Referral No. 2030 RESOLUTION NO. 187 OF 2014 AUTHORIZING PAYMENT OF BILLS FOR THE VILLAGE OF SPRING VALLEY Trustee Fonvil offered the following resolution, which was seconded by Mayor Delhomme and WHEREAS, the Village of Spring Valley through its various departments had made certain expenditures pursuant to the appropriations contained in the Village of Spring Valley of 2013/2014 adopted budget; and WHEREAS, Mayor Demeza Delhomme and the members of the Village of Spring Valley Board of Trustees have reviewed bills to be paid reflecting such expenditures; and WHEREAS, such payments requires the approval of the Village of Spring Valley Board of Trustees; now, therefore, it is hereby; RESOLVED, that the Village of Spring Valley Board of Trustees hereby approves the payment of the bills of the Village of Spring Valley set forth below and authorizes the Treasurer of the Village of Spring Valley to Pay such bills. Referral No. 2088 RESOLUTION NO. 189 OF 2014 VILLAGE TREASURER REQUESTS MAYOR TO EXECUTE TAX WARRANTS FOR THE VILLAGE OF SPRING VALLEY FISCAL YEAR FOR 2014/2015 WHEREAS: the Village Treasurer requests the Mayor to execute Tax Warrants for the Village of Spring Valley for fiscal year 2014/2015; and WHEREAS, it is necessary for the Village Board of Trustees to approve this request; now, therefore, it is hereby; RESOLVED: that Mayor Delhomme will execute Tax Warrants for the Village of Spring Valley for fiscal year 2014/2015. The next item on the agenda, to approve the request from the Youth Bureau Director for the Camp Best 2014 Activities Fees in the amounts of $450.00 for the first child, $400.00 for the second child and $550.00 for children who live outside the Village limits, was postponed. Referral No. 2064 RESOLUTION NO. 190 OF 2014 TO APPLY FOR 2014 SUMMER FEEDING PROGRAM AND TO EXECUTE ALL REQUIRED DOCUMENTS AND CONTRACTS WHEREAS, it is requested that Mayor Delhomme apply for 2014 Summer Feeding Program and to execute all required documents and contracts; and WHEREAS, it is necessary for the Village Board of Trustees to approve this request; now, therefore, it is hereby; RESOLVED, that Mayor Delhomme will apply for 2014 Summer Feeding Program and will execute all required documents and contracts. The next item on the agenda, to hire a part time monitor to run the Summer Feeding Program was postponed. RESOLUTION NO. 191 OF 2014 APPROVE THE REQUEST TO SEND JUDY MARONE TO THE 2014 N.Y. ASSOCIATION OF LOCAL RECORDS OFFICERS CONFERENCE Referral No. 2043 WHEREAS, Chief Modica of the Spring Valley Police Department has requested to send Judy Marone to the 2014 N.Y. Association of Local Records Officers Conference from June 8, 2014 through June 20, 2014 at a cost of $694.53; and

WHEREAS, it is necessary for the Village of Spring Valley Board of Trustees to approve the request; now, therefore, it is hereby; RESOLVED, that Chief Modica will send Judy Marone to the 2014 N.Y. Association of Local Records Officers Conference from June 8, 2014 through June 20, 2014 at a cost of $69.53. RESOLUTION NO. 192 OF 2014 APPROVAL OF AGREEMENT BETWEEN IFG PRODUCTIONS AND THE VILLAGE OF SPRING VALLEY AND FOR THE MAYOR TO SIGN SAID AGREEMENT. Referral No. 2034 WHEREAS, the Legal Department has requested approval for the Agreement between IFG Productions and the Village of Spring Valley and authorization for the mayor to sign said agreement; and WHEREAS, it is necessary for the Village of Spring Valley Board of Trustees to approve the agreement and authorize the Mayor to sign said agreement; now, therefore, it is hereby RESOLVED, that the Village Board of Trustee approves the request from the Legal Department for the agreement between IFG Productions and the Village of Spring Valley and authorization for the Mayor to sign said agreement. Trustee Reports Youth & Recreation-Trustee White - A week and a half ago I went to the Darden Center and I wanted to find out about a program that was going on. Kathryn Ball had a program going on, and I have a flyer that says there is this program going on in the park. I am supposed to be in charge of youth and recreation and I had no idea about the program, and when I asked Ms. McGill, she says that she doesn t know. Ms. Ball was in the park with about twelve students and I saw a man getting out of a car and he was a part of the crew and I believe Ms. Ball s brother was involved. I don t understand if the park has Ms. McGill and the program always ran fine, why now do we have other people? I want to know if these two gentlemen are hired by the Village, if they have the authority to be with the children to teach softball and kickball, basketball, whatever it is, because there are laws about that. Especially for an organization or a Village and you have abide by the rules. I want people to know when things happen-i don t know what is going on there. Ms. McGill is being railroaded-she is actually being harassed and it needs to stop. Mayor Delhomme, you talk about unity, you talk about working together, and you really have to start working together with Ms. McGill. I don t care what your personal problem is with her, but you should put the safety of the children first, the safety of the people first and work with her. I don t think this is going to stop until you are able to do that. Fire & Safety-Trustee Grossman - I think the temperature control is almost a fire hazard, last night at the workshop it was so hot we couldn t sit in there, and again tonight the air conditioner does not seem to be working. I think something needs to be done before it does become a hazard. Infrastructure-Deputy Mayor Leon -Absent Economic Development/Community Development- Trustee Fonvil - I m not going to talk about that. But I do support what Trustee White said, that the Mayor did create this type of atmosphere that allowed whatever took place two weeks ago to happen. I am sorry Trustee White that Trustee Leon could not control himself and that the Chief of the Spring Valley Police did not come to remove him. He broke two different laws- anyone else would have been arrested.

RESOLUTION NO. 193 OF 2014 APPROVAL OF THE REQUEST FROM THE SPRING VALLEY POLICE DEPARTMENT TO DENY A LIQUOR LICENSE APPLICATION FILED BY CARLOS SANDOVAL FOR ORGULLO LATINO RESTAURANT Referral No. 3032 Deputy Mayor Desmaret offered the following resolution, which was seconded by Trustee Gross and WHEREAS, the Spring Valley Police Department has given their recommendation on the liquor license application filed by Segundo Bonete for La Placita Restaurant, located at 55 S. Central Avenue, Spring Valley, NY; and WHEREAS, the Police Department recommends that the Village Board deny this request at this time; and WHEREAS, the recommendation is based upon the history of this premise in regards to law violations, specifically an illegal gambling operation which yielded three arrests in 2009 and the overall effect that late night alcohol sales and consumption have on the quality of life in the area; and WHEREAS, it is necessary for the Village Board of Trustees to approve the request to deny a liquor license in the Village of Spring Valley; now, therefore, it is hereby RESOLVED, that the Village Board of Trustees of the Village of Spring Valley approves the recommendation from the Spring Valley Police Department to deny a liquor application filed by Segundo Bonete for La Placita Restaurant, located at 55 S. Central Avenue, Spring Valley, NY. RESOLUTION NO. 194 OF 2014 SETTING A DATE FOR A PUBLIC HEARING TO GRANT A SPECIAL PERMIT TO LEVY TOWERS Referral 2033 The following resolution was offered by Trustee Fonvil, which was seconded by Trustee Grossman and WHEREAS, Levy Towers requests a special permit for the Construction of 124 units in a multi-family dwelling above existing commercial space. WHEREAS, such a request requires a public meeting. WHEREAS, this requires the approval of the Spring Valley Board of Trustees; now therefore, it is hereby RESOLVED, that the Spring Valley Board of Trustees hereby approve to set a date for a hearing to grant a special permit to Levy Towers. public Referral 2032 RESOLUTION 195 OF 2014 REQUEST FROM TRUSTEE WHITE FOR REIMBURSEMENT IN THE AMOUNT OF $483.46 FOR 2014 LEGISLATIVE MEETING Trustee Fonvil offered the following resolution, which was seconded by Trustee Grossman and WHEREAS Trustee White requests reimbursement in the amount of $483.46 for attending 2014 Winter Legislative meeting; and WHEREAS, this requires the approval of the Spring Valley Board of Trustees; now therefore, it is hereby

RESOLVED, that the Spring Valley Board of Trustees hereby approves the reimbursement to Trustee White for attending 2014 Legislative meeting in the amount of $483.46. The next item on the agenda, to approve the Agreement with the Spring Valley Fire District #1, providing Fire Department Service annually in exchange for $31,016, was postponed. RESOLUTION NO. 198 OF 2014 BOARD OF TRUSTEES DIRECTS TREASURER TO PAY INVOICE NUMBER 30147 IN THE AMOUNT OF $4,250.00 TO FEERICK LYNCH MACCARTNEY ATTORNEYS AT LAW. Referral No. 2030 Trustee Fonvil offered the following resolution, which was seconded by Trustee White and WHEREAS, approval is needed for the Spring Valley Board of Trustees to direct Spring Valley Village Treasurer to pay invoice in the amount of $4,250 to Feerick Lynch MacCartney Attorneys At Law. WHEREAS, Village Board approval is required for such request, now, therefore, it is hereby RESOLVED, that the Village of Spring Valley Board of Trustees hereby approves the request to direct Spring Valley Village Treasurer to pay $4,250 to Feerick Lynch MacCartney, Attorneys At Law.
