Explore the latest trends in forging travel documents in particular practices employed to obtain genuine travel documents under a fake identity; 2. Showcase measures that have been taken to securely identify people in the process of travel document issuance by interlinking civil registries with travel document issuance systems to prevent identity fraud; 3. Enhance the role of the OSCE in its efforts to link travel document issuing systems to civil registry systems. 10

Secure civil registration systems and documents are central in the travel document issuance process; 2. Civil registry systems are gaining international significance and determine the level of trust in a country s travel document; 3. Civil registry upgrades need to go in parallel with travel document upgrades; 11

The IC needs to continue dialogue on the possibility of developing assistance related to the establishment and validation of identity during travel document issuance; 5. Border control officers need to remain central to travel document inspection; 6. The variety and number of security features on current travel documents are a double-edged sword for border control. 12
Expert Roundtable on Addressing the Link between Travel Document Security and Population Registration/Civil Registration Documents and Processes RECOMMENDATIONS 1. OSCE to look at TDS in a more holistic and crossdimensional manner with ATU s expertise in TDS and ODIHR s expertise in freedom of movement and population registration; 2. OSCE to use its observer status in the ICAO NTWG and ICBWG and actively partake, complement and support relevant work related to identification management based on its expertise in TDS and Civil Registration and also to promote the work of ICAO WGs in the OSCE area; 13

OSCE to consider follow-up activities complementing pertinent efforts by the ICAO WGs: Take stock of current efforts to strengthen and standardize aspects related to civil registration which could further enhance global initiatives on evidence of identity; Develop a compendium of best practices on effectively linking the most common civil registration systems with travel document issuance systems. 14

OSCE to use its platform and forum for dialogue to facilitate exchange of information on the issue of travel documents issued to fraudsters on the base of forged breeder documents or other weaknesses in the civil registry process thereby providing experts a better picture of the extent of the problem; 5. OSCE to assist border control officials with getting judicial procedures started when faced with imposters or individuals travelling under a fake identity. 15
