MAMUN 0 DRAFT RESOLUTION 0 0 0 0 0 II-A- Submitted By: Germany Subject: The role of diamonds in fueling conflict RECOGNIZING conflict diamonds as diamonds being mined outside of state areas and being used to illegally fund armed conflict against legitimate states, and EXPRESSING specific concern with the sale and trade of illicit rough diamonds fueling humanitarian issues and armed conflict, particularly in Africa, and FURTHER RECOGNIZING that the smuggling of illicit diamonds accounts for about 0% of annual diamond trade, yet only % of diamonds mined are conflict diamond, and RECALLING that the Government Gold and Diamond Office has estimated that the conflict diamonds mined give,, Euros towards armed conflict each year, and COMMENDING the Kimberly process workings and its devotion to certification of all rough diamonds and encouraging sustainable peace, and NOTING WITH APPROVAL The Mano River Basin initiative aiming to increase safety and policing in the Mano River Union, including Liberia, Sierra Leone, Guinea, and Côte d Ivoire, all of which are heavily affected by conflicts being funded through diamonds, and AFFIRMING the Red-Green alliance and their goals of ending civil strife in Angola, Sierra Leone, and other nations, and FURTHER RECOGNIZING the need for countries with heavy amounts in diamonds in imports and exports to take up leadership roles in progression towards peace, and CONCERNED with the Kimberly Process recent necessity to expand their certification scheme concern to governments illegally seizing large diamonds fields and mines from miners, and CONDEMNING governments funding unnecessary fields with diamonds unethically taken from miners, and. Recognizes the urgent need for resolution so that peace, stability, and democracy can be seen throughout all of Africa;. Calls upon all nations affected by conflict diamonds to be active in working towards a solidified plan considering all elements needed for success including but not limited to: a.international recognition and involvement in a certification scheme such as the Kimberley process; b.transparency through all nations;

Requests that nations affected focus on diminishing conflict fueled by diamonds with the support of nations willing;. Requests all large diamond cartels, such as De Beers, to recognize necessity for a quick solution for peace, and devote themselves to similar measures in reference to those that the UN has been taking;. Designates a sector of the UN to be created and titled the Illicit Diamond and Conflict committee (IDCC) and made to focus on reform of current tactics aimed at breaking the link between illicit diamonds and prolonged conflict made up of member states led by nations largely affected.

CALLS UPON all nations to administer the Kimberley Process Certification Scheme, created by resolution /, into their current import and export regulations and customs system;. URGES nations to refuse the purchase, and/or importation of diamonds from conflict plagued areas;. RECCOMENDS that the United Nations create an analytically based, nonbiased, list of nations as well as territories, from which such minerals should be denied in any form of commerce, as it is known diamonds are being used to fuel conflicts

MAMUN 0 DRAFT RESOLUTION 0 0 0 0 0 II-A- Submitted By: Canada Subject: The role of diamonds in fueling conflict AFFIRMING the creation of the Kimberley Process and the combating of the conflict/blood diamond trade which is driven by forced labor and warlords, who have no respect for the most basic human rights of those they control, and APPROVING past efforts by governments around the world to rid the market of conflict/blood diamonds through legislation and initiatives such as the implementation of the Canadian Certificate, a document required by the Export and Import of Rough Diamonds Act passed by the Canadian government which allows law enforcement to seize goods under suspicion of being involved in the illicit trade of diamonds, and CONVINCED that the sale of conflict/blood diamonds fuels the trade itself by increasing demand for the goods, in effect indirectly rewarding the use of forced labor, and EMPHASIZING the immediate effect an international increase in regulation could have on the demand for such goods, thus eliminating the profit human rights abusers and rebel groups receive from the profits,. ACCEPTS the expansion of relations between the African Union and United Nations for the purpose of combating such illicit trades through the creation of the African Diamond Observation Commission (ADOC), which will specifically handle the topic of conflict/blood diamonds by: A.Observing the flow of finances and goods related to illegal trades such as the illicit trade of diamonds with the ultimate goal of identifying locations of forced labor camps, organizations funding such trades, and to eventually present legal cases against such violators, B. Be composed of specialists with law enforcement, financial security, and/or legal backgrounds who have been vetted by the United Nations and have been approved by the United Nations General Assembly, C. Creating a wing of ADOC that will be made up of business professionals and economists who will advise nations that are not yet involved in the Kimberley Process on ways that they can - on a case by case basis - combat the trade of illegal diamonds;. ENCOURAGES all nations that are not yet in compliance with the Kimberley Process to collaborate with those that do, and in cases where this is simply not possible for an individual nation, it is recommended that said nation work with ADOC specialists to see in what way(s) they can collaborate;. ENDORSES any action to combat the trade that is in line with the Universal Declaration of Human Rights and international agreements/regulations by nations in which forced labor related to the illegal diamond trade is taking place;. FURTHER INVITES nations that indirectly receive finances from illegal trades to utilize the knowledge and advice of ADOC to decrease economic dependency on illegal businesses such as these, while also using such advice to achieve a greater level of financial sustainability throughout their nation;

MAMUN 0 DRAFT RESOLUTION 0 0 0 0 0 II-A- Submitted By: United Kingdom Subject: The role of diamonds in fueling conflict REALIZING the ongoing trend of the sale of rough diamonds and other minerals to fund conflicts and human rights abuses, and EXPRESSING WITH APPRECIATION the civil society s role in uncovering the use of diamonds for fueling conflicts to the general population, and RECALLING resolutions / of December 000 and / of December 00 on the link between the illicit transaction of rough diamonds and armed conflict, and FURTHER RECALLING all relevant resolutions passed by the Security Council on the use of rough diamonds to fuel conflicts, including its resolutions of June, of April 000, 0 of July 000, of March 00, and of January 00, and AWARE OF the significant reduction in conflict diamond and mineral sales already done thorough the works of international bodies such as the Kimberley Process Certification Scheme (KPCS) and the International Conference on the Great Lakes Region s (ICGLR) Regional Initiative against the Illegal Exploitation of Natural Resources (RINR), and NOTING WITH DEEP CONCERN the shortcomings of the KPCS and other initiatives in addressing the problem of ending the sale of conflict diamonds,. DESIGNATES the establishment of the KPCS as a subsidiary organ of the General Assembly, in accordance with rule of the Rules of Procedure of the General Assembly and Article of the UN Charter (a) This subsidiary organ would be under the jurisdiction of the Fourth Committee of the General Assembly (b) Participation in the KPCS will be open to all UN member states (c) A meeting will be convened between all KPCS participants to go over the scheme s shortcomings and revise its guiding documents, including the topics of: (i) Addressing abuses of human rights and fair labor standards (ii) Redefining the term proportional penalties for transgressions (iii) Creating a legal standing for the KPCS (iv) Implementation of a governing body for the scheme responsible for enforcing the provisions of the KPCS (v) Transparency of member nations;. REQUESTS the creation of a monitoring system and database run by the UN to track the exportation of rough diamonds and prevent the smuggling of conflict diamonds and minerals through non-kpcs nations borders (a) This monitoring system and database would be based on the ICGLR s RINR (b) The provisions of this monitoring system would include biannual mine inspections carried out by auditors, comprised of government representatives, local and international industries, and local and international civil society (c) The database would state which mines are in accordance with or in violation of international protocol

FURTHER ENCOURAGES private corporations, NGOs, and the civil society to aid in carrying out and providing viable solutions to combat the mining of conflict diamonds;. RECOMMENDS the use of profits from diamonds to be used on nation and capacity building, including education, in order to prevent further conflict.

MAMUN 0 DRAFT RESOLUTION 0 0 0 II-A- Submitted By: Turkey Subject: The role of diamonds in fueling conflict FULLY AWARE of the dangers of using diamonds to fund conflict, and ACKNOWLEDGING that many nations have already joined the Kimberly Process, and REMINDING the international community that there are still seven nations that have not met the minimal qualifications for the Kimberly Process yet, and CONSCIOUS of and the past horrors that have occurred in Cote D Ivoire because of conflict diamonds, and NOTING WITH APPROVAL that Cote D Ivoire has made progress in its diamond industry to repair its economy, and DEEPLY CONCERNED with the continued presence of blood diamonds in nations such as Sierra Leone, Angola, Cote D Ivoire, Zimbabwe, and Central African Republic, and OBSERVING that nations with diversified economies have become less reliant on conflict diamonds, and. CALLS UPON nations that have not signed on to the Kimberly Process and are effected by conflict diamonds to do so immediately;. ENCOURAGES African nations to construct infrastructure in order to help spur economic growth. URGES such nations to expand their agricultural production in order to decrease dependency on blood diamonds;. RECOMMENDS that developed nations assist African nations to diversify their economies by a. supplying outside investments to encourage economic growth; b. sending specialists to observe what is needed to improve their industries;. REQUESTS that such nations effected become aware and increasingly transparent of the issues occurring.

MAMUN 0 DRAFT RESOLUTION 0 0 0 0 II-A- Submitted By: Chile Subject: The role of diamonds in fueling conflict RECOGNIZING the impact the international community s efforts to regulate the trade of diamonds had on establishing peace in Angola, Côte d Ivoire, Liberia and Sierra Leone and, NOTING the successes and failures of the Kimberley Process Certification Scheme and, TAKING INTO ACCOUNT the role of organizations such as the World Diamond Council, Diamond Development Initiative, African Diamond Council, and African Diamonds Producers Association in preventing the trade of blood diamonds and, BEARING IN MIND the need for international cooperation and collaboration to prevent the trade of blood diamonds and, AWARE of the need for consumers to have the ability to identify the source of diamonds and, NOTING FURTHER the need for regulation of mineral mines,. COMMENDS the success of the Kimberley Process Certification Scheme and the efforts of the international community. URGES member countries of the Kimberley Process Certification Scheme to help countries seeking to be a part of it meet the minimum requirements. REQUESTS the international community reaffirm its commitment to preventing the trade of blood diamonds. FURTHER REQUESTS the international community reaffirm its commitment to collaboration in the effort to prevent the illicit trade of blood diamonds. FURTHER URGES the World Diamond Council to set guidelines for those selling diamonds to keep a record of the source of aforementioned diamonds. RECOMMENDS that the Kimberley Process Certification Scheme expand the ban on diamonds to include diamonds illicitly sold by warlords and interest groups, as compared to simply insurgent groups. FURTHER RECOMMENDS the United Nations allocate more funding to the Diamond Development Initiative and African Diamond Council. ENCOURAGES the international community and the African Diamond Producers Association to fund the regulation of mineral mines a. Placing emphasis on worker protections and records of diamonds i. Records would include the number and location of diamonds mined, and the number and location of exports

ENCOURAGES the work of the Kimberley Process in regulating the diamond industry for legitimate diamonds;. DEPLORES sanctions placed on countries that continue to support the industry of conflict diamonds for it supports selling them elsewhere;. CALLS UPON nations to invest in technology and research in traceability of diamonds, especially conflict diamonds;. STRONGLY SUPPORTS the cooperation between a nation s government and the Kimberley Process to ensure legitimate diamonds while remembering sovereignty;. STRONGLY CONDEMNS nations who continue to profit from conflict diamonds, and recommend their suspension from the Kimberley Process until regulations are met.

MAMUN 0 DRAFT RESOLUTION 0 0 0 0 II-A- Submitted By: Afghanistan Subject: The role of diamonds in fueling conflict RECALLING Resolutions 0/, /, and in particular /, which established the Kimberley Process Certification Scheme, and ACKNOWLEDGING that several conflicts in Africa, specifically in Angola, Cote d Ivoire, Liberia, Sierra Leone, the Central African Republic, the Democratic Republic of the Congo, Zimbabwe had been or are being funded by the illicit sale of rough conflict diamonds, and REAFFIRMING the success of the Kimberley Process Certification Scheme, an organization of member states, advocacy organizations, and industrial leaders which distinguishes conflict diamonds from legitimately produced minerals, and regulates the legal sale and trade of diamonds between states, as it has successfully ended conflicts in Cote d Ivoire, Liberia, Angola, and Sierra Leone, and AFFIRMING that synthetic diamonds are, by commercial, aesthetic, and technical definitions, identical to natural, rough cut diamonds, and RECOGNIZING that a virtual oligopoly exists within the diamond market, causing diamonds to be overvalued, which indirectly attribute to their popularity as a resource used to fuel conflict, FURTHER ACKNOWLEDGING that diamond is not isolated as the only precious mineral used to fuel conflict, but that a wide variety of mined resources, including gold, lapis lazuli, and oil are used in a similar manner,. URGES member states heavily involved in the transaction of diamonds to join the Kimberley Process, and to accede to its regulations and expansions, as its policies have shown to be highly effective;. CALLS UPON member states of the Kimberley Process to allow inspections regarding the status of its effectiveness in within nations, so as to implement improvements and ensure security;. REQUESTS that the Kimberley Process leadership investigate and, if needed, acknowledge other abuses surrounding seemingly legitimate diamond industry, including mine labor conditions, evictions near mining sites, and the use of minerals to fund political organizations;. ESTABLISHES the South-Asian Conflict Mineral Commission as a division of the Kimberley Process Certification Scheme, which will work to implement its proven strategies to combat the sale of minerals, including lapis lazuli, in southern Asian nations, where terrorist organizations run many mines as sources of funding;. CALLS UPON able member states to invest in the development of synthetic diamond production, as the increased availability of diamonds, regardless of their source, will reduce its appeal as a source of funding for conflicts.

MAMUN 0 DRAFT RESOLUTION 0 0 0 II-B- Submitted By: Jordan Subject: The situation in Afghanistan RECALLING United Nations resolutions 0/, /, /, /0, /, /, /0, /, /, /, as well as 0/, and AWARE of the devastation and hardships suffered by the Afghan people, and INSPIRED by their endurance and strength, and NOTING that all human beings are entitled to health, food, as well as shelter, and CONDEMS violent actions taken by groups including, but not limited to, the Taliban, and ISIL, and DISTERBED by the lack of equality in society of Afghanistan,. CALLS UPON nations to create United Nations funded and mandated schools, open to all citizens, in stable areas of Afghanistan;. ENCOURAGES all nations to provide educational supplies and teachers of high demand skills as to teach needed skills for the better self-development and maintenance of their country;. REQUESTS all nations donate medical aid to citizens of Afghanistan, to be administered by United Nations officials;. ADDITIONALLY REQUESTS able countries to provide humanitarian aid for the betterment of Afghanistan citizens quality of life;. ADVISES the United Nations to decide whether certain groups receive any form of aid based on their actions coinciding with the United Nations Declaration of Human Rights;. EMPHASIZES the importance that all donated funds and resources are controlled by the United Nations as to avoid corruption as well as biased distribution.
