COUNCIL CONSIDERATION AND APPROVAL OF AN ORDINANCE OF THE CITY OF SOUTH HOUSTON PROVIDING FOR AN ELECTION TO BE HELD IN AND THROUGHOUT THE CITY OF SOUTH HOUSTON, HARRIS COUNTY, TEXAS, ON SATURDAY, THE FOURTEENTH (14 TH ) OF MAY, 2011, AT SUCH TIME THE RESIDENT QUALIFIED ELECTORS OFTHECITY OF SOUTH HOUSTON SHALL VOTE FOR OR 1

COUNCIL CONSIDERATION AND APPROVAL OF AN ORDINANCE OF THE CITY OF SOUTH HOUSTON APPROVING THE CONTINUATION OF THE SOUTH HOUSTON CRIME CONTROL AND PREVENTION DISTRICT FOR TEN (10) YEARS AND THE CONTINUATION OF THE SOUTH HOUSTON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX FOR TEN (10) YEARS Councilwoman Villarreal moved for approval; Councilman Rios seconded. COUNCIL CONSIDERATION AND APPROVAL OF A RESOLUTION AFFIRMING AND CONFIRMING THE INVESTMENT POLICY OF THE CITY OF SOUTH HOUSTON DATED APRIL 19, 1999 Councilwoman Villarreal moved for approval; Councilman Garcia seconded. Mayor Soto explained that this was submitted by Lance Avant, Director of Finance; the City s Investment Policy needs to be approved annually. Motion carried 10. COUNCIL CONSIDERATION AND APPROVAL OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH HOUSTON, TEXAS, AUTHORIZING THE SOUTH HOUSTON POLICE DEPARTMENT TO APPLY FOR A JUSTICE ASSISTANCE GRANT, AUTHORIZING A NEW AUTHORIZED OFFICIAL, AND OTHER PROVISIONS REGARDING THE GRANT Councilman Rios moved for approval; Councilman Garcia seconded. Motion carried OTHER COUNCIL BUSINESS 11. COUNCIL CONSIDERATION AND APPROVAL OF ALLOWING SOUTH HOUSTON ECONOMIC DEVELOPMENT CORPORATION TO HELP THE LITTLE LEAGUE FUND A PORTION OF A GRANT OR REPAIR ITS FACILITIES WITH $150,000 Councilwoman Villarreal moved for approval; Councilwoman Tamayo seconded. COUNCIL CONSIDERATION AND APPROVAL OF ALLOWING SOUTH HOUSTON ECONOMIC DEVELOPMENT CORPORATION TO FUND A PROJECT TO ENCLOSE THE DITCH ON THE EAST SIDE OF HIGHWAY 3 FROM COLLEGE AVENUE TO WINKLER AVENUE AT A COST OF APPROXIMATELY $240,000 Councilman Rios moved for approval; Councilwoman Villarreal seconded. Mayor Soto explained that he had put this item on the Agenda to have the unsightly ditch on Winkler enclosed. Said this should help the drainage from Spencer Highway to Winkler Avenue. Motion carried 13. COUNCIL CONSIDERATION AND APPROVAL OF REDLINING A 2003 FORD CROWN VICTORIA, VIN #2FAFP71W93X108324; AND A STEWARE E, MODEL STEVERZON SERVICE, SERIAL #341164, DETROY DIESEL MOTOR (PD GENERATOR) FOR THE POLICE DEPARTMENT Mayor Soto read the item and questioned the manufacturer of the diesel motor generator. It was determined that it was a Stewart and Stevenson model. Mayor Soto clarified that the approval would be to authorize the items to be sold at auction. Councilman Rios moved for approval; Councilwoman Villarreal seconded. Motion carried MINUTES 14. COUNCIL CONSIDERATION AND APPROVAL OF MINUTES OF REGULAR COUNCIL MEETING OF JANUARY 11, 2011 Councilman Garcia moved for approval; Councilman Rios seconded. Motion carried FINANCE RESOLUTION 15. FINANCE RESOLUTION NO. 2011-02 AUTHORIZING PAYMENT TO CITY VENDORS AND CONTRACTORS SUBMITTING INVOICES Councilwoman Villarreal moved for approval; Councilman Rios seconded. The City Attorney stated that there was an item on the Finance Resolution that he would like to have stricken from the motion due to the fact that hotel funds expenditures contained severe restrictions. Said that there was an item which would move money from the Tourism and Historical fund to the EMS. The State Statute does not allow the funds to be used for anything but items related to the promotion of tourism. It cannot be used for general governmental purposes. The amount was $5,000. Councilwoman Villarreal moved to omit the $5,000 donation to the EMS; Councilman Garcia seconded. Motion carried unanimously as amended. 3
COUNCIL S REPORT 16. COUNCIL S REPORT Councilwoman Tamayo- Stated that the money for EMS should come from the City s Contingency Fund. Congratulated Al Thiel on being elected to the office of President of the Chamber of Commerce. Also wished Councilwoman Villarreal, who was resigning from Council, well in her upcoming marriage. Councilwoman Villarreal Thanked everyone for the opportunity to have served on Council. Also thanked those who had believed in her. Offered her best wishes for the person who fills her seat. Asked that God bless everyone in the room. Councilman Rios Thanked everyone for attending the meeting. Thanked Maria for her service. Offered her his best wishes. Councilman Garcia - Also thanked Maria for serving on Council and wished her the best. Stated that the Chamber of Commerce had a nice party and told Al Thiel that he had been great. 17. MAYOR S REPORT MAYOR S REPORT Mayor Soto Stated that they all had a good time at the party; congratulated Chief Gilbert who was also honored for twenty years of service.
