21 May 2013 (13-2635) Page: 1/6 Ministerial Conference Ninth Session Bali, 3-6 December 2013 Original: English NOTE TO DELEGATIONS INFORMATION CONCERNING VISAS Please find below a communication from the MC9 Indonesian Task Force concerning visas, dated 17 May 2013. 1 GENERAL INFORMATION 1.1. This note contains information about the requirement for visas for entry into the Indonesian territory for participants in the Ninth WTO Ministerial Conference (MC9). All participants must be in possession of a passport that is valid for a minimum of 6 months from the date of entry into the Indonesian territory, with sufficient pages for visa stamps. Detailed visa requirements are provided in Annex I and Annex II. 1.2. Participants required to be in possession of a visa are advised to obtain one as early as possible. The Ministry of Foreign Affairs of the Republic of Indonesia has advised its Diplomatic and Consular representations to facilitate the visa application process. 1.3. Some participants are not required to have a visa to enter Indonesian territory in accordance with Indonesian regulations. The Visa Waiver Programs of the Government of the Republic of Indonesia are as follows: a. Visa Exemption for Diplomatic and Service Passport Holders waives Nationals from some Members and Observers (see Annex I and Annex II), holders of diplomatic and service passports, from the visa requirements to enter the territory of Indonesia for a visit of up to 30 days. b. Visa-Free Entry waives Nationals from 15 Members (see Annex I), holders of diplomatic, service and ordinary passports, from the visa requirements to enter the territory of Indonesia for a visit of up to 30 days. 1.4. Visa on Arrival (VoA) is issued on arrival at the Soekarno Hatta International Airport Jakarta and at the Ngurah Rai International Airport Bali. Nationals from 61 Members and Observers are eligible for VoA not exceeding 30 days, subject to a US$25 fee. The fee must be paid in cash. For this reason, please have the appropriate amount of US$ notes with you. VoA is not convertible to other types of visas. However, this type of visa can be extended for one time only, the extension can be obtained at the nearest Immigration Office of Indonesia. Although the Indonesian authorities will make all the necessary arrangements to facilitate obtainment of VoA, we strongly recommend participants to obtain a valid visa before departure. 1.5. Visit Visa for Journalists is issued to registered foreign journalists/reporters entering Indonesia for media coverage of the Ninth Ministerial Conference. This visa can be obtained at the Indonesian Embassies or Consular Missions accredited in the participant s respective country or in the nearest country if no Indonesian representation exists in the participant's country.

Immigration Clearance Service on board or also known as Immigration on Board (IoB) is applicable for participants travelling on the following routes: Tokyo-Jakarta, Seoul- Jakarta, Amsterdam-Dubai-Jakarta, Sydney-Jakarta, Shanghai-Jakarta, Osaka-Denpasar, Tokyo- Denpasar. This particular service is granted exclusively by Garuda Indonesia Airlines on the aforementioned routes and allows the passengers to complete their immigration process on board before landing and disembarking. 1.7. Participants from Afghanistan, Guinea, Israel, Iraq, Cameroon, Liberia, Niger, Nigeria and Pakistan are required to apply for a visa at the Indonesian Embassies or Consular Missions accredited in the participant's respective country or in the nearest country if no Indonesian representation exists in the participant's country at least one month before the date of departure. Participants are required to contact the MC9 Committee at visaswtomc9@kemendag.go.id for further assistance. 1.8. The list of Embassies, Consulates General and Consulates of the Republic of Indonesia and their addresses are available at: http://www.kemlu.go.id/pages/mission.aspx? =en. It is recommended that participants apply for their visas directly at the Indonesian Embassy, Consulate General or Consulate accredited to their countries. 1.9. If there is no Indonesian Embassy or Consulate in their country, participants will need to apply for a visa at the nearest Indonesian representation to their country of residence. 1.10. For more information regarding visa application procedures and any changes to entry requirements, please visit the website of the Indonesian Immigration Department at http://www.imigrasi.go.id/index.php/en/public-services/visa-for-visitor. 1.11. Besides contacting Indonesian representations abroad, participants may also visit: http://www.kemlu.go.id/pages/servicedisplay.aspx?idp=7&l=en for information concerning Consular and Visa Services. 2 DEADLINE FOR APPLICATIONS 2.1. It is recommended that visa applications be submitted to the competent Indonesian authorities at least one month before the date of departure. In case a special authorization is required, the visa application should be submitted earlier. 2.2.
