The meeting was called to order by Gordon Hamilton, Deputy Director Administration at 4:30 p.m. Commissioners present: Susan Bursk, Tracy L. Cahill, Dwayne N. Hall, and Flora Gil Krisiloff and Matthew S. Rodman. 1. ELECTION OF OFFICERS A Gordon Hamilton requested a motion to nominate a President for the Commission. Commissioner Krisiloff made a motion to nominate Commissioner Rodman for President, Commissioner Hall second the motion. MOVED: Krisiloff moved; Hall seconded. B. Deputy Director turned the meeting over to President elect Commissioner Rodman. Commissioner Rodman requested a motion to nominate a Vice President for the Commission. Commissioner Bursk nominated Commissioner Krisiloff, Commissioner Rodman asked for any other nominations, there were none. MOVED: Bursk moved; Cahill seconded

ADOPTION OF COMMISSION RULES AND OPERATING PROCEDURES Commissioner Rodman moved to continue this item until the next meeting of the West Los Angeles Area Planning Commission meeting on the 3 rd Wednesday of July. MOVED: Rodman moved; Hall seconded 3. DEPARTMENTAL REPORT-ITEMS OF INTEREST A. Gordon Hamilton introduced, Gabriele Williams; Carla Crayton, Commission Executive Assistant for West Los Angeles Area Planning Commission; Gwen Poindexter, City Attorney; Betsy Weisman, Principal City Planner. Frank Eberhard, Deputy Director introduced the Zoning Administration Staff, Pat Brown and Michae l Young, City Planner s who will assist on the Zoning Appeal s Cases. 4. COMMISSION BUSINESS A. Advance Calendar. Staff briefed Commissioners on events of interest in the West Los Angeles area.
Page 3 B. Commission Requests. 5. PUBLIC COMMENT PERIOD - No speakers 6. ZA 1999-2592 (ZV) ZONE VARIANCE, requested by Richard Pachulski to permit tandem parking in conjunction with a 1,323 square-foot new recreation room over garage and bathroom attached to an existing two-story single-family dwelling at 10774 Weyburn Avenue. Staff recommended denial of the appeal Discussion: Staff gave an overview of the proposal and outlined the 5 findings required by code, three findings could not be made; 1) practical difficulties, 2) unnecessary hardship, 3) applicant is not being deprived substantial property rights that are being enjoyed by similar properties in the area. A representative for the appellant/applicant stated the owner wants to build a recreation room by demolishing the existing garage. The property is sloping with an irregular shape and size, with a small frontage of enormous depth. The proposed garage has a greater setback and there there will be less impact on the neighbors due to the planting of mature landscaping in order to give a further buffer between residents. The Council representative testified in support of the Zoning Administrators decision.. Several speakers testified in opposition citing such issues as loud parties, parking, privacy and views. The Area Planning Commission deliberated and discussed alternatives to building the recreation room.
