PROCESS FROM 2009 ONWARDS GA RESOLUTION 67/193 Decision to convene, in early 2016, a special session on the world drug problem to review the progress made in the implementation of the Political Declaration and Plan of Action GA RESOLUTION 68/197 Requests the Commission on Narcotic Drugs, astheunited Nations organ with prime responsibility for drug control matters, to engage in the preparatory process for the special session

PROCESS FROM 2009 ONWARDS OP 1 13 UNGASS 2016 as a milestone on the way to 2019 57 TH SESSION OF THE CND Adoption of CND Resolution 57/5 CND, as the UN organ with the prime responsibility for drug control matters, to engage in the preparatory process Recognition of the leading role of the CND in the preparation for the special session, Ensure an adequate, inclusive and effective preparatory process by using its existing meetings and reporting entitlements CND to present proposals to the General Assembly

PROCESS FROM 2009 ONWARDS 57 TH SESSION OF THE CND OP 14 of CND Resolution 57/5 GA draft resolution OP 14 Special session of the General Assembly on the world drug problem to be held in 2016 GA decides that the CND shall lead that process by addressing all organizational and substantive matters in an open ended manner and invites the President of the GA to support, guide and stay involved in the process;

PREPARATIONS undertaken by the CND since March 2014 FORMAL MEETINGS INTERSESSIONAL MEETINGS OF THE CND IN PREPARATION FOR UNGASS SPECIAL SEGMENTS Briefings by experts of UNODC and other UN partners (on UNGASS topics (e.g. ensuring contributions by youth and the scientific community etc.) MEETINGS OF THE SUBSIDIARY BODIES OF CND UNODC supports the meetings of the Heads of National Law Enforcement Agencies (HONLEA Europe, Latin America and the Caribbean, Asia and the Pacific and Africa) and the Sub Commission (Near and Middle East) recommendations to the CND on the UNGASS 2016 preparatory process

PREPARATIONS undertaken by the CND since March 2014 INFORMAL MEETINGS INFORMAL INTERACTIVE DISCUSSIONS Briefings by experts of UNODC and other UN partners (UNAIDS, etc.) on UNGASS topics followed by interactive informal discussions VISITS TO UNODC LABORATORY Organization of visits to the UNODC Laboratory which provides scientific and technical support in drug and precursor detection and testing CONSULTATIONS WITH REGIONAL GROUPS AND NGOS REGIONAL DIALOGUES ON DRUGS AND HIV (2015) 7 regional dialogues involving key national policy makers, CSOs and UN partners

PREPARATIONS undertaken by the CND since March 2014 TOOLS UNGASS Website Facilitate a global dialogue in an inclusive and transparent manner and function as a resource tool for the UNGASS preparations All interested stakeholders can send contributions for posting on the UNGASS website All relevant material in relation to the preparatory process (presentations, etc.) is posted on the UNGASS website TWITTER @ungass2016 blog format to follow up to the minute news on the CND preparations WEBCASTS OF MEETINGS Inter sessional meetings and formal meetings can be followed on the website (livestream)

THE WAY FORWARD PREPARATIONS FOR THE NEXT SPECIAL SEGMENT ON UNGASS PREPARATIONS (9 to 12 March 2015) to be held at the occasion of the 58 th session of the CND Focused Interactive discussions on thematic segments for 2016 UNGASS (including segment on health related issues ) Agenda, including preparations for interactive discussions, to be further finetuned during inter sessional period (December 2014 March 2015)
