MINUTES CITY OF HALF MOON BAY CITY COUNCIL TUESDAY, MAY 17, 2016 ADCOCK COMMUNITY/SENIOR CENTER, 535 KELLY AVENUE CONVENE REGULAR MEETING/ROLL CALL/PLEDGE OF ALLEGIANCE Mayor Kowalczyk called the meeting to order at 7:09 p.m. PRESENT: Councilmembers Fraser and Penrose, Vice Mayor Ruddock, and Mayor Kowalczyk. ABSENT: Councilmember Muller. Boy Scout Troop 263 led the Pledge of Allegiance. PROCLAMATIONS AND PRESENTATIONS IMMIGRANT HERITAGE MONTH PROCLAMATION Mayor Kowalczyk proclaimed June 2016 as Immigrant Heritage Month in Half Moon Bay. MAYOR S ANNOUNCEMENTS OF COMMUNITY ACTIVITIES AND COMMUNITY SERVICE Mayor Kowalczyk said the Farmers Market would be held on Saturday from 9 a.m. to 1 p.m. and advised that City Offices would be closed on May 30 for the Memorial Day holiday. He noted the Fiesta Carnival and Taste of the Coast would take place on May 22, and the Coastside Passeggiata would take place on the third Thursday of every month from May through September. He stated the Boys and Girls Club Community Unity Awards would be held on May 19 at the Oceana Hotel. CLOSED SESSION REPORT City Attorney Gallogly stated the City Council met in Closed Session and took no reportable action.
Page 2 of 5 CITY COUNCIL REPORTS Councilmember Penrose stated she attended a Peninsula Clean Energy JPA Board Meeting, the San Mateo County Housing Leadership luncheon, and the Fifth Annual Coastside Youth Council Summit sponsored by the San Mateo County Sheriff s Office. Councilmember Fraser stated she attended a C/CAG Meeting where consideration of a study of the Highway 101 corridor and exploration of high occupancy vehicle lanes were discussed. Vice Mayor Ruddock stated she attended a Sewer Authority Mid-Coastside Operation Subcommittee meeting, a Recycled Water Committee Meeting, and the Farmers Market. Mayor Kowalczyk acknowledged Beverli Marshall, the new General Manager of Sewer Authority Mid-Coastside, and stated he attended a Finance Committee Meeting with Vice Mayor Ruddock where the extension of the agreement with Republic Services for waste management and recycling services was discussed. He stated he was honored to throw the first shoe at the Half Moon Bay Horse Shoe Tournament and announced the Little Queen and Big Queen at the Holy Ghost Festival. He also attended a reception at the Chinese Consulate in San Francisco with mayors and Silicon Valley business leaders. The Mayor presented the newly-designed City Pin and distributed pins to the Council. CITY MANAGER UPDATES TO COUNCIL City Manager Gonzalez noted Captain Munsey would be providing a report on the Youth Summit, and she provided an update on the City s collaborative efforts regarding the homeless population in the community. The motion carried 4-0-1, Councilmember Muller absent. 2. ORDINANCES AND PUBLIC HEARINGS None. 3. STAFF REPORTS AND RESOLUTIONS 3.A. DIRECTION ON PROJECT LABOR AGREEMENT FOR LIBRARY PROJECT City Attorney Gallogly presented the staff report. Page 4 of 5 Councilmember Fraser moved and Councilmember Ruddock seconded a motion to authorize staff to commence negotiations for a project labor agreement with the San Mateo County Building and Construction Trades Council and to bring back the final agreement for approval by the Council. The amended motion carried 4-0-1 by roll call vote, Councilmember Muller absent. 3.B. SEWER AUTHORITY MID-COASTSIDE FISCAL YEAR 2016-2017 BUDGET Deputy City Manager Khojikian presented the staff report. The Council discussed the item and asked questions of staff. Councilmember Ruddock moved and Councilmember Penrose seconded a motion to adopt a resolution approving the Sewer Authority Mid-Coastside (SAM) Combined Operation and Maintenance, Collections, and Infrastructure (project) Budgets for Fiscal Year 2016-17. The motion carried 4-0-1 by roll call vote, Councilmember Muller absent. 3.C. ART AND MUSIC IN THE PARK Deputy City Manager Khojikian presented the staff report. The following citizens spoke during public comment: Shahrzad Pantera Raymond Tsang John Ullom Councilmembers raised questions, offered comments and expressed support for an Art in the Park concept and requested that Councilmember Penrose conduct further research into the matter and possible partnering opportunities.
