Arctic work summary Prof. Richard Steiner www.oasis-earth.com Arctic Experience First University of Alaska science faculty member stationed full-time in Arctic. Developed university marine extension program for Arctic Alaska, traveled extensively to Arctic coastal communities conducting marine educational programming. (1980-1982) [Continued serving on University of Alaska faculty as marine conservation professor until 2010, based in Prince William Sound and then Anchorage]. Conducted commercial fishery development in coastal villages of Alaska s Bering Sea and Chukchi Sea (1980-1990). Participated in Arctic fish antifreeze protein research with University of California Davis biochemistry researchers, collecting Arctic fish blood serum samples; (1981-1982). Worked extensively in Russian Far East/Siberia conducting community outreach/ consultations, assessments, and workshops re: risks of oil development, collaboratively with Russian and U.S. NGOs, (1995 2005). Co-principal investigator for first independent review of Sakhalin, Russia offshore oil environmental risk (1999). Testified to Russian Duma (parliament) and presented lecture to Russian Academy of Sciences Economics Department (both in Moscow) re: macroeconomic policy and extractive resource revenues in Russia, in particular resource revenue savings funds (2001). Served as International Technical Expert on two public Expertiza reviews for proposed Russia-China Pipeline in Siberia (2003); pipeline re-routed away from Lake Baikal due to our recommendations Conducted oil spill prevention/response workshops for U.S. State Department in Gulf of Finland, (Russia, Finland, Estonia) (2003). Co-founder/Facilitator, Shipping Safety Partnership, coalition of NGOs, Alaska Native groups, fishing organizations, etc. to enhance Arctic shipping safety (2004). Served on IUCN/Shell Oil Independent Scientific Review Panel for Sea of Okhotsk, Sakhalin II offshore oil drilling project (2005).

Professor Steiner has had an extraordinary career with the university spanning almost 30 years. His record includes more than 120 publications, some of which have reached millions of readers (such as his piece on global warming published in USA Today in 2001); dozens of statewide television programs as a producer/host on natural resource issues; as well as several prestigious awards. Professor Steiner s work toward a constructive resolution of the Exxon Valdez Oil Spill is legendary. In the wake of the spill, Rick Steiner

was a leading voice for independent scientific analysis to determine damages and recovery strategies. He was also a strong proponent of public structures and processes to prevent future spills. More recently, he has been a key advisor on developing strategies to assess impacts and remedies to address the Deep Water Horizon disaster. The United Kingdom s well-regarded Guardian newspaper described Professor Steiner as "one of the world's leading marine conservation scientists" as well as "one of the most respected and outspoken academics on the oil industry's environmental record." Professor Steiner s global conservation work has been exceptional, in particular his work on conservation issues in high-risk, conflict zones around the world including: working in the Colombian Amazon, during a FARC offensive, traveling on the Amazon (with a team of heavily armed guards) to assist indigenous tribes with biodiversity conservation; working on behalf of government of Pakistan, at a very dangerous time, to establish and lead the first Natural Resource Damage Assessment (NRDA) program in a developing country; assisting Nigeria s Ministry of Environment to develop a program to mitigate 50 years of oil damages; and organizing an environmental damage assessment for the Government of Lebanon after the massive eastern Mediterranean oil spill. The Twenty-Seventh Alaska State Legislature salutes Professor Rick Steiner for his many and significant contributions to independent scientific inquiry and for his strong commitment to promoting sound public policy decisions in Alaska and around the world.
