ACTION: APPROVAL, CREATION, AND PROMULGATION OF THE LIST OF ELIGIBLES RESULTING FROM THE ACCOUNT SPECIALIST EXAM 7.10 Charla Freckmann, Human Resources Manager, presented the staff report. Ms. Freckmann reported that an exam for the Account Specialist classification was conducted on March 12, 2018. The list of eligibles resulting from the exam was distributed to the Personnel Committee and to the public. Ms. Freckmann recommended that the Personnel Committee approve, create and promulgate the list of eligibles resulting from the Account Specialist exam. ITEM NO. 2. ACTION: AUTHORIZATION TO HOLD AN OPEN RECRUITMENT FOR THE PROGRAMS MANAGER CLASSIFICATION 6.16 Charla Freckmann presented the staff report. Ms. Freckmann reported that current Programs Manager plans to retire in August 2018 and that her retirement will create a vacancy in the Programs Manager classification. Christine Gouig, Executive Director, reported that the current Programs Manager manages the largest department in the agency and the administration of HACA s largest program, the Section 8 Housing Choice Voucher Program. She indicated that for these reasons, this particular recruitment will require planning in advance of the incumbent s actual retirement date. Ms. Freckmann recommended that the Personnel Committee authorize an open recruitment for the Programs Manager classification so that the process can be initiated when HACA is ready to recruit for this classification. Recommendation: Authorize an open recruitment for the Programs Manager classification in accordance with HACA Personnel Rule 6.16. Commission Discussion: Chairperson Peixoto and Ms. Gouig discussed the role of the Programs Manager. Commissioner Steiner asked if staff is considering any restructuring and Ms. Gouig indicated that all options will be explored. Commissioner Steiner asked if any current employees will apply for this position and Ms. Gouig said that she didn t know. Recommendation: Authorize an open recruitment for the Programs Manager classification. Motion/Second: Steiner/Peixoto. Ayes: All. Motion passed. APPROVED AS RECOMMENDED. ITEM NO. 1. ACTION: APPROVAL, CREATION, AND PROMULGATION OF THE LIST OF ELIGIBLES RESULTING FROM THE ADMINISTRATIVE CLERK EXAM 7.10 On April 10, 2018, the Housing Authority conducted an exam for the Administrative Clerk classification. Ten candidates were invited to the interview. The exam process included an interview panel and a written exercise. The recommended eligibility list will be distributed at your meeting. The names on the list are those who achieved an overall passing score. ITEM NO. 2. INFORMATION: PERSONNEL COMMITTEE ADVISED OF THE INTENT TO LIMIT THE NUMBER OF QUALIFIED APPLICANTS WHO GAIN ENTRY INTO THE HOUSING PROGRAMS MANAGER EXAM 6.10 Staff anticipates receiving more applicants who meet the minimum qualifications for the Housing Programs Manager exam than we are able to test. Personnel Rule 6.10 provides that staff should advise the Personnel Committee whenever the number of qualified applicants who gain entry to an exam is limited. Staff will devise screening criteria and use a rating system to make sure that the most qualified applicants gain entry to these exams. The recruiting announcements will advise applicants of this process. No Personnel Committee action is required for this item. Staff meant to include this item on last month s agenda when your Committee authorized recruitment for the position but inadvertently omitted it. 6
