Armenian Red Cross Population Movement Project 1. Background 1.1. Context The breakdown of the Soviet Union ushered in an era of fresh challenges for a new independent republic of Armenia including the collapse of economy, as well as social and health care, widespread poverty, military conflict, instability and massive displacement. Statistically 1, there are about 192,000 internally displaced persons (IDPs) who had to leave their homes of origin due to the cross-border conflict, earthquakes, floods or landslides. In addition, there are 311,000 refugees 2 from the conflict with Azerbaijan over Nagorno-Karabakh. According to the Government of Armenia, 20 per cent of the refugees live in temporary shelters and 70 per cent are unemployed. Armenia also faces a mass outflow of workforce to other countries in hope to get better living and working opportunities. Most of the emigrants now live in Russian Federation, but the emigration trends show increasing percentage of emigration to Western Europe and the USA. Between 1991 and 2001, 800,000 people emigrated from the country, of which 64,000 received status of refugees. Human trafficking is another issue that raises concerns. Although there are no official statistics, the International Organisation for Migration estimates 500 people were trafficked between 2000 and 2001 from the city of Gyumry alone. At the same time, increasing number of foreign citizens from Iran, Pakistan, Somalia and Sudan seek asylum in Armenia and are in need of help. In 1999 2001, the State Department for Migration and Refugees registered 34 applications of which seven were granted a refugee status. In 2002 there were over 20 applications, while in the first quarter of 2003, 14 people applied for a refugee status. Although the number of asylum seekers in Armenia remains low, it is expected to increase, especially in the view of increasingly volatile security and complex political situation in the region. Armenia does not have an active public policy on trafficking. In 2002, the US State Department included it in the list of countries that do not adequately combat this problem. Since then, the Government has been making efforts to improve the situation, however, much more remains to be done, particularly on prevention and raising public awareness. In 1999, the Government developed refugee status determination procedures and established a department for migration and refugees. Special attention is required to help asylum seekers and newly recognized refugees integrate and naturalise. Due to complicated socio-economic situation in the country and limited financial resources of the Government, the role of the Red Cross in providing assistance to asylum seekers and newly recognized refugees has significantly increased. It is the only organisation today in Armenia helping this vulnerable group providing basic support such as food and hygienic materials as an implementing partner of the UNHCR, the main agency coordinating support for refugees. In recent years, the Red Cross initiated new activities. In 2002, its youth volunteers visited lone elderly refugees from Nagorno-Karabakh conflict and provided them with food, clothes and psycho-social support. 1 Source: Government of Armenia 2 Source: Government of Armenia Page 3
The Red Cross is a member of the UN coordination group on counter-trafficking. It has been raising public awareness on illegal trafficking among general public. Additionally, it has been helping asylum seekers and new refugees with food and hygiene supplies in cooperation with the UNHCR. The Red Cross maintains a good contact with the Government of Armenia, the UN, non-governmental organisations and mass media. Its systems and capacities, however, need to be developed. The current appeal, in line with the decisions of the Federation s European Conference in Berlin, aims to assist the National Society to strengthen its capacities to provide improved services to displaced people, as well as, advocate for their well-being. 1.2. Monitoring and evaluation Monitoring of the project will be carried out through: analysis of quarterly reports from Red Cross population movement coordinator. field visits by project managers, population movement coordinator and Federation representatives. A mid-term evaluation will be conducted by a joint Armenian Red Cross and Federation team to assess the progress, identify main constraints and find solutions to ensure project objectives are met. In addition, the end project evaluation will be carried out to investigate to what extent the expected results have been met. Findings of the evaluation will constitute the basis for future planning.
