2 Chairman s remarks The Chairman announced to Council that he will not seek re-election in the upcoming school board election of November 2. He thanked everyone for their support throughout the years. Director General s Report The Director General reviewed his written report that was sent by email on Monday. Topics included: -June uniform exam -Students with special needs -MTM -Wakefield school -Capital projects/mb -Induction week for new teachers -Demographics -Security background checks -Budget 2014-2015 -School taxations -Communications -Regional offices (DRO) -Cross-boundary transfers -Organigram/ Directors responsibilities Mr. Lamoureux also talked about the school taxation and the student files audit. He stated that credit must be given to the school secretaries and the Finance Department for the great results. Along with Commissioner Lanyi, Mr. Lamoureux also provided an update on the relocation of the Portage Centre. Uniform exam Ruth Ahern mentioned the June 2014 MELS uniform exam results. She mentioned that a press release Communiqué will be forthcoming. Commissioner Davidson arrived at 7:30 p.m. Revised Budget Mr. Lamoureux reported that meetings have taken place with MTM and union representatives for the purpose of recommending budget cuts that would least impact on student services. C-14/15-4 Revised Budget 2014-2015 WHEREAS in conformity with the Education Act, the Western Québec School Board has adopted its 2014-2015 budget (resolution C- 13/14-335) containing a deficit in the amount of $829 254; WHEREAS the WQSB agrees to present a revised budget showing a deficit of $390 857, and that this deficit is inferior to the authorized amount of $404 000 of the Board s accumulated surplus on June 30, 2014, with the exception of the net accounting value of its land;

3 IT WAS MOVED by Commissioner R. Young that the revised 2014-2015 operating, capital and debt services budget showing a deficit of $390 857 be adopted and forwarded to the Ministre de l Éducation, du Loisir et du Sport. Mr. Lamoureux also mentionned the upcoming meeting with Minister Bolduc, Deputy Minister, Mme Champoux, and a representative from the Treasury Board. QESBA Report The Chairman indicated that QESBA is talking to the MELS on issues surrounding: - Military personnel - Accessibility to English education - School board elections C-14/15-5 Executive Committee Report September 16, 2014 IT WAS MOVED by Commissioner Davidson that the Council acknowledge receipt of the draft Executive Committee minutes of September 16, 2014. C-14/15-6 SEAC Report September 15, 2014 IT WAS MOVED by Parent-Commissioner Boucher that the Council acknowledge receipt of the draft SEAC minutes of September 15, 2014. C-14/15-7 Consultative Transportation Committee Report September 18, 2014 IT WAS MOVED by Commissioner Young that the Council acknowledge receipt of the draft Consultative Transportation Committee minutes of September 18, 2014. C-14/15-8 C-14/15-9 One year contract 2014/2015 - Autobus Outaouais Inc. contract negotiated with Autobus Outaouais Inc. for a total of five (5) vehicles in the amount of $317,086.40 including the.94 % indexation be approved. One year contract 2014-2015 - Autobus LaSalle Inc. contract negotiated with Autobus LaSalle Inc. in the amount of $64,779.09 including the.94% indexation be approved.

4 C-14/15-10 C-14/15-11 C-14/15-12 One year contract 2014/2015 - Baie Transport Inc. contract negotiated with Baie Transport Inc. in the amount $52,266.41 including the.94% indexation be approved. One year contract 2014/2015 - Bigras Transport Inc. IT WAS MOVED by Commissioner Young that the one year contract negotiated with Bigras Transport Inc. in the amount of $51,613.23 including the.94% indexation be approved. One year contract 2014/2015 - TransporAction contract negotiated with TransporAction in the amount of $14,347 be approved. A discussion took place concerning the Transportation Committee s resolution CT-14/15-8 concerning a parent s request to have her child, who was granted a cross-boundary transfer, picked up on an existing bus route. Commissioner Shea stated that he disagreed with the decision that was made. C-14/15-13 PIC June 18, 2014 IT WAS MOVED by Commissioner Shea that the Council acknowledge receipt of the draft PIC minutes of June 18, 2014. C-14/15-14 Approval of Accounts March 2014 the month of March 2014 be approved in the amount of $ 5,363,496.55. C-14/15-15 Approval of Accounts April 2014 the month of April 2014 be approved in the amount of $ 4,520,051.62. C-14/15-16 Approval of Accounts May 2014 the month of May 2014 be approved in the amount of $ 4,119,581.07. C-14/15-17 Approval of Accounts June 2014 the month of June 2014 be approved in the amount of $ 9,147,846.84.

Affiliation au Réseau du sport étudiant du Québec (Abitibi- Témiscamingue) LE COMMISSAIRE MCCRANK PROPOSE QUE la Commission scolaire Western Québec paie une affiliation de base de 600 $, en plus d une cotisation de 0.25 $ per capita pour la clientèle primaire et secondaire de la commission scolaire, et ce, au 30 septembre 2013, pour un total de 729,25$ (517 élèves). Cette affiliation symbolise la reconnaissance de la commission scolaire aux buts que poursuit le Réseau de sport étudiant du Québec Abitibi-Témiscamingue, conformément aux lettres patentes de cette dernière. Use of Board Logo Elections IT WAS MOVED by Commissioner Dionne that the WQSB authorise the use of its logo by all candidates in the upcoming November school elections. GRICS IT WAS MOVED by Commissioner O Brien that payment of the GRICS invoice for services for the 2014-2015 school year, in the amout of $212 585.71, be approved. Photocopiers Group Buying Program - Centre collégial des services regroupés (CCSR) WHEREAS all WQSB photocopier leasing contracts will expire during the 2015-2016 school year; WHEREAS the WQSB has an opportunity to obtain competitive pricing by joining a Group Purchasing Program; IT WAS MOVED by Commissioner McCrank that the WQSB proceed with joining the (CCSR) Group Purchasing Program, in order to take advantage of better leasing prices.

6 C-14/15-24 C-14/15-25 C-14/15-26 C-14/15-27 Land Transfer to the Municipality of Chelsea IT WAS MOVED by Commissioner Dionne that the Council approve the servitude for a right of way as outlined in the technical description and plan prepared by the land surveyors, Alary, St-Pierre & Durocher, at the Parcelle 9 PTIE LOT 3 648 452 (rue de l Hôtel-de- Ville) section to provide new sewer and water for the Chelsea Municipality Project, and that the Director General or the Chair of the Board be authorized to sign all documents necessary to give full effect to this resolution. Purchase of Land 410 square meters Mr. Steven Osborne IT WAS MOVED by Commissioner Dexter that the WQSB sell a portion of land measuring 410 square meters (50% is a ditch), located at the old Wakefield School, to Mr. Steven Osborne for the amount of $2460, and that he be responsible for all costs related to the transaction, and that the Director General or the Chair of the Board be authorized to sign all documents necessary to give full effect to this resolution. Public Tender Services Entretien Ménager - Pontiac, D Arcy McGee/Symmes, Philemon Wright/Hadley schools WHEREAS a call for tenders has been made by public invitation for the tendering of bids for the above mentioned contract from October 1, 2014 to June 30, 2016 (21 months); WHEREAS the following persons and/or businesses retrieved the tender documents; Entretien Général D&F GDI Services (Québec) SEC Les services ménagers Roy ltée NASCO entretien ménager d immeubles inc. Services d entretien ménager WHEREAS the following two tenders were received and recorded: NASCO entretien ménager d immeubles inc. $897,079.45 Les services ménagers Roy ltée $828,066.90 WHEREAS the lowest bid conformed; IT WAS MOVED by Commissioner O Brien that the submitted bid by Les services ménagers Roy ltée, in the amount of $828,066.90 excluding taxes, be approved. Maintien des Bâtiments (MB Projects) Accelerated Projects 2014/2015 WHEREAS the following projects were submitted for additional funding provided by the MELS;

7 Buckingham Repairs to the Roofs Membrane Hull Adult Education Centre Repairs - Interior Finishes and Lighting Equipment in the gym Chelsea Repairs to the Roof s Membrane PWHS Replacement of the Interior Doors Pontiac High Repairs to the Roofs Membrane St John s Repairs to the Roofs Membrane St Michael s Repairs to the Fire Escape WHEREAS the MELS has granted the WQSB with an additional $1,878,397.00 distributed as followed: Buckingham $185 271 Hull Adult Education $205 646 Chelsea $228 734 PWHS $325 318 Pontiac $469 727 St. John s $310 478 St. Michael s $153 223 WHEREAS these projects must be completed by March 31, 2015; WHEREAS the need to go out to public tender and award the contracts to the lowest bidder in October; IT WAS MOVED by Commissioner O Brien that the Buildings Department be authorized to go out to public tender for the above mentioned projects and that the Director of Buildings, Equipment and Transportation, Mr. Pascal Proulx be authorized to sign off on the lowest conformed bid per project. Date of next meeting: The next meeting of the Council of Commissioners will be held on November 17, 2014.
