As the latest set of SIS and SIRENE statistics is available, the Working Party for Schengen Matters (SIS/SIRENE) should take note of the comprehensive statistical progress report concerning the SIS. It is important not only to highlight the considerable success brought about through Schengen cooperation but also to indicate the significant increase of the workload of the SIRENE Bureaux resulting directly from this success. Delegations are invited to take note of the statistical report set out below, the positive achievements of the SIS and SIRENE Bureaux and monitor the impact of the continuous increase in SIS alerts and hits and the ability of SIRENE staff to handle the related workload. 1 See Council conclusions as set out in 8107/09 JAI 182 SIRIS 50 COMIX 264. 11970/12 SC/ml 1

SIS and SIRENE statistics 2012 Introduction This document, which is to be provided to the Council (Justice and Home Affairs) on an annual basis, sets out headline figures on hits achieved in the SIS and on alerts stored in the SIS. The figures highlight the contribution of the SIS, including the SIRENE cooperation, to the protection of an area without internal border controls. In order to provide full and up-to-date statistics, guidelines to collect data for the SIS and SIRENE statistics were prepared by the Working Party for Schengen Matters (SIS/SIRENE) and endorsed by COREPER in December 2010 (17436/10 SIRIS 178 COMIX 811). These guidelines served as a basis for the elaboration of this document. It is important to note that the counting methodology ensures that the figures reflect those cases in which success was gained entirely and solely through sharing of information between Member States (statistics on hits achieved in Member States on alerts issued by other Member States provide the most comprehensive and reliable picture). There are some figures which might require closer attention. The total of hits in the SIS was 108951 in 2012, meaning an overall increase by 19.3% compared to. This figure represents 512% evolution compared to the figure of 1997 when hits were first counted. The number of hits on the basis of alerts on arrest for extradition purposes and observation for prosecuting criminal offences or preventing threats to public security raised from 2010 to, respectively, by 41% and 50% which shows much more extensive use of the SIS and more involvement of the SIRENE Bureaux in this type of alert. The total of in the SIS reached 42 million by which means an increase by 18% compared to 2010. A significant increase of the number of alerts stored in the SIS can be observed regarding alerts concerning banknotes (100% in comparison with 2010) and Issued Documents (around 20% increase from 2010). Concerning only alerts on Wanted Persons, noteworthy is the significant increase observed on alerts for arrest for the purposes of surrender or extradition (10.20%) and alerts on missing minor (12.68%). 11970/12 SC/ml 2

Table 2 and chart 2 show the cumulative totals of hits across all the Member States since the start of collation of hit statistics in 1997. Table 3 and chart 3 show the amount of "hits" generated in the high profile areas of use of the SIS by the actions of law enforcement staff. These hits are subsequently processed by the SIRENE Bureaux in the Member States, which undertake cross-border cooperation, ation and the necessary exchanges of supplementary information. Tables 4 and 5 set out the background figures on alerts stored in the SIS. The figures include alerts which are added, deleted or have expired and therefore show genuine growth or reduction. This is shown in both absolute figures and by percentage variation from the previous year.
