E. 2006 End of Bond Review A proposal to provide a review of the 2006 Bond will be provided to CBOC members for discussion F. 2016-17 Annual Report Sub Committee A sub-committee will be established to write the 2016-17 Measure R Annual Report. G. Review of Purchase Orders and Warrants CBOC Chairman Harry Peterson will lead a discussion regarding reviewing purchase orders and warrants. The Rowland High School IOR PO Contract and Warrant will be provided by District Staff. H. CalBOC Conference CBOC who attended this year s annual CalBOC Conference on April 25, 2017 will share their experience. I. Newly Approved Bylaws Share Board approved Bylaws. V. ACTION ITEMS A. Nogales Street Rowland Heights, California 91748 Attendance Taken at 6:25 PM: Present: Ms. Natalie Moreno Mr. Nat Ornelas Mr. Harry Peterson Ms. Carla Sanchez Mr. Mike Wong Absent: Ms. Wendy Zhong CALL TO ORDER The Citizens Bond Oversight Committee Meeting of the Rowland Unified School District was called to order by Mr. Harry Peterson, at 6:25 p.m. ROLL CALL Mr. Harry Peterson called roll and took attendance of the Citizens' Bond Oversight Committee. Mr. Mike Wong and Ms. Wendy Zhong were absent. FLAG SALUTE I. APPROVAL OF AGENDA Approve Agenda of the 2006 & 2012 Citizens Bond Oversight Committee Meeting of January 26, 2017. Motion Passed: Approve Agenda. Motion by Ms. Natalie Moreno; second by Mr. Mike Wong. The vote was unanimous. II. PUBLIC COMMENTS - 5 -

A. Written Requests to Address the Committee Mr. Roy Humphries addressed the Committee and commented on the live feed to YouTube at no cost, his concerns with the CBOC, and the egregious behavior of members. III. APPROVAL OF MINUTES Approve the Minutes of the 2006 & 2012 Citizens Bond Oversight Committee of November 17, 2016. Motion Passed: Approve the Minutes of the 2006 & 2012 Citizens Bond Oversight Committee of November 17, 2016. Passed with motion by Ms. Natalie Moreno and second by Mr. Nat Ornelas. The vote was unanimous. IV. PRESENTATIONS A. Rowland High School Russ Hall from Ledesma & Meyer Construction provided an update on the Rowland High School construction project. This update was also provided at the January 10, 2017 Board of Education meeting. Russ also led a discussion on the Site Construction Phasing; a Power Point presentation was available. B. Proposed By-Law Changes Discussion was engaged regarding the proposed By-Law changes. Copies of the By-Laws (original) were provided along with sample By-Laws provided as model. RUSD Board would approve the By-Laws. V. ACTION ITEMS A. Receive financial statements for the 2006 & 2012 Measure R Bond as of December 31, 2016. Motion Passed: Approve financial statements for the 2006 & 2012 Measure R Bond as of December 31, 2016. Passed with a motion by Mr. Nat Ornelas and second by Ms. Natalie Moreno. The vote was unanimous. Mr. Alex Flores distributed information regarding the CalBOC Annual Conference on May 31, 2016. This would be a good opportunity to learn more about the role of the Citizens Bond Oversight Committee. VI. COMMITTEE/STAFF COMMENTS Mr. Nat Ornelas commented: a conclusion was not reached on what to include in the Audit. Are we moving forward or not? - 6 -

Mr. Alex Flores indicated that it is good to have a second check on closure of the budget. Seemed to have a lack of focus/direction at prior meeting. Received proposal from Auditor. REC was Nogales project due to change orders. Deeper drive into Nogales High School. Make sure we did what we said we were with the 2006 Bond. Mr. Mike Wong questioned on the Nogales High School change orders. He is requesting copies of the change orders to CBOC members. Ms. Natalie Moreno requested proposal from Auditor to come. Would also like site walks to be scheduled. Mr. Harry Peterson commented on the End of Project Review. Twenty-four campuses, did CBOC visit all school sites to review the work completed? A letter from the district certifying all was done and in good repair to be place in the annual report. Mr. Alex Flores indicated that Ms. Natalie Moreno has visited school in the past. Mr. Harry Peterson pointed out that he does not know where schools are located. Mr. Alex Flores added that there is a video posted on the RUSD webpage. Mr. Alex Flores thanked Harry for the treats and Prop 39 panel. Board approved two companies to work on Prop 39 projects and facility master plan. CalBOC conference: three members can attend. Attendees can fly up in the morning and fly back in the evening that day. Thanked CBOC for their time and effort. VII. ADJOURNMENT The Committee adjourned the Citizens Bond Oversight Committee Meeting of Thursday, January 26, 2017, at 8:10 p.m. Passed with a motion by Mr. Nat Ornelas and a second by Mr. Mike Wong.
