the financial position GBPF were in 2 years ago. The 2014 budget was agreed, proposed by Mike Edwards and seconded by Tony Hollands. 8. Appointment and remuneration of accountants - Unchanged from 2013, M A Edwards Limited. 9. Secretary gave a further explanation of the Disciplinary report and bans system. There is also an intention to sign a Memorandum of Understanding with BDFPU on drug testing with regard to banned individuals not being able to migrate to the other organization. 12. Election of officers Not applicable this year (every 3 years) 2

13. Notices of Motion 13.1 Amendments to Constitution submitted by Executive Para 4.2.2 Applications for membership from anyone who is under suspension for a WADA defined doping violation incurred with another sporting organisation shall be denied. Added to strengthen our stance against drug abuse. Para 4.3.1 All members in full membership of the GBPF are entitled to attend sentence added to clarify voting entitlement as requested by Sport England. Para 10.4.1.4 Appeals lodged with the Executive Committee and appeals to the AGM must each be accompanied by payment of 100, sentence removed as requested by Sport England as being unfair to disadvantaged members. Para 12. Anti-Doping Rules updated: The GBPF fully accepts the World Anti-Doping Code issued by the World Anti-Doping Agency (WADA). The GBPF is affiliated to the International Powerlifting Federation (IPF), which is recognised by WADA under the Alliance of Independent Members of Sportaccord (AIMS). The purpose of the World Anti-Doping Code and the World Anti-Doping Code which supports it is: a) To protect the Athletes fundamental right to participate in doping-free sport and thus promote health, fairness and equality for Athletes worldwide, b) To ensure harmonised, coordinated and effective antidoping programmes at international and national level for the detection, deterrence and prevention of doping. In general, IPF Anti-Doping Rules shall apply for GBPF championships: a) The number of lifters selected for testing shall be determined by the GBPF Executive. b) Any lifter properly notified that they have been selected for testing and either refuses to be tested or leaves the venue before giving an acceptable sample, shall be suspended from all GBPF activities for a period of two years. c) Interpretation and applicability of IPF Anti-doping rules within the GBPF shall be the responsibility of the Disciplinary Committee. d) Appeals against penalties for infringement of the anti-doping rules must be made to the Executive Committee in writing within one month of the decision of the Disciplinary Committee. e) Any lifter, whose positive anti-doping test results in an IPF fine on the GBPF, shall not be eligible for membership of the GBPF until that lifter has reimbursed the GBPF the full amount of the fine. 3

f) Any fine incurred at a Commonwealth Championships shall be the responsibility of the Home Country concerned. Expanded as required by Sport England to demonstrate a more robust antidrug stance. Para 15. Member Liability -The Great Britain Powerlifting Federation is a registered company limited by guarantee. The liability of each individual member is thus limited to 1. New clause added as requested by Sport England. Para 16. Asset Disposal If the Company is replaced by a similar powerlifting organisation, all assets shall pass to that body, subject to a resolution to do so being passed at the final General Meeting. However, should the Great Britain Powerlifting Federation cease to exist in any form, its assets shall be distributed between the constituent organisations of England, Wales, Northern Ireland and Scotland, in proportion to the registered number of each s members at that time. Amendment to Grievance Procedure Section 1, Paragraph 4 amended to remove requirement for 50 deposit and made clearer that a non-member can lodge a complaint. Submitted by WM 14.1 For all National competitions with more than one age category (for example Juniors and Seniors ) to be run in weight classes and not age categories. with 2 votes against 14.2 For a lifter to break a GBPF national record (in IPF rules, classic, bench only or three-lift powerlifting) the lift must be performed at a national or international level competition and verified by the responses of three referees who are suitably qualified to adjudicate at a national or international competition. The relevant competitions would include any international events sanctioned by the EPF, IPF or CPF, the British Seniors, Masters or Juniors and the 4

Classic versions of these championships (where they exist), the Four Nations Championships and the All England championships. For bench-only, the relevant competitions would include any international events sanctioned by the EPF, IPF or CPF, the British Bench and the Classic versions of these championships (where they exist) and the English Bench. - 14 in favour, 7 against 15. Submitted by YNE 15.1 That the executive continue to try to gain governing body status for GBPF and progress reports on the website. Their efforts are to be commended. 15.2 That GBPF use on line entry for national champs where members qualification is as result of Championship Secretaries from the divisions submitting results and that an Entries List is built up as result are submitted. Payment made electronically. secretary already dealing 15.3 That the Executive be commended for enabling membership payment from 1 st November. 15.4 That a strategic plan is produced by the executive that outlines the priorities, the responsibilities and the deadlines of that plan. A plan is already in place deadlines are not appropriate only aspirations. 15.5 That the GBPF (works with) changed to (encourages) each division to ensure that drug testing happens at Divisional Championships and that they establish a testing system that is realistically priced. 15.6 That the GBPF produce a calendar 2 years in advance. Discussion Secretary displayed a proposed calendar for 2015, lots of blanks at the moment and is continually under construction / change. There is a shortage of organisers and venues that early. 16. The General Secretary mentioned that for last year the GBPF has elected to Hall of Fame Award Phil Richard, Jackie Blasbery and Fred McKenzie.
