The final draft FUTURE DIRECTION OF INDONESIA CHINA COMPREHENSIVE STRATEGIC PARTNERSHIP Jakarta, 2 October 2013 1. At the invitation of H.E. Dr. H. Susilo Bambang Yudhoyono, the President of the Republic of Indonesia, H.E. Xi Jinping, the President of the People s Republic of China, paid a state visit to Indonesia on 2 3 October 2013. President Xi Jinping will also attend the 21 st APEC Economic Leaders Meeting to be held in Bali on 6 8 October 2013. 2. During the visit, President Yudhoyono and President Xi Jinping held extensive and in-depth talks in an amicable and friendly atmosphere and reached important consensus on bilateral relations as well as international and regional issues of common concern. President Xi Jinping also met with H.E. Vice President Boediono, H.E. Sidarto Danusubroto, Chairman of the People s Consultative Assembly, and H.E. Marzuki Ali, Speaker of the People s Representative Assembly. The two sides were satisfied with the outcome of the visit, and believed that the historic visit would usher in a new era for the bilateral relationship. 3. President Yudhoyono and President Xi Jinping commended the progress made in the Indonesia-China Strategic Partnership. The two sides believed that the relationship had presented a good momentum of all-round, multi-dimensional and high-level development, and had brought benefits to the two peoples. 4. The two Leaders also recognized that Indonesia s and China s increasing role in the global economy and international affairs has generated significant opportunities for accelerated economic and social development of the two countries to weather the existing intricate and difficult challenges which required a collaborative response. It is also in the common interest of Indonesia and China to continue working together to enhance the prospects for peace, stability and prosperity in Asia. 5. Therefore, the two Leaders agreed to elevate the bilateral relationship to the level of Comprehensive Strategic Partnership building on the Joint Declaration on Strategic Partnership between Republic of Indonesia and the People s Republic of China signed on 25 April 2005 and the 2010 2015 Plan of Action for the Strategic Partnership between the Government of the Republic of Indonesia and the Government of the People s Republic of China signed on 22 January 2010. To this end, the two countries will strengthen cooperation in the following key areas, among others: 1

POLITICAL, DEFENCE AND SECURITY 6. The two Leaders emphasized that they would continue to enhance mutual support on issues involving the two countries core interests and major concern. President Yudhoyono reiterated Indonesia s adherence to the one China policy, and its support for peaceful development of the relationship across the Taiwan Straits as well as the peaceful reunification of China. President Xi Jinping appreciated Indonesia s position and reiterated China s respect and support for Indonesia s national unity and territorial integrity. 7. The two Leaders agreed to maintain regular exchange of visits between leaders of the two countries and further optimize the various bilateral consultation mechanisms, including the Coordinating Minister/Vice-Premier level consultation and the Joint Commission for Bilateral Cooperation, so as to promote cooperation between the two sides. 8. President Yudhoyono and President Xi Jinping commended the achievement in bilateral defense cooperation, and undertook to further enhance mutual trust through such mechanisms as defense and security consultations, and to push forward cooperation in joint military exercises and training, maritime security, defense industry, as well as non-traditional security areas. 9. The two Leaders agreed to further enhance judicial and law enforcement cooperation, deepen practical cooperation in combating transnational crimes, illegal migrants, terrorism, trafficking in persons, cyber-crimes, economic crimes as well as in capacity building for narcotics control and law enforcement. The two sides undertook to support each other in areas such as information and intelligence sharing, case investigation, as well as searching, arresting and repatriation of criminal suspects, recovering criminal assets. The two sides agreed to intensify the bilateral counter-terrorism consultation mechanism. The two sides agreed to continue promoting cooperation between the National Police of Indonesia and the Ministry of Public Security of China; Office of the Attorney General of Indonesia and the Supreme People s Procuratorate of China; as well as between the Ministry of Law, and Human Rights of Indonesia and the Ministry of Justice of China to advance cooperation, including in legal affairs and in combating trans-national crimes. ECONOMIC AND DEVELOPMENT COOPERATION 10. Both Leaders agreed to make the most of the existing dialog mechanisms at all levels, enhance overall planning and coordination, and promote Coordinating Minister/Vice-Premier level consultation in economic fields in effort to explore greater cooperation opportunities and address economic and development challenges. 2

11. The two Leaders welcomed the signing of the China-Indonesia Five year Development Program for Trade and Economic Cooperation, and agreed to actively implement the program, with a view to jointly pushing forward the sound and solid expansion of bilateral economic and development cooperation. Both Leaders also recognized the importance of strengthening financial cooperation between the two countries. 12. The two Leaders tasked relevant officials of both countries to continue working vigorously to achieve the US$ 80 billion by 2015 by putting more emphasis on realizing strong, balanced, sustainable and steady growing two-way trade. The two Leaders were also of the view that the two-way investment cooperation had great potentials to grow and expand. The Chinese side will continue encouraging Chinese enterprises to increase direct investment in Indonesia. 13. The two Leaders shared their view on the importance and mutual benefit of intensifying industrial cooperation. Both sides therefore supported and welcomed the establishment of Indonesia-China Integrated Industrial Parks by Chinese enterprises in Indonesia. The Chinese side recognized the Indonesian side s wish that Chinese enterprises could expand their investment in integrated industrial parks outside Java and Bali. Both Leaders believed that such cooperation would inject new vitality into bilateral trade and investment cooperation. 14. President Xi Jinping reaffirmed China s readiness to continue encouraging and supporting the active participation of Chinese enterprises in the infrastructure development of Indonesia, particularly those covered in the Master Plan for Acceleration and Expansion of Indonesia s Economic Development 2011 2015. The two Leaders therefore agreed that both countries should explore further bilateral economic cooperation between Indonesia and China in accordance to the MP3EI s corridors, namely: Sumatera Corridor (natural resources and energy); Java Corridor (services and industry); Kalimantan Corridor (mining and energy); Bali Nusa Tenggara Corridor (tourism, food, and agriculture); Sulawesi Corridor (agriculture, plantation, fishery, and mining); and, Papua Maluku Corridor (food, energy, and mining). 15. President Yudhoyono welcomed and encouraged China s greater investment in and contribution to the infrastructural connectivity in Indonesia, such as railways, bridges, highways, seaports and airports. Both Leaders also recognized the importance of strengthening cooperation in the field of air and sea transport by, among others, intensifying cooperation in ship and airplane industries. 16. The two Leaders shared the view on the need to enhance connectivity between the two countries through establishing direct links by sea, air and digital communication. Both sides agreed to explore possible cooperation between industrial zones, seaports and airports of the two countries. 3

17. The two Leaders agreed to enhance bilateral cooperation in ensuring food security and to strengthen practical and integrated cooperation in various fields supportive of food security by, among others, promptly revitalizing the Memorandum of Understanding on Agricultural Cooperation and the bilateral consultation on agricultural cooperation and intensifying collaboration in food production and processing, food safety, fertilizers and mutually beneficial trade in agricultural products. 18. The two Leaders shared the view that energy security is crucial to the sustainable development of both countries. Therefore, they agreed to optimize the bilateral energy forum, expand cooperation in oil, gas, mining and electricity sectors, and actively explore opportunities for new and renewable energy cooperation. MARITIME, AEROSPACE, SCIENCE AND TECHNOLOGY 19. The two Leaders commended the positive progress in maritime cooperation between the two countries. They fully acknowledged the important role of Indonesia-China Maritime Cooperation Committee and agreed to push forward the prompt and full implementation of the mutually agreed joint projects financed by the China-Indonesia Maritime Cooperation Fund. Both Leaders also encouraged both countries to further strengthen practical cooperation in areas such as navigation safety, maritime security, navy cooperation, marine scientific research and environmental protection, maritime search and rescue, fishery as well as blue economy, and speed up such projects as the Indonesia-China Center for Ocean and Climate (ICCOC). 20. The two Leaders welcomed the signing of the Memorandum of Understanding on Fishery Cooperation between the Ministry of Agriculture of the People s Republic of China and the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia, and encouraged the two countries to strengthen cooperation in areas such as fishing, aquaculture, personnel training and combating illegal, unreported and unregulated (IUU) fishing. The two Leaders also welcomed the idea of establishing bilateral fishery cooperation bases in Indonesia in effort to enhance food security and advance the capacity of Indonesia s fishery industry. 21. The two Leaders agreed to give full play to the role of the joint committee of science and technology in promoting bilateral exchanges of researchers and deepening scientific and innovation cooperation in various fields. Both Leaders also acknowledged the importance of establishing a joint laboratory, a mechanism to maintain long-term and sustained cooperation, and agreed to actively support the development of a joint biotechnology laboratory. Both Leaders were determined to push forward cooperation in technology transfer and to facilitate development of technology enterprises. President Xi Jinping affirmed China s readiness to provide grants to at least fifteen Indonesian young scientists to carry out research in China with Chinese researchers in the next three years. 4

22. Both Leaders welcomed the signing of the agreement on inter-governmental aerospace cooperation, and agreed to establish a joint aerospace cooperation committee to strengthen cooperation in aerospace surveying and tracking, and satellite development, launch and application; and joint development of remote sensing satellite data application and sharing platform. They also agreed to promote close cooperation on meteorology and climatology as well as joint research and development in these fields. SOCIAL AND CULTURAL COOPERATION 23. The two Leaders agreed to deepen cultural contacts, expand non-governmental exchanges and enhance the understanding and friendship between peoples of the two countries. 24. The two Leaders agreed to promote a more active role of universities and academic institutions of the two countries in strengthening bilateral language and cultural exchanges, including by intensifying exchange of lecturers and students, and twinning programs. The two Leaders also encouraged Indonesian students to study in China and Chinese students to study in Indonesia. President Xi Jinping reaffirmed China s offer for more scholarships to Indonesian students through various channels. 25. The two Leaders welcomed the continuation of youth exchange program between the two countries where in the next five years, each side will send one hundred youths each year to visit the other s country, to carry forward the traditional friendship of the two countries. 26. The two Leaders agreed to push forward wildlife conservation projects, namely the collaborative research of giant panda in Indonesia and komodo dragon in China. 27. The two Leaders shared the view on the importance of people-to-people connection in strengthening and broadening the bilateral relationship. They recognized that Indonesia and China are each other s important inbound tourism market and outbound tourism destinations and therefore agreed to step up effort to increase two-way tourists flows aiming at 2 million by 2015. To this end, both sides welcomed the renewal of the MoU on Tourism Cooperation and agreed to, among others, intensify joint promotion activities, travel facilitation, capacity building, and encourage more investment in tourism industries. 28. The two Leaders agreed to strengthen media exchanges and cooperation to increase the comprehensiveness, objectivity and accuracy of each country s news coverage on the other. Both Leaders also agreed to enhance cooperation on public diplomacy. They further encouraged the expansion of exchanges and cooperation between think tanks, universities, research institutions and other academic organizations, and continue to hold the Indonesia-China Relations Seminar and other exchange activities. 5

INTERNATIONAL AND REGIONAL COOPERATION 29. The two Leaders underscored the importance for people of all countries to decide independently their own social systems and development paths, and maintained that the equality, mutual trust, inclusiveness, mutual learning and win-win cooperation should be upheld in international relations and concerted efforts should be made to safeguard international equity and justice. Both Leaders supported the strengthening central role of the United Nations in promoting international peace, security and development, and enhancing its ability to address new threats and challenges. The two Leaders supported the reform of the UN Security Council to enable it to better fulfill its responsibility of maintaining international peace and security enshrined in the Charter of the United Nations. Both Leaders also underlined that Security Council reform should be pursued through democratic and patient consultations to seek a package solution that addresses all of the issues involved, and ensure that the reform is promoted in a way that is conducive to safeguarding the overall interests of the United Nations and the unity of its Member States. 30. The two Leaders welcomed and supported a greater role played by Indonesia and China in both global and regional affairs. They reiterated their readiness to strengthen cooperation and coordination on international and regional issues, and reaffirmed their commitment to peace, stability and prosperity in the region and beyond. In this regard, the two Leaders agreed to hold consultations on multilateral affairs between the Ministries of Foreign Affairs of the two countries. 31. Both Leaders highly commended the outstanding achievements of China ASEAN strategic partnership, and shared the view that China and ASEAN should continue to expand and enhance cooperation in the political, security, economic, trade including through the ASEAN-China Free Trade Agreement, connectivity, marine, social, cultural and other key fields, as well as in implementing major cooperation proposals under the principles of openness, equality, mutual benefit, equitable development and common prosperity. President Xi Jinping reiterated that China supported the development and community building of ASEAN and its leading role in regional cooperation. 32. The two Leaders agreed that ASEAN and China should work together to promote regional cooperation, strengthen cooperation in international and regional affairs, and safeguard the common regional interest of common security, stability and prosperity. Both Leaders were confident that the agreement on the Regional Comprehensive Economic Partnership (RCEP) would serve as an important platform for ASEAN-led regional integration. They would also push forward RCEP negotiations under the principles of openness, equality and mutual benefit, equitable development and common prosperity. 33. The two Leaders agreed that it is the common responsibility of the countries in the region to maintain peace and stability in the South China Sea. China, Indonesia and other 6

ASEAN countries shall work together to fully and effectively implement the Declaration on the Conduct of Parties in the South China Sea (DOC), enhance mutual trust, promote cooperation, and maintain peace and stability in the South China Sea. They agreed to work towards the eventual adoption of a code of conduct (COC) in the South China Sea following the principles and spirit of the DOC. They welcomed the Special ASEAN-China Foreign Ministers Meeting. They also welcomed the subsequent 6th Senior Officials Meeting held recently on the implementation of the DOC and the consultations on the COC in the South China Sea under the framework of implementing the DOC. 34. President Xi Jinping reaffirmed China s support for Indonesia s hosting and chairing of the 21st APEC Economic Leaders Meeting in Bali in October 2013. Both Leaders undertook to further strengthen cooperation and coordination, so to ensure that the meeting produces tangible results for the region, such as support of multilateral trading system, promotion of regional economic integration, enhanced regional connectivity and stronger infrastructure development and investment. President Yudhoyono reiterated Indonesia s supports for China s hosting of the 2014 APEC Economic Leaders Meeting in Beijing. 35. Both Leaders reaffirmed Indonesia s and China s commitment to strengthening coordination and cooperation within the G20 framework so that it can make concrete contributions to the realization of strong, sustainable and balanced growth, enhancing job creation, reforming the international monetary and financial architecture and collaborating on global development issues in the G20. The Indonesian side appreciated China s proposal to host the G20 Summit in 2016. 36. Both Leaders acknowledged that China and Indonesia share common interests in major global issues such as climate change, the Doha Round negotiations, energy and food security, reform of international financial institutions and global economic governance. Both Leaders agreed to strengthen coordination in the above-mentioned issues and in discussions concerning the follow-up to the United Nations Conference on Sustainable Development and the post-2015 international development agenda. 37. Upon conclusion of their talks, President Xi Jinping and President Yudhoyono witnessed the signing ceremony of the following cooperation documents: Indonesia -China Five Years Economic Development Programs; Agreement between the Government of the People s Republic of China and the Government of the Republic of Indonesia on Indonesia- China Integrated Industrial Park; 7

Agreement between the Government of the Republic of Indonesia and the Government of the People s Republic of China on cooperation in the Exploration and Peaceful Use of Outer Space; Memorandum of Understanding between the Ministry of Agriculture of the People s Republic of China and the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia on Fisheries Cooperation; Memorandum of Understanding between the Indonesia Meteorology, Climatology and Geophysics Agency (BMKG) and the China Meteorological Administration on Meteorology and Climatology Cooperation; Memorandum of Understanding Between the State Ministry of Tourism and Creative Economy of the Republic of Indonesia and the National Tourism Administration of the People's Republic of China on Tourism Cooperation 38. During the Indonesia China Business Meeting held on 3 October 2013, business communities of the two countries signed commercial agreements valued to more than US$ 20 billion. 39. President Xi Jinping and Madame Peng Liyuan expressed their gratitude for the warm hospitality extended by President Susilo Bambang Yudhoyono and Madame Ani Bambang Yudhoyono. 40. The two Leaders expressed satisfaction with the results of the state visit of President Xi Jinping to Indonesia and were confident that they would inject further momentum for the enhancement of Indonesia - China Comprehensive Strategic Partnership. ----------- 8
