YORK AREA METROPOLITAN PLANNING ORGANIZATION COORDINATING COMMITTEE MEETING 12/7/17 MEETING SUMMARY 1. Call to Order for the Coordinating Committee The meeting was called to order by Felicia Dell, Secretary. 2. Introductions Secretary Dell began a self-introduction by members of the Coordinating Committee and the meeting attendees. 3. Public Comment None. 4. Minutes of the August 24, 2017 Coordinating Committee Meeting A motion to accept the minutes of the August 24, 2017 Coordinating Committee meeting with the amended attendee list was made by Ron Miller and seconded by Chris Reilly. Motion carried. 5. Announcements a. Commuter Services of Pennsylvania Matt Boyer, Commuter Services of Pennsylvania Mr. Boyer announced that there is a Tri-Transit Promotion that has taken 145,000 vehicle miles off the road. Several of the large companies in the area are participating in this program. b. Project Updates i. Canal Road (East Manchester Township) Mike Keiser from PennDOT District 8 reported that three municipalities (Manchester Borough, East Manchester Township, and Conewago Township) are partnering in a project with PennDOT to provide relief on Canal Road. Canal Road will be widened to eleven foot lanes with four foot shoulders to allow truck traffic on the road. Truck traffic is currently restricted due to the narrow lanes of RT 921. Conewago Township will be the lead municipality between the three townships. ii. I-83 North York Widening Bryan Hoover from Stantec spoke about the reconstruction of Exits 19, 21 and 22 of Interstate 83. These five miles of interstate will be reconstructed for future traffic flow through 2042. Part of the reconstruction process will include changes on North Hills Road between Industrial Highway and Route 30. This area will be reworked to include more turning lanes in the Route 30 area of the roadway. Construction should begin in 2019. iii. I-83 Exit 18, Mt. Rose Avenue Mike Keiser from District 8 stated that the Exit 18 changes to Interstate 83 are moving ahead and the work should be substantially complete by 2019.
iv. US Route 15 Resurfacing and Safety Improvements Natan Walker from PennDOT District 8 stated that the design work is being done for the Environmental Clearance report for a 2019 let date. 6. Committee Reports a. Flooded Roadway Study Committee - Jeph Rebert, YCPC Mr. Rebert reported that the inventory phase of the flooded roadway study has been completed. There is a municipal inventory of flooded roads along with the PennDOT extreme weather vulnerability study. The Inventory phase has been grouped for flooded roadways and meetings are being scheduled with the municipalities prior to the February MPO meeting. b. Operation and Maintenance of Adaptive Signal Technology (OMAST) Beth Nidam, YCPC No new information c. Transit Committee (Central Pennsylvania Transportation Authority (CPTA)) No new information d. Technical Committee Mike Pritchard, YCPC Mr. Pritchard reported on the November 2 nd YAMPO Technical Committee Actions. e. Transportation Alternative Set Aside (TA Set Adie) Project Evaluation Committee Jeph Rebert, YCPC Mr. Rebert reported the Technical Committee formed a committee from staff of the YCPC, DCNR and PennDOT District 8-0 to evaluate the Transportation Set Aside Program project for this year. A recommendation from the committee will be covered in item 8b. 7. Unfinished Business a. Critical Urban/Rural Freight Network Beth Nidam, YCPC Ms. Nidam reported there was a quality control email from PennDot asking if what they had on the map is what the MPO submitted. Ms Nidam responded that the information was correct. 8. New Business a. 2017 TIP Actions Nathan Walker, PennDOT District 8-0 i. Highway Modifications a. Interstate Mr. Walker reported on the I-83 TIP Highway Modifications stating that the projects were discussed in the prior presentation. The I-83 North York widening early action projects will cost approximately ten million dollars. b. York Mr. Walker reported Highway Modifications for York. These were presented at the Technical Committee. The College Avenue bridge is an Amendment to be done with matching funds from the $5.00 registration fee. However, since the money is from a statewide line item, the project was added as a modification and needs no approval.
ii. Highway Amendments a. York City Bike Lane Scope Change Mr. Walker stated there is an amendment to remove the Market Street sharrows and the King Street contraflow lane from the scope of work. This will require a vote of the committee. b. Unallocated Funding Mr. Walker stated that Exit 4 I-83 let date changed to 2019. The money allocated for construction in 2018 will now be used for an I-83 resurfacing project. A motion to approve the amendments of the York City Bike Lane Scope and the I-83 resurfacing project was made by Jim Arey and seconded by Rich Farr. Motion carried. b. Transportation Alternatives Set Aside Selection Jeph Revert, YCPC Two projects were submitted for review: The modified King Street Bike Lane in the City of York will extend from Penn Street to Tremont Street as a two-way bicycle lane proposed for the north side of King Street with a two-foot buffer between the parking lane and the bicycle tract. The Fox Run Floodplain restoration trails in Dover Township are to return the stream to its natural state which is actually a flood plain and to add walking trails. These trails will be used by the students at the Junior and Senior High School as well as the public. A motion to accept the Transportation Alternatives Program Evaluation committee recommendation for project priorities: King Street project first and Fox Run Floodplain #2 was made by Ron Miller and seconded by Mike Keiser. Motion carried A motion to approve the King Street Two-Way Cycle Track finance project using the residual YAMPO TAP funds from FFY 2019 and 2020 totaling $198,704.00; if the remaining $439,791.00 amount is financed by PennDOT through its statewide TA Set-Aside Program funding; and to recommend the Fox Run Floodplain Restoration Trails to PennDOT to fund $1,000,000.00 of the project cost using statewide TA-Set-Aside Program funding was made by Ron Miller and seconded by Rich Farr. Motion carried. c. Federal Performance Management Measures i. Presentation - Dan Walston, FHWA Mr. Walston gave a presentation on the Federal Performance Management Measures. ii. Safety Target Setting Will Clark, YCPC Mr. Clark gave a presentation on the YAMPO Safety Performance Measures explaining the state targets for York County.
A motion that the York Area Metropolitan Planning Organization supports the state targets by planning and programming projects that contribute to meeting or making significant progress toward the established PennDOT safety targets was made by Rich Farr and seconded by Zach Steckler. Motion carried. A motion that the Coordinating Committee to request the Long Range Transportation Plan Committee to develop supplemental safety targets/goals to complement the states targets, and provide York County with a measure sensitive to large fluctuations in crash data from year to year was made by Rich Farr and seconded by Bob Reilly. Motion carried. d. 2018-2020 Unified Plan Work Task Will Clark, YCPC This item has been moved to the February meeting e. Borough Voting Alternate Will Clark, YCPC Mr. Clark presented the information on an alternate voting member for the boroughs. A motion was made to approve Michael Sharkey as the Borough Alternate member on the YAMPO Technical Committee was made by Chris Reilly and seconded by Mike Keiser. Motion carried. f. 2018 YAMPO Meeting Schedule Will Clark, YCPC Mr. Clark presented the information for the 2018 meeting schedule for YAMPO. A motion was made to approve the proposed 2018 schedule for the York Area Metropolitan Planning Organization Coordinating, Technical and Transit Committees by Rich Farr and seconded by Jim Arey. Motion carried. 9. Other Business a. Newspaper Articles were included for informational purposes only. b. Rail Freight Assistance Program (RFAP) Mr. Rebert stated that there will be information coming in January about this program and the discussion will be held at the February meeting. 10.
