Photo: Peou Kim Chanrath Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, presided over this morning the inauguration ceremony of Kirirom-III Hydro Power Plant in the coastal province of Koh Kong. Located in Preah Ang Keo village, Dang Peng commune, Sre Ambel district, some 160 kilometers southwest of Phnom Penh capital city, the construction project of the hydro power plant was carried out by CETIC International Hydropower Development, a Chinese developer under a contract of 30-year Build-Operate-Transfer (BOT) with an investment capital of US$47.10 million, H.E. Suy Sem, Minister of Industry, Mines and Energy said. At the inauguration ceremony, the Cambodian premier said it is one of the major achievements of the infrastructure sector in Cambodia. The Kingdom has so far generated only over 200 megawatts of electricity power from different hydro power plants, including Kamchay with 193 megawatts, Kirirom III 18 megawatts and Kirirom I 12 megawatts, Samdech Techo Hun Sen pointed out. The country is expected to put into use the 120-megawatt Tatay Hydro Power Plant this year, the 338- megawatt Russey Chrum Krom Hydro Power Plant, the 249-megawatt Atay Hydro Power Plant and a 100-megawatt coal power plant in 2014, he added. page 3

Germany Provides US$1.5 Million for Mine Clearance in Cambodia February 14, 2013 The Government of Germany has agreed to provide some US$1.5 million to support mine clearance operations in two northwestern provinces of Cambodia in 2013. The grant agreement was signed here on Wednesday by H.E. Prak Sokhonn, Vice-President of Cambodian Mine Action and Victim Assistance Authority and H.E. Wolfgang Moser, Ambassador of the Federal Republic of Germany to Cambodia under the presidency of H.E. Sok An, Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers. H.E. Prak Sokhonn said this financial aid will be used to support the Humanitarian Demining in Siem Reap and Oddar Meanchey Provinces Project for 2013. With this assistance, he added, Cambodian Mine Action Center (CMAC) will be able to clear some 920 hectares of landmines for about 950 households in the two provinces. According to H.E. Prak Sokhonn, since 1999, Germany has provided over US$15 million to Cambodia to support mine clearance operations. H.E. Wolfgang Moser said Germany is proud to contribute to the mine clearance operations in Cambodia. The grant resulted from the good friendship and cooperation between Cambodia and Germany, he stressed. For his part, Cambodian DPM H.E. Sok An expressed the royal government s particular attention on landmine and UXO clearance and its appreciation to Germany s continued support for the humanitarian mine action activities in Cambodia. According to a government report, from 1979 to 2012, there were in total 64,202 land mine and UXO casualties. Myanmar Seeking Demining Experience from Cambodia February 18, 2013 Myanmar s intention to seek demining experience sharing from Cambodia was key agenda during the meeting here recently between Deputy Minister H.E. Aung Thein in charge of Myanmar Peace Center (MPC) and H.E. Prak Sokhon, Minister attached to Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and Vice President of the Cambodian Mine Action and Victim Assistance Authority and Cambodian Mine Action Center (CMAC), Director-General H.E. Heng Ratana. During the talk, H.E. Prak Sokhon warmly welcomed Myanmar side s intention, said H.E. Heng Ratana. Whether to host Myanmar s officials to conduct study visit to Cambodia or to send Cambodian officials to share their experience in Myanmar is subject to the detailed technical discussion, added H.E. Heng Ratana. Myanmar, through the assistance from Japan International Cooperation Agency (JICA), hopes to clear landmine in its former conflict zone as soon as possible their development purpose. page 4

Siem Reap City and Airport Ranked among the Top 10 and Break Records February 05, 2013 Cambodia s Siem Reap city and its international airport were ranked among the world s top 10 tourist sites and services by well read Wanderlust magazine. Over 100 scoring surveyed among visitors, the cultural province of Siem Reap receives 92.50 only 0.06 less than Italy s Venice and 0.32 less than San Francisco of the United States of America. Through the same survey, Siem Reap s international airport gets 82 over 100 just 0.72 less than Japan s Narita airport. Singapore airport was ranked number 1 with 94.13 scores. Both Siem Reap city and airport were ranked number 10. Siem Reap is the most attracting site for about 3.5 million visitors coming to Cambodia in 2012, giving growth income of approximately US$2 billion. The Siem Reap International Airport handled more than 340,000 passengers in the month of January, breaking the 300,000 mark for the first time in its history, according to Cambodia Airports press release. The figure represents a 27 percent increase yearon-year, on the back of an equally robust 32 percent growth just the year before in 2011, it said. Aircraft movements, at 3,366, also scaled the 3,000 mark for the first time, therefore achieving double-win for the airport, underlined the press release. We are delighted to see the robust traffic growth in Siem Reap, driven by the rising interest in the Angkor Watt temples and in Cambodia, as a whole. We are confident that Cambodia, with its wide array of cultural, ecotouristic attractions and beach destination, presents an appealing offering to travelers, Mr. Emmanuel Menanteau, CEO of Cambodia Airports said. North Asia stands out as the largest contributor of traffic into the city, indicated the press release. According to 2012 figures from the Immigration authorities, South Korean arrivals into Siem Reap jumped 24 percent to 611,000, namely approximately one-third of the total arrivals. China soared 56.5 percent to come in second with 335,000, while Japan maintained its steady growth at 8 percent to 244,000. The trend is expected to continue in 2013. More than 1,000 extra charter flights, on top of scheduled operations, will be mounted in the traditional January-March peak season. Most of them originate from Korea and China, which typically see a peak in outbound travel during the winter period. Qatar Airways Launches Its Daily Flights to Cambodia February 20, 2013 Qatar Airways, the first Middle East airline launched its daily flights to Cambodia, H.E. Thong Khon, Minister of Tourism said recently. It has operated its daily flights from Doha, the capital city of Qatar to Phnom Penh, the capital city of Cambodia daily via Ho Chi Minh, a city of Vietnam, the minister said. Cambodia will receive more and more tourist from Middle-East, he added. Last year, according to the Ministry of Tourism, Cambodia received some 10,000 tourists from more than 10 countries in the Middle East. page 5

EU Awards 2.3 Million Euros to Three Social Development Projects in Cambodia February 14, 2013 The European Union is awarding about 2.3 million (US$3 million) to three social development related projects in Cambodia, said an EU s press release. The move is aimed at improving women s access to social and legal protection services and economic empowerment, promoting social and economic empowerment of marginalized urban youth, as well as increasing access to quality early childhood care and development, it added. The EU support to these new projects, reflects our commitment in supporting Cambodia to achieve human development and social welfare. I am delighted to welcome these three new projects on board and wish them success in supporting the most vulnerable population groups in Cambodia to emerge from poverty, deprivation and insecurity, said Ambassador Jean- François Cautain, Head of EU Delegation to the Kingdom of Cambodia. According to the press release, NGO Mith Samlanh, in partnership with Friends International, was awarded with over 0.5 million to implement a three-year project aiming at promoting social and economic empowerment of marginalized youth in and around Phnom Penh including youth living and working on the streets and in disadvantaged communities, young migrants, young people using drugs, vulnerable young parents, youth with HIV/AIDS. Plan Belgium, in partnership with Krousar Yoeung Association & six commune councils, was awarded with 0.65 million to implement a fouryear project to promote a more equitable and democratic society in Cambodia through the improved realization of children s right to education, especially to increase access to quality early childhood care and development services for the most vulnerable children of ethnic minorities in the districts of Ta Veaeng and Veun Sai, Rattanakiri province. Gender and Development for Cambodia, in partnership with Heifer International Cambodia, was awarded with over 1.1 million to implement a three-year project aiming at promoting gender equality and empower women to participate in sustainable socio -economic development in Cambodia, especially in Kampong Chhnang, Prey Veng and Pursat provinces. Kulen Mount Prepared for Enlisting in World Heritage February 18, 2013 The best way to sustain the beauty and usefulness of Phnom Kulen National Park in north east of Siem Reap s Angkor complex about 50 kilometers is to have it enlisted as the World Heritage site. The above consideration was reached in a recent meeting between Apsara Authority and Siem Reap provincial authorities. It is the best known for richness of natural water sources and high density forest, Kulen mount is mainly suffering from population growth in Siem Reap in the recent years leading to forest clearance for new construction and agricultural activities. According to Mr. Hang Poeu, Deputy Director General of Apsara Authority, without forest as cover, the park will encounter erosion and significant dryness. H.E Sou Phirin, Siem Reap Provincial Governor, also expressed his concerns over the sustainability of the cultural and natural park and its ability to protect the provincial town from flash floods. UNESCO Representative to Cambodia, Ms. Anne Lemaistre, encouraged the idea of enlisting Phnom Kulen National Park as the World Heritage site. The meeting aims to collect necessary information for endorsement from the Royal Government of Cambodia. page 6
