Fragile and Conflict-Affected States and Situations (FCAS) The following is an illustration of civilian missions entrusted to Transtec at each stage of the development cycle: Mediation, ceasefires and peacebuilding o Worldwide: European Resources for Mediation Support (ERMES) to facilitate EU support to third parties engaged in inclusive peace mediation and dialogue processes at the international, regional or local levels, to provide expertise and deploy peace mediation and dialogue technical experts, to deliver, harmonize and standardize a wide range of training courses and coaching sessions on peace mediation and dialogue, to provide research papers, literature reviews, and data such as statistics, maps, and graphs, to create synergies between third parties engaged in mediation, supporting their mediation capacities, principles and methods, learning from past experiences, and promoting the values and principles of the EU as a global peacemaker; to improve gender mainstreaming in mediation and dialogue at institutional and operational levels EEAS 2013-2015 o Enhance capacities of the Regional Intergovernmental Organisations of the Eastern & Southern Africa region in exercising their conflict prevention, management and resolution mandates and activities Conflict Prevention, Management and Resolution to prevent the outbreak and escalation of violent conflicts with regional dimensions and mitigate the worst effects thereof in the Eastern and Southern African region, EU 2008-2012 o Mali: Formulation study of the Programme in support of conflict resolution and promotion of peace to establish sustainable peace in Mali to allow the establishment of a culture of sustainable peace and improve resilience of Malian people against internal and external shocks through the participative and inclusive identification of a common understanding of the country s past and future EU 2012-2013 o Coordination and Support for the preparation of an EU Strategy on the Horn of Africa to address the root causes of instability in the Horn of Africa, EU 2009-2010 o Indonesia: Aceh Post-conflict project to contribute to peace and stability in Aceh through direct support to the peace process stakeholders on the further implementation of the Helsinki Memorandum of Understanding (MoU) in Aceh EU 2009-2010 o Technical assistance to the Truth and Reconciliation Commission (TRC) of the Republic of Liberia for Conflict Mapping Project to conduct a conflict mapping exercise throughout the Republic of Liberia in support of the national peace, security, unity and reconciliation objectives of the TRC, EU 2008 1

Supporting Justice, Rule of Law (RoL) o Evaluation of Ethiopia Community Security and Justice Programme to design and implement a 5 years Monitoring and Evaluation framework for the Community Security and Justice Programme (CSJ) in Ethiopia. The CSJ programme aims to measurably improve access to security and justice for 3 million women and girls, contributing to a safer environment, DFID 2013-2018 o Technical Assistance to the Ministry of Justice of Benin to Support the Judicial Reform and reinforce the Rule of Law by supporting the updating of the judiciary system reform strategy under the coordination of the Ministry of Justice, Law, and Human Rights (MJLHR), EU 2011-2014 o Technical assistance in support of EU Programmes for the Governance and Rule of Law sector in Southern Sudan to provide technical support and advisory services to Government and other institutions on governance and rule of law policies and to provide supervisory and coordination support to all EU funded projects in the governance and rule of law sector in Southern Sudan, EU 2010-2011 o Improvement of detention conditions and Respect of Human Rights in Cameroon through improvements in the functioning of the penitentiary and judicial system, EU 2007-2011 o Support to the Rule of Law in the Republic of Congo to establish the Rule of Law based on the respect of human rights and democratic principles as well as on good governance, EU 2007-2009 o Management Advisor for the Judiciary of Southern Sudan to strengthen the capacity, transparency and accountability of the Judiciary to build the knowledge and competence of senior administrative staff of the judiciary, EU 2007-2008 o Strategic Planning to the Judiciary of Government of Southern Sudan to draft regular assessment reports on progress made within the Judiciary in terms of identification of needs, design of the strategic plan, elaboration of projects, and on their implementation, EU 2006-2007 Security Sector Reform (SSR) o Reform of internal security forces (PAFSI) in Chad to strengthen the National Police and the Integrated Security Force, EU 2011-2015 o EuroMed Police III Regional Project to increase political and security dialogue and to enhance security/police services and operational police coordination throughout the region, EU 2011-2014 4

Enhancing human rights protections and fostering reconciliation o Final evaluation of the Project Strengthening Somali Media Capacity for Democracy and Human Rights that aimed to implement the principles and practices of democracy and respect for human rights by providing professional training to Somali journalists across the country, focusing on ethics and good journalistic practices, and holding workshops on good governance and human rights, UNITED NATIONS 2011 Helping organize and monitor elections of a new government o Framework Contract on Election Observation Missions (EOM) to promote democracy, human rights and the rule of law worldwide. The European Union has entrusted Transtec with 10 Election Observation Missions carried out in Malawi, Mozambique, Togo, Burundi, Tanzania, Nigeria, Zambia, Libya, Guinea and Madagascar and involved coordinating and securing the Observers deployed to carry out assessment and monitoring missions, EU 2008-2016 o Biometric Voter registration (BVR) process: EU Pre-Election Expert Mission in Kenya to monitor and assess the voter registration process ahead of the general elections in Kenya and to collect factual information concerning the phase of the biometric voter registration (BVR) process or any alternative option; to produce strategic analysis and reporting on the on-going biometric voter registration processes to provide inputs on how to improve efficiency and transparency of that process as well as confidence-enhancing demarches, prior to the elections, EU 2012-2013 o Technical assistance to the Lebanese parliamentary elections to organize the 2009 Parliamentary elections in a manner that is transparent, consistent with the revised national legal framework and enhancing the ability of Lebanon to meet its international commitments, EU 2008-2012 o Technical Assistance in support of the referenda processes in the Sudan to facilitate the delivery of a legitimate and credible referendum on self determination for Southern Sudan and State administration in Abyei, EU 2010-2011 o Election Observation Exploratory Mission (ExM) Operational/Security Assessment in Sudan to to collect factual information to assess whether an EU Election Observation Mission (EU EOM) for the upcoming elections in Sudan, scheduled to be taking place in April 2010, would be useful, advisable and feasible, in line with the criteria outlined in the Commission Communication on Electoral Assistance and Observation, EU 2009-2010 o EC Exploratory Mission to the Presidential and Parliamentary Elections in Kenya to collect factual information to assess whether an EU Election Observation Mission (EU EOM) for the presidential and parliamentary elections in Kenya, tentatively scheduled for December 2007, 5

would be useful, advisable and feasible; in line with the criteria contained in the Commission Communication on Electoral Assistance and Observation, EU 2007 Good governance and Parliament accountability o Technical assistance for the management and implementation of the Parliamentary Support Programme in Namibia to develop capacity within Parliament and its relevant Standing Committees to provide executive oversight and to interact with citizenry on the implementation of the poverty reduction programmes, EU 2012-2015 o Technical assistance and capacity building to the House of Representatives (HoR) in Yemen to support and strengthen the roles and capacities of democratically elected institutions in Yemen, EU 2011-2014 o Formulation of Programme of support to devolution under Kenya s new Constitution to support the change introduced under Kenya s new constitution for a new level of local government called counties. The proposed system of devolved government will establish 47 counties, each with its own elected system of government in the form of a governor and county assemblies, EU 2012 o Post-Crisis Emergency Rehabilitation Programme PUR-II in Ivory Coast to Rehabilitate prefectures and territorial communities in the affected areas, re-establish public security services (police, gendarmerie, etc) in the affected areas and rehabilitate social services, EU 2005-2008 Institutional strengthening and poverty alleviation o Capacity building of Iraqi Officials for the Negotiation and Implementation of International Agreements to build the capacity of the Government Institutions to manage and implement international treaties, by contributing to the objective of regional and international cooperation and integration, EU 2012-2014 o Strengthening Service Delivery Capacity of Savings and Credit Co-operative Societies (SACCOS) in 28 Districts supported by the District Agricultural Sector Investment Project (DASIP) in Tanzania to strengthen the capacity of rural savings and credit institutions in supported areas to provide improved services to their clients, AfDB 2012-2014 o North Western Integrated Community Development Programme Phase II incorporating the Food Security for Pastoralists Programme in Somaliland to provide advice and support the government policies towards sustainable agriculture and livestock improvement in partnership with the private sector and to reinforce community development initiatives, IFAD 2010-2014 o Technical assistance to provide support to the implementation of internationally recognised institutional reforms to strengthen SADC secretariat s capacity to drive and coordinate the 6

regional integration agenda, notably through the development of direct financial support, EU 2010-2012 o Technical Assistance to the Implementation of the County Development Programme in Liberia to improve the living conditions of local communities by increasing access to basic social services, raising incomes and supporting a more effective, efficient and democratic local County administration o Technical assistance to the implementation of the Togo Institutional Support Programme to improve the performance and transparency of public sector governance (political, economic and financial) through institutional capacity building, EU 2008-2012 o Technical assistance to assist the IGAD Secretariat to increase and enhance internal management capacities (human resources, finance and accounting, internal audit, procurement and assets management) in the IGAD Secretariat to allow the Policy bodies and the Secretariat to operate in a coherent, effective and efficient manner, as a result-oriented organisation, EU 2009-2011 o Technical Assistance to the Ministry of Legal Affairs and Constitutional Development of Southern Sudan and to the Southern Sudan Land Commission for drafting the Land Act Regulations, EU 2009 o Provision of Strategic Management Advisor for the Ministry of Legal Affairs and Constitutional Development (MoLACD), Government of Southern Sudan to support the institutional strengthening and capacity building of the Ministry of Legal Affairs and Constitutional Development (MoLACD) in key focal areas such as Strategic Policy Development, Institutional Capacity Building activities and Human Resources, EU 2008-2009 o Technical Assistance to Support drafting of Policies and Strategies for the Agricultural Sector in Southern Sudan to provide policy advice and planning support to the Ministry of Agriculture and Forestry, by assisting MOAF in developing specific sectoral policies based on the comprehensive policy framework developed by MOAF with the assistance of USAID/USDA; and to provide technical assistance to support MOAF in drafting key priority and sectoral policies and translating these into a draft strategy for its implementation, EU 2006-2007 7
