1 PROCEEDINGS OF THE GOVERNMENT OF KARNATAKA Sub: Ref: Establishment of Information Centers to create awareness of the Schemes and Programmes of Minorities development in the State. 1. New Scheme declared in para 301 of Budget speech for 2013-14. 2. As per discussions with the Hon ble Minister for Minority Welfare, Haj & Waqf on 03-09-2013. PREAMBLE: The Minority Welfare, Haj & Waqf Department, Karnataka State Waqf Board, Karnataka Minorities Development Corporation, Karnataka State Haj Committee, Karnataka State Minorities Commission, Karnataka Urdu Academy, Government of India and other related Departments of the State and the NGO s are implementing various Schemes and programmes for the inclusive development of Socially, Educationally and Economically backward Muslim Community in the State. Due to inadequate publicity, the benefits extended under these Schemes have not reached to the needy beneficiaries. There is therefore a need to establish an Information Centre in every District headquarter, a separate Information Center in the office of the Directorate of Minorities and to conduct periodical workshops in the Taluk headquarters to create awareness and disseminate the information and to provide prescribed forms etc to the beneficiaries. Hence, the following order. Government Order No. MWD 400 MDS 2013, Dated: 07-09-2013 After careful examination of the proposal, Government are pleased to establish an Information Centre in every District headquarter, a Nodal Information Center in the office of the Directorate of Minorities and to conduct periodical workshops in the Taluk headquarters to create awareness and disseminate the information and to provide prescribed forms etc to the beneficiaries subject to the following conditions:- a) The Directorate of Minorities to initiate necessary action to indentify the places for establishment of Information Centers in the office of the Directorate of Minorities and in the District headquarters of the State. b) There shall be a Library in every Information Centre having literature regarding, constitutional and statutory safeguards and inclusive development of Minorities and the related periodicals.

2 c) The data and prescribed forms relating to the Schemes and programmes implemented by the Minority Welfare, Haj & Waqf Department, Karnataka State Waqf Board, Karnataka Minorities Development Corporation, Karnataka State Haj Committee, Karnataka State Minorities Commission, Karnataka Urdu Academy, Government of India and other related Departments of the State and the NGO s shall be made available in the Information Centers. d) The Director, Directorate of Minorities to initiate action to create necessary facilities such as, well furnished Training hall, awareness material/advertisement material with other paraphernalia s to conduct the seminars and training programmes. e) The State level Nodal Information Centre established in the Directorate of Minorities shall collect the data, update intermittently from all the related Departments and Organizations and provide to all the District Information Centers in the State. f) The Information Centers at State and District level may be established in the State/District Offices. In case no space is available such centers be established in the rented buildings. g) The Director, Directorate of Minorities to initiate action to construct Minorities Complex in every District headquarter on the lines of Hostel sites of in a phased manner at the cost of Rs. 1.00 Crore. h) There shall be a Coordinating Officer to process information, one junior programmer, one Data Entry Operator and one Group-D official appointed by the Director on contract basis. i) There shall be a one Data Entry Operator and one Group-D official in every District Information Office appointed by the Director on contract basis. j) The State level Nodal Information Centre shall have Computer, UPS, Printer, Internet connectivity and the furniture for the use of personnel and the general public. k) A monthly salary of Rs. 25,000/- to the Coordinating Officer in the Nodal Information Centre, Rs. 20,000/- to the Junior programmer, Rs. 15,000/- to the data entry operator, Rs. 10,000/- to the Group-D official and Rs. 5,00,000/- for purchase of Computer, Furniture, UPS, Printer, Scanner etc and not exceeding Rs. 25,000/- per month for rental building and Rs. 10,000/- per month for purchase of books, periodicals, daily news papers and for contingencies.

3 l) A monthly salary of Rs. 12,000/- to the Data Entry Operator, Rs. 8,000/- to the Group-D official in the District Information Centre. Rs. 3,00,000/- for purchase of Computer and Furniture, Rs. 5,000/- per month for building rent and Rs. 10,000/- per month for purchase of books, periodicals, daily newspapers to the Library, contingencies and to conduct workshops and seminars at Taluk level. m) The overall supervision and the Scheme shall be implemented by the Directorate of Minorities. The expenditure shall be debited to the Head of Account 2250-00-102-5-02-059 other expenditures. Necessary approval has been accorded in the single window meeting held on 31-08-2013 under the chairmanship of Additional Chief Secretary to Government. This order is issued with the concurrence of the Finance Department vide there Note bearing No. DE 616 ªÉZÀÑ-3/13, dated: 31-08-2013. Govt. Order read at S.No (2) above has been issued to establish the Minorities Information Centres in each District of the State to create the awareness of schemes relating to Minorities Welfare. In the Proceedings read at S.No (3) above the Hon ble Minister for Minority Welfare Waqf & Municipal Administration has directed to name these Minorities Information Centres as Moulana Azad Minorities Bhavan. The Director, Directorate of Minorities in the proposals read at Sl No (4) above has proposed accordingly. Hence the following order. Government Order No. MWD 271 MDS 2014, Bangalore, Dated:01.08.2014 After care full examination of the proposal Government is pleased to order to construct in every District an Administrative Complex for the District Officers of Directorate of Minorities, KMDC, Karnataka State Board of Auqaf and Karnataka State Haj Committee at the cost of Rs 1.00 crore naming it as Moulana Azad Minorities Bhavan to create awareness of Schemes amongst the minorities.
