Background MLIT and MIC began to use the etendering system in 2001 according to the ejapan strategy. TBT (Technical Barriers to Trade) Agreement EDI international standards UN/EDIFACT,(ANSI X12(US),CII Japan ) UN/CEFACT Barcelona meeting March, e-tendering ebxml standards project Barcelona meeting ends up with the decision to launch the etendering ebxml standards project as a first «intersectorial project»: the launching date will be in September 2002, in the newly established UN/CEFACT Forum.

Background UN/CEFACT? ISO? UN/CEFACT(Center for Trade Facilitation and Electronic Business) Forum UN/CEFACT is a standard body of UN/EDIFACT (International standard of EDI). History of Development At Geneva on September, 2002 The Forum started from the elections of each group chair. We started this project at the Geneva meeting. We didn t know the work flow to get a stamp as a standard. F2F meeting Forum & Interim meeting

History of Development New organization & New technology It was unprecedented way of development of standards. The Japanese construction delegation proposed a first draft (using UMM methodology) describing the business processes and the first electronic flows. There are some differences between nations in procuring process The biggest one was the BoQ. Asia and EU Korean delegation (PPS) is a good partner with us (Japanese delegation) We (TGB6) are collaborating with CEN (European Committee for Standardization).

It has bee revised according to CCL06B XML Schema XML schema has been audited successfully by ICG in March, 2008.

Standardization War epp (e-procurement in Public sector) Hosted by UN/CEFACT TBG19 They competed against us. Finally, they decided to use our standards. BII (Business Interoperability Interfaces for Public procurement in Europe) Hosted by CEN They are collaborating with us. Their representative has been a member of our etendering project. Now BII becomes PEPPOL (Pan European Public Procurement on-line) enotification Hosted by UN/CEFACT TBG19 Led by publications office of European Commission They are still competing against us. In the other hand, the gap analysis has been made by enotification project team.

Real Implementation Virtual Implementation By Japan, Korea, India Real Implementation in 2008 by France Change Requests Maintenance Phase Organization Procedure Promotion video of etendering

The other projects in TGB6 Project Schedule and Cost Performance Management PMS EDI Led by US DoD (DCMA) and Boeing Contract Financial Execution Management Process after Tendering (Contract, Progress report, Invoice ) Led by France

The mission of the Asian countries for the International standards The construction industry didn't show a spark of interest in the international standards. In the European countries, there are no borders for the economical activities. Now, US and EU recognize the Asia as a important partner. It s time to think and act as internationally for the Asian countries.

Thank you for your attention!
