2 Page UNION OF CANADIAN TRANSPORTATION EMPLOYEES (UCTE) CONVENTION CALL Attention: All members of UCTE Locals The Sixteenth National Triennial Convention of the Union of Canadian Transportation Employees will be held at the Westin Bayshore Hotel in Vancouver, BC beginning Sunday, July 20 and ending Wednesday July 23, 2014. IMPORTANT DATES For your convenience, please find attached a list of all important dates. Please note the due dates for submission of convention resolutions and the delegates/alternates and observers that must be submitted to the National Office. Information regarding delegate entitlement will follow in the fall. CONVENTION RESOLUTIONS Resolutions must be submitted both electronically and in a hard copy format to the National Office with a valid signature. Visit our website at www.ucte.com for the electronic version of the resolution form and return the completed document to UCTE- UCET@psac-afpc.com. Please forward resolutions at the earliest possible date since time is required to ensure all resolutions are properly prepared and sent to the Convention Resolutions Committees for their meetings in Ottawa scheduled for April 28 to May 2, 2014.
3 Page Resolutions to be considered by the 16 th Triennial Convention must be received by the National Office no later than December 16, 2013. Resolutions received after this date will be considered as late resolutions. A general membership meeting must be held for the consideration and formal approval of all resolutions. Complete and return to the National Office the enclosed certificate along with the resolutions submitted from your Local. Resolutions not accompanied by the certificate cannot be considered for inclusion in the Convention Resolutions Book. The following procedures are suggested to assist you in the preparation of your resolutions: a) Send a call out to members asking for resolutions. b) The Local Executive and/or the duly appointed Resolutions Committee meets to review the resolutions received and prepare any additional resolutions. These resolutions must be presented at a general meeting for ratification by the membership. c) Prior to the general meeting, post or circulate notices to ensure all members are aware of the general meeting and its purpose. d) At the meeting, the Local Executive or the Resolutions Committee report on their recommendations. This report should contain a rationale for the decisions taken. These are then debated and voted on by the membership in attendance at the meeting. A simple majority is required for acceptance. Those accepted are then forwarded to UCTE by the Local Executive. e) Resolutions dealing with bargaining items will not be accepted except those dealing with bargaining policy. Locals are requested to submit supporting material only where the full intent of a particular resolution is not included in the resolution itself. Locals are encouraged to work with their
4 Page Regional Vice-President if they require assistance to compose the resolutions. DELEGATES Please note that membership figures as of December 16, 2014 as provided by the Public Service Alliance of Canada (PSAC) Membership Branch will be used to determine the number of delegates each local is entitled to send to Convention. CONVENTION THEME & LOGO The theme of the 16 th Triennial Convention is Moving Mountains Together. Throughout the convention, you will see the theme incorporated into various elements such as the convention logo. The theme is a take on a song by the late Arlene Mantle. One member alone has a difficult time bringing about change. However, when we work together, we can move mountains. The convention logo reflects the power of our membership when faced with challenges. It echoes the strength and influence that we as a Union has. UCTE members continue to push forward, mobilize others and blaze new paths. ENVIRONMENTAL RESPONSIBILITY UCTE is committed to doing its part regarding our collective responsibility towards the environment and therefore our future. In keeping with the resolution adopted at the last convention to Buy Union, Buy Canadian, Buy Green, we are taking steps throughout the planning of this event to reduce our carbon footprints. For example, all paper used for convention documentation meets Forest Stewardship Council (FSC) standards. Other steps will be taken throughout the course of convention to minimize our carbon footprints.
