CITY OF COWANSVILLE COUNCIL MINUTES SUMMARY A summary of the minutes of a Council Meeting of the City of Cowansville. This document is a summary of the official Council minutes which are prepared in French. Please refer to those minutes for complete details. A meeting of Council was held on May 6, 2014. A quorum of Councillors made up of Councillors Corrine Labbé, Lucille Robert, Marie-France Beaudry, Sylvie Beauregard, Michel Charbonneau and Yvon Pepin was present under the chairmanship of Mayor Arthur Fauteux and in the presence of senior staff, Me. Sandra Ruel, City Clerk, Ms. Josée Tassé, CGA Treasurer and Claude Lalonde, Eng., Director General. OPENING OF THE MEETING The Mayor declared that a quorum was present and opened the meeting. ADOPTION OF THE AGENDA The agenda was adopted with the following additions: - Professional services - water works system - Material control - reconstruction of rue Principale QUESTION PERIOD A first question period was held as required by law.
ADOPTION OF MINUTES Council adopted the minutes of the meetings of April 1 and 23, 2014 as circulated. SUPPLEMENTARY BUDGET MUNICIPAL HOUSING OFFICE Council approved the supplementary budget of the Municipal Housing Office as contained in the report of the SHQ and fixed its portion of this expenditure at 10% thereof or $700.00. FINANCIAL ASSISTANCE Council approved the following: - A grant in the amount of $1000.00 to the Junior AA hockey team, the Nordiks, to allow them to take part in the Dodge Cup. - A grant in the amount of $25,000.00 for the holding of the Air Show at the Rolland Désourdy Airport on August 15-17, 2014. - The holding of a fundraising road closure on May 31, 2014 on behalf of the Mira foundation. - A grant in the amount of $500.00 to the Granby CÉGEP which will be given as a bursaries in the amount of $250.00 to two students graduating from the Nursing programme. - An expenditure in the amount of $1,451.94 to allow participation in the following municipal golf tournaments: o Mayor s Foundation, City of Bromont May 27, 2014 (2 tickets) o Cowansville and Region Chamber of Commerce May 28, 2014 (2 tickets) o BMP Classic June 18, 2014 (2 tickets) o The Friends of Massey-Vanier June 25, 2014 (2 tickets 1 dinner). - A grant in the amount of $ 1000.00 to Auto-Expo Cowansville to support the 13 th edition of their event which will take place on June 7, 2014. - An expenditure in the amount of $10,633.25 to allow Council members to attend the annual meeting of the UMQ to be held on May 21-24, 2014. - A grant in the form of a sponsorship in the amount of $ 3000.00 to the Club de Golf de Cowansville to support the festivities surrounding the club s 50 th anniversary.
- The purchase of 5 tickets at a cost of $300.00 for the dinner theatre at Théatre des Tournesols to be held on June 27, 2014. ELIMINATION OF DOOR-TO-DOOR DELIVERY BY CANADA POST Council resolved the write to the Minister responsible for Canada Post advising her that Cowansville wishes that door to door delivery of mail be maintained and that the population should be consulted prior to Canada Post being allowed to make any major change to postal services. SUPPORT DAY OF THE HONEY BEE Council proclaimed that henceforth May 29 shall be known as the Day of the Honey Bee. STAFFING MATTERS Council approved the termination of employment of employee no. 46 effective April 30, 2014. Council approved the hiring of Wiem Frika as Taxation collection and accounting techncian in the Taxation department during the absence of the current holder of that position. BY-LAWS AND NOTICES OF MOTION Council adopted By-law 1806 amending By-Law 1501, the zoning by-law to add uses C31 (professional services - professional offices) c32 (professional services hair stylist and esthetician) and C 54 (education activities) to industrial zone Id-2. The following Notices of Motion were given: - For By-law 1807; a by-law establishing a revitalization programme for work contemplated on the façade of residential buildings on a portion of rue du Sud. - For By-law 1808; to repeal By-Law 1731 which regulates speeds on City streets. A copy of each of these by-laws was given to members of Council and reading thereof was dispensed with.
ARCHITECTURAL IMPLEMENTATION AND INTEGRATION PROGRAMMES (PIIA) Pursuant to consideration by the City Planning Committee (CCU), Council approved the following Architectural Implementation and Integration Programmes: - At 214 rue Prinicpale, to permit the enlargement of the parking area at the rear of the building by adding 5 parking stalls. - At 108 Guillotte, to permit the construction of a one storey single family unit with attached garage, according to the details set out in the minutes; - At 421-423 de la Rivière, to reconstruct the façade of the building according to the details set out in the minutes; - At 67 Pine, to permit the construction of a two storey single family unit with garage, according to the details set out in the minutes; - At 408 rue du Sud, to permit the installation of a Familiprix sign on the rear of the building. - At 111 J-J Bertrand, to permit the redesign of the access and parking for the eventual construction of a gas station and convenience store. - At 529 rue du Sud, to permit the installation of an electronic sign. Pursuant to consideration by the City Planning Committee (CCU), Council approved the following Architectural Implementation and Integration Programmes under the Street revitalization Programme for portions of rue de la Rivière: - At 393 rue de la Rivière, to permit the construction of the entrance as is more completely set out in the minutes of the meeting. - At 204 rue de la Rivière, to permit the enlargement of the façade according to the detailed plan set out in the minutes. Pursuant to consideration by the City Planning Committee (CCU), Council approved the following minor zoning variation; - At 111 Mackinnon, to permit the construction of a terrace and a shed at 0 metres from the boundary line contrary to the 1 metre requirement.
SIGNING OF AGREEMENT PARTICIPATION IN THE PerLE PROGRAMME The PerLE programme is an interactive web service developed by Industry Canada to generate lists of permits, licenses and certificates of authorization required by the various levels of government. Council authorized the signing of an agreement with the Minister to participate in this programme. PERMIT REQUEST - PESTICIDE LAW Council authorized the Director of Leisure and Community Life to apply on behalf of the City to the MDDEFP for a permit to allow the City to use pesticides pursuant to the applicable legislation. Pursuant to the call for tenders for the provision of services for the operation and supervision of the water purification system, Council awarded a contract in the amount of $1, 171,328.74 to SIMO MANAGEMENT INC., the lowest conforming bidder. MATERIAL CONTROL RECONSTRUCTION OF RUE PRINCIPALE Council awarded a contract in the amount of $58,544.12 to GROUPE QUALITAS INC., the lowest conforming bidder, for the supervision and control of the material used in the reconstruction of rue Principale.
