Background In accordance with Commission Decision No. (D.) 97-12-088, in OIR 97-04-011/OII 97-04-012, Appendix A, Rule VI.B, as modified by D.98-08-035, SoCalGas is required to notify the Commission of the creation of any new affiliate addressed by these Rules. Accordingly, SoCalGas is hereby notifying the Commission of the formation of affiliates as shown on the enclosed Attachment A. D.97-12-088, as subsequently modified by various decisions, adopted rules governing the relationship between California s natural gas local distribution companies and electric utilities and certain of their affiliates. For the purposes of a gas utility, the Rules apply to all utility transactions with affiliates engaging in the provision of a product that uses gas or the provision of services that relate to the use of gas. However, regardless of the foregoing, where explicitly provided, the Rules also apply to a utility s parent holding company and to all of its affiliates, whether or not they engage in the provision of a product that uses gas or electricity or the provision of services that relate to the use of gas or electricity. 1 No unusual or unique circumstances exist that would require affiliate transaction rule implementation measures for these affiliates beyond those already identified 1 In accordance with D.06-12-029, only certain Rules apply to holding companies that are not engaged in the provision of gas- or electricity-related products and/or services.
Advice No. 5250-2 - January 31, 2018 by the utility. Therefore, SoCalGas will apply the provisions of its 2017 Compliance Plan Advice No. 5157 to all transactions with these affiliates. If the Commission modifies or requires the modification of Advice No. 5157 SoCalGas will apply all such changes, or the provisions of such amended plans, to the affiliates included herein. This filing will not increase or decrease any rate or charge, conflict with any schedules or rules, or cause the withdrawal of service. Protest Anyone may protest this Advice Letter to the Commission. The protest must state the grounds upon which it is based, including such items as financial and service impact, and should be submitted expeditiously. The protest must be made in writing and must be received within 20 days of the date on this Advice Letter, which is February 20, 2018. There is no restriction on who may file a protest.
