The Secretariat reserves the right t take disciplinary actin against delegates wh have breached these rules. Delegate are expected t maintain decrum at all times during cmmittee sessins. Pwers f the Dias The Dias reserves the right t suspend r mdify the Rules f Prcedure at any pint fr the betterment f debate. The Dias reserves the right t exercise its discretin t entertain, ignre, r verturn mtins fr the betterment f debate. Yielding At the end f every speech, during pen debate, delegates are required t yield their time. Delegates may yield their time t ne f the fllwing: The Yielding t the returns the right f speech back t the, and ends the delegate s speech. Pints f Infrmatin (POIs) Yielding t POIs pens a delegate up t questins frm ther delegates in the cmmittee. The number f POIs entertained will be determined by the Dias depending upn hw much time a delegate has left. Anther delegate Yielding t anther delegate allws the riginal delegate t call upn anther delegate t speak fr the remainder f the time. Yield t POIs r anther delegate will nt be if there is t little time remaining. 3

(i.e. a delegate wh was yielded t yielding t anther delegate) Cmmittee Dynamics Rll Call Cmmittee sessins will begin with a rll call where delegates are t raise their placards and state whether they are present r present and vting when their delegatin is called by the. Delegates wh state they are present have relinquished their vting rights and are nt allwed t vte n substantive matters. Opening Speeches Opening speeches are mandatry speeches made at the cmmencement f debate n each tpic area. Delegatins will be recgnised t speak in alphabetical rder, with each speech lasting n mre than 90 secnds. Delegates are t yield their time back t the at the end f their speech. General Debate General debate will cmmence after pening speeches have elapsed with the pening f the General Speakers List (GSL). Delegates wishing t speak can be added t the GSL by raising their placards when the calls fr speakers, r by writing in t the Dias in nte frm. The will recgnise delegates t speak in the rder as stated by the GSL. Delegates will have 90 secnds t deliver their speech. When the GSL expires, the will call fr pints r mtins, and shuld there be nne, fr mre speakers t be added t the GSL. Caucusing Shuld delegates feel a need t narrw the scpe f debate, they may raise f mtin fr a mderated r unmderated caucus. Mderated Caucuses Clsed debate n a specified tpic within a predetermined time limit and speaking time. Mderated caucuses serve t narrw the scpe f debate and facilitate mre fcused debate n pertinent subtpics f the issue. Yielding is nt during mderated caucuses as it is clsed debate. 4

Mderated caucuses may be a maximum f 20 minutes, and a maximum extensin f 10 minutes may be allwed. Unmderated Caucuses Infrmal debate fr a predetermined perid f time where delegates are allwed t mve arund and engage directly with ther delegates. Unmderated caucuses serve as an effective platfrm t discuss issues in an infrmal setting, wrk n draft reslutins, and garner supprt. Unmderated caucuses may be a maximum f 15 minutes, and a maximum extensin f 10 minutes may be allwed. Refer t the Pints and Mtins sectin fr mre details regarding these mtins. Wrking Papers and Draft Reslutins Wrking Papers Wrking papers serve t aid in cmmittee discussins, prviding viewpints and ideas cnducive t discussin, as well as t present ptential slutins t the tpics being discussed. While there is n fixed frmat fr wrking papers, delegates are t indicate the name(s) f the submitter(s) at the tp f the dcument. Wrking papers d nt require signatries. T intrduce a wrking paper, they must be first submitted t the Dias fr vetting and apprval. N wrking papers may be circulated t the cmmittee befre being apprved by the Dias. After it has been apprved by the Dias, the submitter f the Wrking Paper may intrduce it thrugh a mtin. Refer t the Pints and Mtins sectin fr mre details. After a mtin t intrduce a wrking paper has been passed, the submitter f the Wrking Paper will be recgnised t read it ut, after which delegates may discuss it. Draft Reslutins Draft reslutins are the cmbined effrts f members in the cmmittee in drafting slutins t the issue being debated. It shuld be written as a single sentence, and cmprises f tw sectins: preambulatry clauses and perative clauses. Preambulatry clauses are descriptive and seek t explain the purpse and intent f the draft reslutin as a premise fr the perative clauses t fllw. Each clause begins with an italicised verb in cntinuus tense, and ends with a cmma. 5

Operative clauses are actins taken by the cmmittee, cnstituting slutins t be put frth. They are t be numbered and start with an underlined verb in present tense, and ends with a semi-cln (;), except fr the final clause, which ends with a full-stp (.). Refer t the Appendix fr a list f perambulatry and perative phrases Draft reslutins require 1 main submitter, 1-5 c-submitters, and at least 20% f the cmmittee as signatries. Draft Reslutins must be submitted t the Dias fr apprval befre being disseminated t the cmmittee. They may nt be circulated withut the prir apprval f the Dias. After it has been apprved by the Dias, the submitter f the Draft Reslutin may intrduce it thrugh a mtin. Refer t the Pints and Mtins sectin fr mre details. After a mtin t intrduce the Draft Reslutin has been passed, the main submitter will be recgnised t read ut the perative clauses f Draft Reslutin, after which they will be granted a 3 minute speech t intrduce it. After the main submitter has made his/her speech, the cuncil will mve int clsed debate n the Draft Reslutin where the will call fr speakers t make speeches FOR and AGAINST the reslutin. These speeches will be 90 secnds lng, and yielding is nt as it is clsed debate. After clsed debate has elapsed, the cmmittee will revert back t the GSL and the Draft Reslutin will be assigned a number (e.g. Draft Reslutin 1.1) where mre Draft Reslutins may be intrduced t be debated simultaneusly. Delegates may raise mderated caucuses t discuss specific Draft Reslutins. Amendments Friendly Amendments Friendly amendments can be submitted by either the main r c-submitters f the Draft Reslutin, but must be agreed upn by all submitters. After being apprved by the Dias, they may be intrduced by a mtin. After the mtin has been passed, the amendment will be read ut and autmatically adpted. Unfriendly Amendments Unfriendly amendments can be submitted by any delegate wh is nt a submitter f the Draft Reslutin. They require at least 5 signatries t be accepted by the Dias. 6

After being apprved by the Dias, they may be intrduced by a mtin. After the mtin has been passed, the submitter f the amendment will be recgnised t read ut the amendment. After the submitter has made his/her speech, the will set a stipulated duratin and number f speakers FOR the amendment. The submitter f the unfriendly amendment will be allwed t take the flr first. Once time fr debate FOR the unfriendly amendment has elapsed, the cmmittee will mve int time AGAINST the amendment as stipulated by the. Once time AGAINST the amendment has elapsed, the cmmittee will mve int pen debate n the unfriendly amendment as a whle. When pen debate has elapsed, the will lk favurably n a mtin t mve int direct vting prcedure n the amendment. If the unfriendly amendment passes, it is adpted int the reslutin. If it fails, it is tabled and the cmmittee reverts back t the GSL. Vting Prcedures Prcedural Vting Prcedural vtes are vtes taken n prcedural mtins such as thse fr caucuses, r the intrductin f a wrking paper r draft reslutin. These require a 50% majrity t pass, and. Substantive Vting Substantive vtes are vtes taken n substantive matters such as the passing f an unfriendly amendment r draft reslutin. These require a tw-third majrity t pass, and abstentins are. These vting rules d nt apply t the United Natins Security Cuncil (UNSC), where a vte by any f the Permanent Members against the Draft Reslutin is cnsidered a vet, causing it t autmatically fail. 7
