REQUEST FOR QUALIFICATIONS (RFQ) FOR ARCHITECTURAL/ENGINEERING SERVICES FOR SHERMAN INDEPENDENT SCHOOL DISTRICT The Sherman Independent School District ( SISD ) is seeking the professional services of a qualified firm to provide architectural services for future bond planning. The Scope of Services to be performed by the Architect selected for the Project includes: Providing design, estimating services, scope development, planning, interior design, technical studies, feasibility studies, problem analysis, design reviews, and other architectural, engineering and technical services for projects identified as part of the long range facility planning committee. The qualified architectural firm must be able to assist the district in planning and passing future bond sales for the projects. A selection committee will be established by Sherman ISD to review the submittals based upon the following criteria: Instructions for Submission: Statement of Qualifications must indicate how the firm s qualifications meet the requirements of the Project. You must limit your expression of qualifications to ten (10 two sided) typewritten pages, including the Attachments herein (1-10). Your Statement of Qualifications should take the form of a bound 8-1/2 inch by 11 inch report with a table of contents and all pages numbered. Binding must allow reports to lay flat when open. All firms must show evidence of liability insurance for errors and omissions or provide the parameters by which they must obtain project specific insurance.

6. References: 25% The district selection committee will evaluate the qualifications submitted and rank the qualifications based upon the above referenced criteria. This evaluation and ranking process will be a one step process. It is expected that the District will select one architect firm to perform the work. The intent is to finalize selection as soon as possible. Sherman ISD reserves the right to reject any or all qualification submittals without the necessity of stating any reason therefore. Qualifications will be the only criteria utilized by the selection committee in determining whether or to whom a contract will be awarded. The submittal of a response to this request shall not result in any rights whatsoever accruing to the tender therefore. A recommendation will be made to Sherman ISD Board of Trustees for contract negotiations based upon demonstrated qualifications to perform architectural services pursuant to Texas Governmental Code Chapter 2254. Upon approval of the recommendation, a contract will be attempted to be negotiated by the District at a fair and reasonable price. A negotiated fee will then be submitted to the Board of Trustees for board action at a subsequent meeting.
RFQ ATTACHMENT # 1 FELONY CONVICTION NOTIFICATION Texas Education Code, Section 44.034, Notification of Criminal History, Subsection (a), states a person or business entity that enters into a contract with a school district must give advance notice to the district if the person or an owner or operator of the business entity has been convicted of a felony. Subsection (b) states a school district may terminate a contract with a person or business entity if the district determines that the person or business entity failed to give notice as required by Subsection (a) or misrepresented the conduct resulting in the conviction. The district must compensate the person or business entity for services performed before the termination of the contract. This notice is not required of a Publicly-Held Corporation. ATTACHMENT #6 CRIMINAL HISTORY RECORD INFORMATION REVIEW OF CERTAIN CONTRACT EMPLOYEES Texas Education Code Chapter 22 requires an independent contractor who provides services to a school district to submit a criminal history review if the independent contractor will have continuing duties related to the contracted services and direct student contact. Each independent contractor must certify to the District that the contractor has complied. A covered independent contractor with a disqualifying criminal history is prohibited from serving at a school district. The following offenses are disqualifying if, at the time of the offense, the victim was under 18 or enrolled in a public school: (a) a felony offense under Title 5, Texas Penal Code; (b) an offense for which a defendant is required to register as a sex offender under Chapter 62, Texas Code of Criminal Procedure; or (c) an equivalent offense under federal law or the laws of another state. The District reserves the right to designate other convictions or other criminal history information as disqualifying. ATTACHMENT #8 CERTIFICATE OF RESIDENCY The State of Texas has passed a law concerning non-resident contractors. This law can be found in Texas Governmental Code under Chapter 2252, Subchapter A.
