Better integration through better cooperation 21 Recidivism can be reduced if...resocialisation is understood as the task of several institutions....these institutions see themselves as a part of an overall concept and make their information available to one another....procedures are synchronized at the interface of these institutions....interventions are planned, conceived and carried out across interfaces....society takes on responsibility as well.

Better integration through better cooperation 22 Therefore, a good prison system is one...where resocialisation is seen not in isolation, but rather as the task of many different institutions....where information is used and made available across interfaces....which takes account of external procedures and seeks to synchronise with these.....where interventions begun outside prison walls are continued and vice versa....where society is also involved in the reintegration process.

Conclusions Rules at the interface between prison and liberty 25 introduced a system which has binding rules for the procedure at the interface between prison and liberty (and thereby significantly reduces interruptions). Conclusions 26 For these reasons, we have......merged the organisation of prisons and social services of the justice system (and thus reducing hierarchies and streamlining channels of communication)....introduced uniform standards (and thus quality criteria) in prisons and social services throughout the Land....introduced a system with InStar which has binding rules for the procedure at the interface between prison and liberty (and thereby significantly reduces interruptions)....initiated mutual internships and joint advanced training measures for probation officers and prison staff (thereby fostering the common understanding as an overall institution)....redesigned treatment and educational measures so that they may be used in both parts of the system (and are thus more effective)....involved more private responsible agencies and volunteers (thus imposing more responsibility upon the community).
