OPCW Conference of the States Parties Fourth Special Session C-SS-4/3 26 and 27 June 2018 27 June 2018 Original: ENGLISH REPORT OF THE FOURTH SPECIAL SESSION OF THE CONFERENCE OF THE STATES PARTIES 1. AGENDA ITEM ONE Opening of the session 1.1 The Fourth Special Session of the Conference of the States Parties (hereinafter the Conference ) was opened at 9:52 on 26 June 2018 by its Chairperson, Ambassador Abdelouahab Bellouki of Morocco. 1.2 The session was convened, in accordance with Article VIII(B) of the Chemical Weapons Convention and Rule 6 of the Rules of Procedure of the Conference, at the request of the Permanent Representatives of Australia, Bulgaria, Canada, France, Germany, Japan, New Zealand, Poland, Romania, the United Kingdom of Great Britain and Northern Ireland, and the United States of America (EC-M-60/1, dated 30 May 2018). page 2 United States of America, Uruguay, Uzbekistan, Vanuatu, Venezuela (Bolivarian Republic of), Viet Nam, Yemen, and Zimbabwe. 1.4 In accordance with Rule 29 of the Rules of Procedure of the Conference, the following signatory State participated in the Fourth Special Session of the Conference as an observer: Israel. 1.5 In accordance with Rule 31 of the Rules of Procedure, and pursuant to a decision of the Conference on the matter (C-SS-4/DEC.2, dated 26 June 2018), one specialised agency attended the Fourth Special Session of the Conference: the United Nations Interregional Crime and Justice Research Institute (UNICRI). 1.6 In accordance with Rule 33 of the Rules of Procedure, and pursuant to a decision of the Conference on the matter (C-SS-4/DEC.1, dated 26 June 2018), eight non-governmental organisations attended and participated in the Fourth Special Session of the Conference. 2. AGENDA ITEM TWO Adoption of the agenda Under Rule 19 of the Rules of Procedure of the Conference, the agenda for its Fourth Special Session (C-SS-4/1/Rev.1, dated 14 June 2018) was voted on. The vote led to the following result: 98 for (Afghanistan, Albania, Andorra, Argentina, Australia, Austria, Bahrain, Bangladesh, Belarus, Belgium, Bosnia and Herzegovina, Botswana, Bulgaria, Cameroon, Canada, Chile, Colombia, the Cook Islands, Costa Rica, Côte d Ivoire, Croatia, Cyprus, the Czech Republic, Denmark, the Dominican Republic, Ecuador, Estonia, Eswatini, Fiji, Finland, France, Georgia, Germany, Greece, Guatemala, Honduras, Hungary, Iceland, Indonesia, Iraq, Ireland, Italy, Japan, Jordan, Kazakhstan, Kuwait, Latvia, Liberia, Liechtenstein, Lithuania, Luxembourg, Malawi, Malaysia, Malta, Mexico, Monaco, Montenegro, Morocco, Mozambique, the Netherlands, New Zealand, Nigeria, Norway, Oman, Panama, Papua New Guinea, Peru, Poland, Portugal, Qatar, the Republic of Korea, the Republic of Moldova, Romania, Saint Kitts and Nevis, Saint Lucia, Samoa, San Marino, Saudi Arabia, Singapore, Slovakia, Slovenia, Solomon Islands, Spain, Sweden, Switzerland, the former Yugoslav Republic of Macedonia, Togo, Tonga, Tunisia, Turkey, Uganda, Ukraine, the United Arab Emirates, the United Kingdom of Great Britain and Northern Ireland, the United States of America, Uruguay, Uzbekistan, and Vanuatu), and nine against (China, Cuba, Iran (Islamic Republic of), the Lao People s Democratic Republic, Myanmar, Nicaragua, the Russian Federation, the Syrian Arab Republic, and Venezuela (Bolivarian Republic of)). AGENDA ITEM THREE Upholding the global ban against chemical weapons use 3.1 The Conference noted a statement by the Director-General (C-SS-4/DG.4, dated 26 June 2018). 3.2 The following delegations made statements under this agenda item: Bulgaria (on behalf of the European Union), Tanzania (on behalf of the African Group), Peru (on behalf of the Latin America and the Caribbean Group), Slovenia, the Czech Republic, Norway, Poland, the Russian Federation, Ukraine, Spain, the United Kingdom of Great Britain and Northern Ireland, the United States of America, Germany, Romania, Estonia, Switzerland, France, the Syrian Arab Republic, Algeria, Iraq, Malta, Portugal, Kyrgyzstan, Canada, New Zealand, Australia, Azerbaijan, Indonesia, Luxembourg, Saudi Arabia, Pakistan, Latvia, Brazil, Belgium, Peru, Italy, India, Turkey, Mexico, the Netherlands, Finland, Chile, Denmark, Guatemala, Austria, Burundi, Morocco, San Marino, Cyprus, Cuba, Bangladesh, Iceland, Japan, China, the Bolivarian Republic of Venezuela, Costa Rica, Argentina, the Islamic Republic of Iran, Lithuania, Tunisia, Albania, Sweden, Ireland, Nigeria, Eswatini, Paraguay, the Republic of Korea, and Kenya. 3.3 In accordance with paragraph 2 of C-SS-4/DEC.1, the following non-governmental organisations made statements at the public plenary meeting: CBW Events, Fritz Haber Institute of the Max Planck Society, and Green Cross International. 3.4 The United Kingdom of Great Britain and Northern Ireland, supported by Albania, Australia, Belgium, Bulgaria, Canada, Denmark, Estonia, Finland, France, Georgia, Germany, Iceland, Ireland, Japan, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, New Zealand, Norway, Poland, Portugal, the Republic of Moldova, Romania, Slovakia, Slovenia, Sweden, Turkey, and the United States of America submitted a draft decision entitled Addressing the Threat from Chemical Weapons Use (C-SS-4/DEC/CRP.1/Rev.1, dated 22 June 2018). 3.5 The Secretariat circulated a Note by the Director-General (C-SS-4/DG.1, dated 26 June 2018) on the requirements of Financial Regulation 4.9 in relation to the above-mentioned draft decision submitted by the United Kingdom of Great Britain and Northern Ireland. 3.6 Kazakhstan submitted an Amendment to Draft Decision C-SS-4/DEC/CRP.1/Rev.1, dated 22 June 2018 Addressing the Threat from Chemical Weapons Use (C-SS-4/DEC/CRP.5, dated 25 June 2018). Kazakhstan and Belarus spoke in favour of the amendment, and the United Kingdom of Great Britain and Northern Ireland and France spoke against it. Under Rule 76 of the Rules of Procedure of the Conference, the amendment was voted on. The vote led to the following result: 22 for (Algeria, Azerbaijan, Belarus, Bolivia (Plurinational State of), Cambodia, China, Cuba, Indonesia, Iran (Islamic Republic of), Kazakhstan, the Lao People s Democratic Republic, Myanmar, Nicaragua, Pakistan, the Russian Federation, South Africa, the Sudan, the Syrian Arab Republic, Tajikistan, Uzbekistan, Venezuela (Bolivarian Republic of) and Viet Nam), and 76 against (Albania, Andorra, Australia, Austria, Belgium, Bulgaria, Burundi, Canada, Chile, Colombia, the Cook Islands, Costa Rica, Côte d Ivoire, Croatia, Cyprus, the Czech Republic, Denmark, the Dominican

In light of that result, the Conference did not adopt the proposal. 3.7 Belarus submitted an Amendment to Draft Decision C-SS-4/DEC/CRP.1/Rev.1, dated 22 June 2018 Addressing the Threat from Chemical Weapons Use (C-SS-4/DEC/CRP.6, dated 25 June 2018). Belarus and the Russian Federation spoke in favour of the amendment, and the United Kingdom of Great Britain and Northern Ireland and France spoke against it. Under Rule 76 of the Rules of Procedure of the Conference, the amendment was voted on. Burundi and Venezuela (Bolivarian Republic of) spoke in favour of the amendment, and the United Kingdom of Great Britain and Northern Ireland and France spoke against it. Under Rule 76 of the Rules of Procedure of the Conference, the amendment was voted on. The Islamic Republic of Iran and the Syrian Arab Republic spoke in favour of the amendment, and the United Kingdom of Great Britain and Northern Ireland and France spoke against it. Subsequently, the Russian Federation and China withdrew the draft decision in favour of the draft decision submitted by Burundi, supported by Belarus, Iran (Islamic Republic of), Kazakhstan, Tajikistan, Uzbekistan, and Venezuela (Bolivarian Republic of) entitled Standing up to Protect and Uphold the CWC (C-SS-4/DEC/CRP.8/Rev.1, dated 26 June 2018). 3.12 The Secretariat circulated a Note by the Director-General (C-SS-4/DG.2, dated 26 June 2018) on the requirements of Financial Regulation 4.9 in relation to the above-mentioned draft decision submitted by the Russian Federation. 3.13 Burundi, supported by Belarus, Iran (Islamic Republic of), Kazakhstan, Tajikistan, Uzbekistan, and Venezuela (Bolivarian Republic of) submitted a draft decision entitled Standing up to Protect and Uphold the CWC (C-SS-4/DEC/CRP.8/Rev.1). 3.14 The Secretariat circulated a Note by the Director-General (C-SS-4/DG.3, dated 26 June 2018) on the requirements of Financial Regulation 4.9 in relation to the above-mentioned draft decision submitted by Burundi. 3.15 Under Rule 69 of the Rules of Procedure of the Conference, the draft decision submitted by the United Kingdom of Great Britain and Northern Ireland (C-SS-4/DEC/CRP.1/Rev.1) was voted on. AGENDA ITEM FOUR Adoption of the report 4.1 The report of the Credentials Committee (C-SS-4/2, dated 26 June 2018) was presented by its Chairperson, Ambassador Gladys Marithza Ruíz Sánchez de Vielman of Guatemala. In addition, Ambassador Marithza Ruíz Sánchez de Vielman reported orally that, following the close of the Credentials Committee meeting, original credentials had been received from Albania, Argentina, Azerbaijan, Botswana, Ethiopia, Georgia, the Holy See, Iran (Islamic Republic of), Japan, Kenya, Kuwait, Liechtenstein, Montenegro, Papua New Guinea, Poland, St. Kitts and Nevis, Saint Lucia, Saudi Arabia, Spain, the Syrian Arab Republic, the former Yugoslav Republic of Macedonia, Venezuela (Bolivarian Republic of) and Zimbabwe, and copies of credentials were received from Angola, Gabon, Ghana, Guinea, Guyana, Iraq, Mauritania, Namibia, and South Africa. The Conference noted this additional information and approved the report of the Credentials Committee. 4.2 The Conference considered and adopted the report of its Fourth Special Session. 5.
