REPORTS OF OFFICERS: MAYOR: Mayor Green ~ Funeral Service - Mayor Green stated Jim Gannon passed away and many citizens showed up to the wake. ~ Landscaping Replacement - The City of Normandy will have to spend money on correcting what MODOT did on the islands by replacing trees, plants and soil. ~ City/County Merger - Mayor Green stated MML had a meeting about the city county merger meeting went well.
> Workshop Meeting - We need to set a workshop up for the council to meet to discuss some important things that are happening and the future of the city. > Public Fencing - Mayor Green stated we need bids for fencing on the right of way on Brand, Sheriton and Annex court, the cost will be approximately $10,000.00 additional funds will be needed for Sheriton and Annex. > School Zone Signs - We need to purchase school zone signs at approximately $4000.00 each. > Calea Certification - We will need money for the Police Department to get Calea certified, we will be the only department with both certifications, that cost will be around $5000.00. > New City Hall Building - We are still on track with UMSL about the new building waiting on the figures. CITY COUNCIL: Councilperson Lelia Martin > Fencing - A fence needs to place to stop all the trespassing all hours of the day and night in the ward. Can we post no trespassing signs on all the private property? Councilperson Maurice Hunt > Special meeting - A special meeting to get the bids and vote on the ordinance to allow a fence to be erected is set for November 19, 2016 p.m. at 1 :OOpm. Rodney will order the signs for the City. Councilperson Kimberly Knox > Keeping Kids Safe - In the last meeting signs to place in the yards were supposed to be ordered that say uorive LIKE YOUR KIDS LIVE HERE." Rodney ordered the signs. Some of the girls are being harassed and if it is possible to have an officer just sit there for 15 to 20 minutes that would help.

The motion carried. REPORTS OF OFFICERS: MAYOR: Mayor Gr~en )- K-9 Units -Mayor Green stated the Normandy is reinstating the K-9 unit. There was $14,000 raised covering one dog and a recently hired officer already has a service dog.
>" Car Wash - The building has officially been purchased by Mr. Singh. The business will be similar to Paul's Market and include catering. Mr. Singh will submit the final plans for approval. There will be approximately 7 parking spaces in front of it. The construction will possibly be completed by the end of spring. >" Great Streets - Our portion of the Great Streets renovations has been turned over to the City now. We are still having problems with trucks having difficulties coming from south from Lucas & Hunt Road unto Natural Bridge. That is under the responsibility of MoDOT to correct. >" Patrol Dune Buggy - The City will be looking into purchasing dune buggies to patrol the trail to replace the 4 wheelers. Not all the officers feel comfortable riding them and there is significant risk if they overturn. We have had the 4 wheelers for 7 years and they have served the City well. CITY COUNCIL: Councilperson Reid >" Fencing -Where are we with the fencing that we discussed last meeting? The Mayor stated that he has contacted St. Louis County about it and he is waiting for the return call. >" Donation Container - The public library has a question about the donation containers that were on their parking lot. The Mayor stated that they are able to pick up the containers at any time and have a discussion about how to install the container according to the city ordinance guidelines. Councilperson Hunt >" Pole Flags - Councilperson Hunt stated that he wanted to take pictures when all the flags are displa:yed on the streets. Rodney stated that all the flags would be displayed on Dr. Martin Luther King Day. The holiday decorations have not been displayed because the GFI have tripped off the breakers. A solution is being looked at. Two will have to be fitted for the K-9 units. The total for all 3 cars is $65,000. Portion of the payment for the cars will come from the sale of the car wash and monies raised for the K-9 units. PUBLIC WORKS DIRECTOR: Rodney Jarrett >" Fountain - The fountain is down and has been drained.
~ Prevention Signage - The "Drive like your children live here signs have been installed. There was a discussion. ~ Sabbath Manor Demolition - Rodney discussed several steps that have been taken to complete the permit process for the demolition. He stated that the asbestos removal will probably take two weeks, then they can begin the demolition process. ~ Water on Natural Bridge - Councilperson Reid asked about the water on Natural Bridge Road. Rodney stated that holes have been drilled in the streets to alleviate any pressure from the water to save the streets. It's under the responsibility of Mo DOT. CITY ATTORNEY: ~ No report. CITY ADMINISTRATOR: ~ Christmas Party- The City will have its Christmas Party, December 23, 2016 at 1:00pm. OLD BUSINESS: ~ None. NEW BUSINESS: ~ Spotless Town Hearing - Lynn Joshey made a presentation to the Council regarding the historical survey of Spotless Town. There will be pictures taken of homes and research done. A Missouri grant pays for the survey that will evaluate the community to see if it will be eligible to be registered on the National Registry.
