Minutes Motion by Mr. Luttrell to approve the minutes of the August 15, 2011, Regular Board Meeting and Work Session as presented, seconded by Mrs. Mobley, and carried.

III. Claims Motion by Mrs. Prindle to approve the September claims in the amount of $5,916,096.79 as presented, seconded by Mrs. Stevens, and carried. IV. Public Comment on Agenda V. Business Update Dr. Tom Keeley Motion by Mr. Luttrell to adopt the Resolution for Guaranteed Energy Savings Contract as presented, seconded by Mrs. Hensley, and carried. Motion by Mrs. Prindle to approve the HVAC projects for the 2011-2012 school year, seconded by Mrs. Stevens, and carried. Preliminary Determination Hearing The School Attorney explained the purpose of the meeting was that under Indiana law whenever a school corporation proposes to construct or renovate a school building at a cost in excess of one million dollars it must first hold a public hearing. He also explained another purpose of the meeting was that under Indiana Code 6-1.1-20-3.1 whenever a school corporation proposes to enter into a lease for the construction or renovation for a school building resulting in total costs in excess of the lesser of (a) $200,000 or (b) $1% of total gross assessed valuation of the property within the school district, the School corporation is required to hold a public hearing on its preliminary determination to issue such bonds and enter into such lease. Notice of this public hearing was published in the Indianapolis Star and in the Court & Commercial Record on September 7, 2011. The proofs of publication of the notice of the hearing were presented to the meeting. It was explained that at this hearing all interested people may give testimony and/or ask questions concerning the projects. The purpose of the hearing is two-fold: (1) to inform the public as to the proposed projects; and (2) to allow all interested parties, taxpayers and patrons of Beech grove City Schools to voice their opinions as to the projects and ask questions. After the purpose of the hearing was explained, the presentations regarding the need for the renovation of and improvements to Beech Grove High School, Beech Grove Middle School, South Grove Intermediate School and Hornet Park Elementary School (the Project ) were given. The plan was then given explaining the proposed improvements to the facilities. The estimated Project cost and schedule was then presented to the public. The business manager explained how this Project could be funded and the tax rate impact the Project would have on the community. After the above presentations, the Board president announced they would now hear testimony and questions from the public. There were no patrons present who wished to ask questions or give testimony. At the conclusion of the public testimony and question, the Board considered the Project Resolution to construct the Project at a cost of more than one million dollars per building. Motion made by Mr. Luttrell to adopt the resolution attached as Exhibit A. Seconded by Mrs. Mobley. A discussion was held by the Board. Motion carried. 2

Also, at the conclusion of the public testimony and question, the Board considered the Preliminary Determination Resolution to issue bonds and enter into a lease in order to construct the Project. Motion made by Mrs. Hensley to adopt the resolution attached as Exhibit B. Seconded by Mr. Luttrell. A discussion was held by the Board. Motion carried. Dr. Keeley reviewed the 2012 budget advertisement and opened the budget hearing for any patron comments and concerns. There were none. Motion by Mrs. Prindle to close the 2012 budget hearing, seconded by Mr. Luttrell, and carried. Motion by Mrs. Stevens to adopt the 2012 Bus Replacement Plan and resolution, seconded by Mr. Luttrell, and carried. Motion by Mr. Luttrell to adopt the 2012 Capital Projects Plan and resolution, seconded by Mrs. Hensley, and carried. VI. Personnel Update Dr. Tom Keeley Motion by Mrs. Prindle to approve the employment recommendations as listed with salaries within the parameter of the approved salary schedule, seconded by Mrs. Stevens, and carried. Other Business and Information Motion by Mr. Luttrell to approve the Washington, D.C. field trip for Beech Grove Middle School as presented, seconded by Mrs. Stevens, and carried. XII. Board Members and Superintendent Success Stories Dr. Kaiser commented that feedback on the potential balanced calendar has been overwhelmingly more positive than negative. Mr. Wagoner thanked Ray Skillman for providing the homecoming parade vehicles in which the Board members and administrators rode. XIII. Adjournment Motion by Mrs. Hensley to adjourn, seconded by Mr. Luttrell and carried.
